OFFICE OF THE BOARD OF PUBLIC WORKS AND SAFETY,
CITY OF RICHMOND, INDIANA, FRIDAY JUNE 4, 19I .
The Board of Public Workd and Safety of the City of Richmond, Indiana
met in regular session in the office of the Board, Friday June 4, 1945 at
9:00 A.M. o'clock. Mr. H.G. Coleman presiding with the following members
11/ present: Messrs. W.E. Ross and C.M. Haworth. The following business was

The minutes of the previous meeting were read and approved.
A letter was received and read from the Market Master,Ralph Snavely, in
regards to his recommendation on the rental of Market House stalls.

Re: East-half of Market House.
Gentlemen:
I recommend that all bids be rejected and the renting of said
part of Market House be left entirely to the Market Master until further

Mr. Haworth moved that the recommendation of vtie Market Master be accepted,
seconded by Mr. Ross and carried unanimously by the Board. -
Mr. Ed. Harris appeared before the Board in the behalf of the Boy's Com-
mittee of the local "Y". Mr. Harris requested that the "Y" be given permission
to place a bicycle rack on North "A" Street side of the "Y". If racks were
placed in said area it is beleived that the present hazard of b :cyclesbeing
thrown all over the Sth Street entrance to the "Y". The Board referred this
to the Traffic Board to investigate and report back.
Mr. Klienknecht, Pres. of First Federal Savings and Loan Assn. appeared
before the Board requesting that said Savings Assn. be granted permission to
cut the curb for distance of 30 feet along the North side of Sailor Street
for an entrance to enable motorist to drive up to a new Teller window in the
the south side of the new Assn. Building to make deposits. The Board considered
this request of cmtting the curb too much of a hazard for pedestrians using
said sidewalk. Mr. Ross moved that the Saving Assn. be granted permission to
eliminate the entire sidewalk from North 9th Street to the first alley west
of North 9th Street and the Savings Assn. pay all expense of doing such, sec-
onded by Mr. Haworth and carried unanimously by the Board.
Mr. Klienknect also requested that a one car "No Parking" zone be placed in
front of the new Savings Assn. building. This was taken under advisement by the
Board.
The Board granted permission to Robert and Vincent Juerling to cut the curb
and consruct a factory curb at the S.E. corner of -North 6th and Neff Streets.
The Board granted permission to Ruth A. Ferrante to cut the curb in front
of 913 Sheridan Street for a private drive.

A petition signed by five residence on South Sth Street requesting
two street lights. One to be placed at the corner of South Sth and "P!!
Street and one in the middle of the block. This was referred to the City
- Engineer to investigate and report to the Board.
The Board approved the Chief of Police L. Rohe of attending the Chief
of Police Convention to be held. at Madison, Indiana, June.S,9,lO.
The Board authorized and instructed the Clerk to "inform the manage-
ment of the Richmond Leland Hotel of the trash and litter that has been III
accumulating in the rear of said hotel and causing a nuisance. This let-
ter to be directed to Mrs. Gath Freeman.
Raibph Morgenroth, Disposal Plant , reported that some Industry in the
city had been polluting the river recently and causing the fish to die in
the area south of the city. Mr. Meyers, Wayne County Game Warden, also
appeared before the Board with the same complaint of fis being poisoned
by Industry dumping acids into the river. Mr. Ross, City Engineerr.assured
the Game Warden that the Disposal Plant was not at fault as test had been
taken north and south of the Plant. Tests showed that the Ph South was
8.2 and North was 8:3. This condition had to eometfrom some industry that

Fire Chief, L. Williams reported that the recent Fire School held at
Purdue U. was a sucess and all in attendance received valuable information
The Board approved the Penna. R.R. of blocking the Sth Street crossing
from the hours of 7:00 A.M. to 11:00 A.M. to make repairs. to rails and
ties.
Mr. H.G. Coleman, Controller, presented and read a letter that was
received from the Indiana State Auditor's Office which contained a ' .
check in the amount of $15,900.65 as Richmond's share in the State Cig-
arete Tax refund. This money to be used only on streets, alleys and bridge
construction or repairs.
Mr. Ross made a motion that the Board meet in regular session Satur-
day June 12th due to several members of the Board being out of the city
on Friday June filth. Mr. Haworth seconded this motion and was carried
unanimously by the Board.

There being no further business to be brought before the Board, Mr.
Haworth moved to adjourn, seconded by Mr. Ross and carried "ananimosly by
the Board.
