Background: Findings. 1.01. The City is authorized by Min- nesota Statutes, Sections 444.16 — 44.21 (the "Act') to establish a storm se er improvement tax district (the "Dis- tri t') to acquire, construct, reconstruct, ex end, maintain and otherwise improve sto rm sewer systems and related facili- tiewithin the District in accordance wi h the Act, and to finance such activi- tieby ad valorem taxes levied on prop- er u within the District. 1.02. It is found and determined that it i in the best financial interests of Med- inand its storm water management pr gram that the District be established. Th- District shall be comprised of the la d within Medina legally described as fol •ws: The East 47.51 acres of the North Half of the Northeast Quarter of Section 14, Township 118, Range 23 West of the 5th Principal Meridian. Section II. Establishment: Autho- tions. 2.01. The Tuckborough Ridge Storm Se er Improvement Tax District is es- ta•lished. The city shall have all powers an authority conferred by the Act in the op ration of the District. 2.02. The boundaries of the District ar: as described above. 2.03.
