The Board of Public Works and Safety of 'the City of Richmond,
Indiana, met in regular session in the office of the Board Friday,
August 23, 1945 at 9 :00 A.M. Messrs . Winfield Urban and S. W.Hodgin
being present, the following proceedings were had to-wits
The reading of the preceding minutes were read and approved.
The City Clerk ref fired to the Board a petition .requesting that
the dumping of trash north of the South Side Bridge .be stopped. This
petition was made to the Mayor and the City Council and bore the
signartaes of some 250 parties, owners of about 163 :pieces of property
in the vicinity of the dump. The case was referred to the City Ebgtr. ,
the Street Commissioner and the Fire Chiefs with instructions to take
necessary action to abate the nuisance.
In this same communication complaints were received fromthe
City Councilmen, at the regular meeting of August 19, as follows :
"Councilman Brehm recommended that parking be limited to one
side ofthe street only on South A Street between 6th. and 8th. Sts4
Councilman Eubanks reported parking at Naethwest 5th. and North-
west L Street has created a hazardous condition and ::recommended that
packing be eliminated on Northwest 5th. Street at the immediate
location; also the bad condition of Harris Street:
Councilman Russell also offered a .complaint in regard to the bad
condition of streets south of. South 0 Street and between the C . & 0.
Railway and Liberty Street."
The parking matters were referred to the traffic Division and
the complaints abouth 'the streets were referred to the Street Commmsi
issioner .
On his. request the Street Commissioner was authorized to adver-
tise for the purchase of twz5li ton trucks for use in the street
department. He was instructed to furnish the clerk with the necessary
information. for .the advertisement; the. --bids to be received Friday
September 13th5:;ate 9:30 A.M.
In accordance with instructions of August 2nd. to advertise for
bids for the 1946-47 requirement for coal needed by the various depart-
ments the following bids were received: _

The bids were referred to a committee composed of the City
Engineer, City Controller and the Street Commissioner, for tabulation &xdx
and recommendation. After due consideration the committee recommended
that the Muff Grain and Coal Company be awarded the contract for
furnishing the coal for. the Street DEpartment Garage and for the Pabk
Police Residence and that the Sam Jaffe Company be awarded the contract
for furnishing the coal for all the other departments ; all to. be in
accordance with. their bids. The recommendation of the committee was
approved by the Board.
Petitions were, received from John Rohe and Harry Schuller to
cut the curbs for driveway entrances at 417 South. 18th. Street and
413 South 22nd. Street, respectively, Permission was granted by the
Board.
After allowing claims in an amount of $/a, (,9 �-0,2 , upon proper
motion the Board adjourned.
