The Board of Public Works & Safety of Riciplond,Indiana met in regular session
in the office of the Board,Friday,April 9,19LI ,at 9:00 a.m. o'clock.Messrs.
H.G.Coleman presiding and the following present W.E.Ross and C.M.Haworth. The
following business was has to-wit:
The minutes, of the previous meeting were read and approved.
Mr. Paul Fields, 412 North 19th St. appeared before the Board requesting a re-
stricted parking area for one car in front of 4+12 North 19th St. for loading
and unloading purposes.' This request was referred to the Traffic Division to
investigate and report to the Board.
Councilman Marino's complaint of smoke and soot nuisance caused by the Tate
Cleaners furnance was referred to the Fire Chief to investigate and report to
the Board.
Councilman Russell's complaint of the laxity in the Garbage and Trash collect-
ion in the South end of the City vas referred 'to the Street Dept. Supt.
Councilman Postman appeared before the Board stating that the residents in the
Peacock Terrace.Addition had complained of water standing for lenghtly periods
near the rear of Seventh St. Park, in the rear of 140 S.W. 15th Street and the
Clear Creek Gravel'Pit. The conditions at 140 S.W. 15th St. was referred to the
Sanitation Inspector to investigate. The City Engineer is investigate if the
plot of ground in the rear of 7th St. Park belongs to the School City or to the
City of Richmond and report to the Board. Mr.' Ross,City Engineer, informed the
Board that the condition 'of the Clear Creek Park and it's area would be taken
care of when the weather permits the spnaying of DDT to eliminate the mosquito
conditions.
The Board approved the method of pro rating the light bill at the Market House.
Each month Mr. Derago is to pay the balance of the bill that the Light Plant
billed the City for the same months of the, year 1947.
The Board approved of Chief of Police,L.Rohe and Street Supt.,A. Burkhart, work-
ing with the Bus Co. in regards rasa to the pacing of the "Bus Stop Signs" in
various places approved by the Board at a previous meeting.
Mr. Ross brought to the attention of the Board that of the City expanding by
'um additions being in process in all sections of the City. In several of these
additions there has been in the past thlet.e.....hneeR private sewers installed to
serve one person. Then extensions are built with out consulting the City Engin-
eer as to the City Specifications and later causing considerable trouble.
Mr. Ross made a motion that no sewer will be approved unless plans and specifi-
cations have the Engineering Department approval, and that persons starting con-
struction of any house or business block be prosecuted if they have failed to
obtain a permit before starting to build. Mr. Haworth seconded this motion and
was carried unanimously by the Board and so ordered.
Mr. Ross made a motion that the Street Dept.Supt and the Building Inspector in-
spect all the sidewalks and curbs of the City and report to the Board their
findings,seconded by Mr. Haworth,and carried unanimously. by the Board.
Mayor,L.E.Meadows complaint of water standing in an abandoned basement and
creating a nuisance at 1546 So. 6th Street was referredto the Sanitation In-
spector to investigate.
City Attorney,C.M.Haworth prepared and submitted the following Resolution No.3-194+8
for the gpproval of the Board: .

RESOLUTION OF THE BOARD OF PUBLIC. WORKS AND SAFETY OF THE CITY OF RICHMOND INDIANA..
WHEREAS,because of traffic conditions that have existed in certain sections
of the City of Richmond,lndia.na, 'thefree •movement of traffice in those sections is,
and has been impeded fora long period of time; and
WHEREAS, attempts to regulate the traffic and parking in the aforesaid area
have not been as sucessful .as is desirable; and,
Whereas, because of the habit of numerous operators of motor vehicles of
parking for long periods of time in close proximity to other motor vehicles as park-
ed on the most congested parts of the City's business streets tends to further im-
pede traffic and in addition thereto constitutes a danger to the lige,limb and prop-
erty of motorists, pedestrians and others; and .
tFAS, i.t is the opinion of the Board of Public Works and Safety of the
City of Richmond,Indiana, that the best method by which the above mentioned condit-
ions maybe remedied is by the designation of individual parking spaces in said area,.
by providing for the use of mechanical parking-time indicators 'in conjunction there-
With, restricting parking .in said area to reasonable intervals of time and by com
yelling the pperators of vehicles who enjoy the use of parking space so designated to
pay a portion of the costs of- establishing and maintaining the same;
- NOW,THEREFORE,BE IT RESOLVED, by the Board of Public Works and Safety of
the City of Richmond,Indiana, that the CommonnCouncil of said City be, and they are
now hereby requested to take the proper steps to provide and establish parking met-
ers zones upon the public streets and highways of this City, as hereafter •set out;
In order to effect the purposes- in this Resolution expressed that there
be established and fixed certain zones to be known as parking meter zones in the
following streets and avenues in this City:
1. All that- area lying east of the west side of Third Street to, the east
side of fhirteent Street, between the south side of South A Street and
the north side of North A Street-, inclusive.
. 2. Fort Wayne Avenue from North D Street to the west side of North E Street
3. Nort E Street from east side of North Eighth Street to the west side of
North Tenth Street.
and in other areas from time to time hereafter as traffic conditions require. -
That the Board of Public Works and Safety be authorized, at its discre-
tion, to install parkink meters at each space in such zone, or zones, available for
parking of vehicleeor vehicles, and see that there shall be plainly on each of such
meters the time limitation for parking.

That the Board of Public Works and Safety be directed to provide for the
installation, regulation, control, operating and the use of parking meters, and to
maintain said meters in good workable condition, and that this Board be vested with
power and authority to enter into a contract, after approval of the terms and- con-
ditions thereof, by the Mayor, for the purchase and/or- installation of parking met-

rnrs. The payment for such meters and/or installation is to be provided for sol-
from receipts, funds and revenues obtained from the operation of said parking
meters, without in any manner obligating the City to- pay for the same from any
source. And this Board be further -authorized and empowered to enter into a con-
tract or contracts after approval of the terms and conditions therefore by the
Mayor of this City, for such protection and maintenance of said parking meters
as may be necessary to maintain the same in good operating condition, and to pay
for such parts, protection and maintenance, exclusively from the receipts, funds .
and revenues secured from the operation of said parking meters.
That the revenue derived from the use of such parking meters as provid-
ed herein shall be used to provide for the proper regulation and control of tra-
ffic upon the public streets, and also the cost of supervising and regulating the
parking of vehicles in the parking meter zones, and to cover the cost of the
purchase, supervision, protection, inspection, installation, operation, mainten-
ance, control and use of said parking meters, and for any other purpose.
tESOi,VED FURTHER That a copy of this Resolution be presented to the Com-
mon Council of the City of Richmond, Indiana.

Mr. Ross made a motion that Resolution No.3-194-g be adopted, seconded by Mr.
Haworth and carried unanimously by the Voard. The Clerk was instructed to
notify the State Highway Commission of this action.
Fire Chief, L. Williams recommended that Rolff Wadman, regular fireman be
transferred from his duties of regular fireman to that of Assistant to Cast.
Allard of the Fire Prevention Board.
Mr. Ross made a motion that the recommendation of the Fire Chief be accepted,
seconde by Mr. Haworth and aarried unanimously by the Board.
Chief of Police,L. Rohe presented to the Board a survey of all the preferent-
ials and through traffic streets in the City of Richmond, showing where stat-
ionary "Stop°° signs are needed. The number being 291 signs needed. In so much
that the City hasn't the required amount of money in the present Budget to pur-
chase this amount of signs,it was approved by the Board that the Police Chief
and Street Supt. , together, work out where 20 to 30 such signs are needed the
most at the present time.
Councilman R. Law appeared before the Board in behalf of the Animal Welfare
league of Richmond,Indiana, requesting that the City, through this Board, con-
sider the present plans for an animal shelter.

Mr. Haworth made a motion that the City Engineer inspect the plans and speci-
fications of the proposed shelter house and the possible site for installing
of such gear the Disposal Plant. The City Ettorney to prepare a contract and
agreement for the approval of the Board at the meeting of Board, April 16th,-
14g, seconded by Mr Ross and carried unanimously by the Board.
The Board allowed claims in the amount of $ 4.?,3 C 0.5 Z44
There being no further business to be brought before the Board, Mr. Haworth moved
that the meeting be ajourned,secinded by M r, Ross arxl carried unanimously by
the Board.
