The Board of Public Works and Safety of the City of Richmond, Indiana
met in regular session in the office of the Board Friday, May 14th, 194E at
9:00 o'clock A.M. Mr. H.G. Coleman presiding and the following members were
present Mr. W.E. Ross and C.M. Haworth. The following business was had, to-wit:
The minutes of the previous meeting were read and approved.
Mayor, Lester E. Meadows reported that his office had received several
complaints from the residents near the Clear Creek Park of the mosquitos
starting to cause some grief in that locality. The Board approved the Fire
Chief of spraying D.D.T. on the water and the brush at Clear Creek Park.
The following report of various Department Heads on their investigation
of the petition of residents of Newman Hill requesting street improvements,
street lighting and fire protection. The City Engineer and Street Commissioner
reported that the streets are temporary and are passable in normal weather con-
ditions. When the heavy rains come the raads wash out some what. The Street
Commissioner reports that the roads and streets are covered with gravel as a
temporary basis until an order is given to put in asphalt streets a secured
through the regular routine of securing such. This would be through the assess-
ment plan. The matter of the street lighting was taken under advisement until
the Street Commisssioner: makes further investigation. Fire Chief, L. Williams
reported that all homes can be reached by the Fire. Dept. from the nearest hy-
drant in that locality.
Upon the recommendation of Fire Chief Williams, Mr Haworth moved and Mr.
Ross seconded that Harry Hengstler be promoted from probationary fireman to
regular fireman as of May 16th, 1948. This was approved and so ordered.
The Board approved unanimously of giving Mr. Burkhart the authority to
purchase a loader for the bulldozer for the Street Department. This loader to
cost approximately $600.00 and to be purchased from the only company that
manufactures this type of loader for the prsent bull dozer. ( 7)1?, d .tot
Mr. Haworth advised the Board that the advertising' for bidders on Market
House Stalls had been prepared and delivered, to the Pallidium-Item newspaper
for publication.
The Board instructed and authorized the Clerk yo notify the:property own-
ers on South 14th and C Street and N.W. llth Street to repair the sidewalks
and curbs which are in very bad shape.
A petition to cut the curb on N.W. 2nd and Kinsey Streets as requested by
Mr. Wilbur B. Thomas was granted by the Board.
The letter received from Mr. Kenneth and Robert Murray wanting temporary
bleachers erected at Clear Creek Softball diamonds was referred to the Park
Board.
The persons that are rebuilding the Morley Garage on South Ninth Street
requested that the City build the sidewalk and curb in the front of same. The
Board investigated the obligation of the City in this matter and found that
the City is obligated to build a sidewalk and curb in front of Bsaid place.
This may be found by referring to Resolution No. S50-192g. Mr. oas moved
that the City install the sidewalk and curb in front of the new Worley build-

as agreed in Resolution No. 850-1928, seconded by Mr. Haworth and approved un-
animously by the Board.
Mr. Ross reported that the Water Works advised his office that the Iron
removal plant would be completed and in operation within the next 69 days.

The complaint of Ted Telcher on the street condition south of National
road on S.W. 15th Street was presented to the Board. Mr. Telcher is to be
informed that the City has no jurisdiction over the street as it hasn<R.t been
incorporated as city streets.
The Board allowed claims in the amount of $30,g10.89.
There being no fvr ther business-.to be brought before the Board, Mr. Haw-
orth moved to ajourn, seconded by Mr. Ross and carried unanimously by the _ '
Board.
