The Board of Public Works and Safety of the City of Richmond,Indiana met in regular session in the office of the Board,Friday,April 2,1948,a.t 9:00 a.m. Messrs. H.G.Coleman,E.Ross and C.M. Haworth being p esent the following business was had to-wit: The Minutes of the precious meeting were dead and approved. . A complaint from Charles A. Govern,Maple Drive,of a dog biting his children was referred to the Police Dept. to investigate. Supt. of Street Dept.,A. Burkhart,a.dvised the Board that the two new dump trucks had been received and in operation. Mr. Burkhart recommended to the Board that the City Attorney prepare an Ordinace for Common Council to transfer a sum of $918.00 from account #205 to #205-A for equipment. This above amount of money being left after the purehase of- the two new trucks. The new equipment desired by Mr. Burkhart is that of a new loader to be attached on the bulldozer of the Street Department. Mr. Haworth made a motion that the recommendation of Mr.Bmrkhart be accepted, seconded by Mr. Ross,and was carried unanimously by the Board. Chief of Police,L.Rohe,advised the Board that P.Roser of the Police Dept.re- quested a two weeks leave of absence. Mr9Haworth made a motion that the request of P. Roser be granted,seconded by Mr. Ross,and carried unanimously by the Board. T'Fire Chief,L. Williams advised the Board that the Spring house claening at No. 3 Hose House had been started. . Friday,April 2,1948,at 9:00 a.m. o'clock,being the time set to receive bids on West half of the Market House inside and outside. Two bids were received,one from Joseph and Anthony Mercurio and on from Mike Derago. These bids were re- ferred to a .Committee compased of Mr. Haworth and Mr. Ross to tabulate and re- . port. Mr. Ross recommended that the bid df Mike Derago of the sum of $775.00 for the period from April 5th,1948 to December 31,1948 be accepted, and the contract and agreement between the City of Richmond and Mike Derago be signed. Mr. Haw- orth made a motion that the recommendation of Mr. Ross be accepted,seconded.by Mr. Ross,and carried unanimously by, the Board. The Bid if Mercurio' s in the sum of .$52.50 per month for the same period being rejected. Councilman Tracy appeared before the Board and commented,"Richmond should con- tinue the program of that of having the Streets of Richmond cleaned as they had been for Easter Sunday". The Committee composed of Mr. Ross and Mr. A. Burkhart tabulated the bids that were received for the Street Material for the Street Dept. Two bids were received and tabulated as follows: Bid of W.L.Magaw; 200200 gallons or less,Emulsified Asphalt,furnished and applied by - power distrubtor,as directed by the Street Commissioner,for surface treatment. (All grades)--Per-Gallen $0.15 25,000 gallons,Emulsified,Asphalt,for patching,in drum lots,f.o.b. Mr. Ross recommeded that both bids be accepted and tzat both companies be noiified that the City of Richmond could buy such material on the open market if a better price could be found. Mr. Haworth made a motion that the recommendation of the Committee be aceepted and notice be given to the companies as stated,seconded by Mr. Ross,and carried unanimously by the Board. City Engineer,Mr. Roes recommended that the person intrested in the laying caf a new sewer in Ravinia. Park be granted permission to go across Avon Lane for that purpose. Mr. Haworth made a motion that the reccomendation of Mr. Ross be granted seconded by Mr. Ross and carried u naminously and so ordered. Mr. Ross brought to the attention of the Board the plans for a temporary storm sewer to be installed in the south end of Richmond to give temporary relief to those people in that locality. The estimated cost to be between $500.00 and $1,000.00. Mr. Haworth made a motion that the plan for the sewer be accepted and work started when the labor and material is available, seconded by Mr. Roessand carried unanimou- sly and was so ordered. Mr. Ross reccomended that the curb on the East side of North 5th Street from the 111 City Building to Main Street be painted to restrict parking of cars to those that are in the City Building on Official business. Mr. Haworth, made a motion that the reccomendation be accepted,seconded by Mr. Ross and carried unanimously by the Board. The Clerk was instructed to notify the State Highway Dept.of such action. Mr. Ross brought to the attention of the Board for discussion the need of a new floor 'in the Doman Bridge. Mr. Ross proposed that the Board consider a plan of having the present floor surface removed and a new flooring(wood) be installed and a bituminous coating be laid on this. This problem to be brought up at a later date. A petition for permission to cut a curb on South C Street for a garage entrace at the St. Andrew Church Parsonagevwdsbappk.oved_bb.the Board. Continued- 2U • Mayor,Lester E. Meadows, spoke briefly before the Board in regards to .the need of immediate action on the proposed installation of the Parking Meters. A committee composed of the City Attorney, City Engineer and.Chief of Police is to determine the number of and location of proposed meters,and prepare a resolution to be brought before the Board Friday,April 9th,l948,to be pre- sented to Common Council for an Ordinance on Parking Meters. Mayor,L•ester E. Meadows, informed the Board that he had received several request from persons owning property West of the City limits,wanting to come into the City limits in the very near future. -There will be a survey made at an early date to determine the feeling of-residents in the district from the present limits to that of the Salisbury Road and this survey presented. A letter from the Grim's Taxi Cab Co. was presented to the Board in regards to the lack of placing and maintaining necessary signs on preferred streets. This letter was referred to the Traffic Division to investigate and report to the Board. - There being no further business to be brought before the Board,the claims in the amount of $44•?.$$g'fwea a allowed.
