M. Messrs. Earl Keisker, and Winfield Urban being present., `the following proceedings were had to wit: The minutes of the preceding meeting were read and approved. The Board was informed that at the Common Council Meeting on August 5, 1946 that the following matters were referred to it for consideration. A complaint was received relative to unnecessary blowing of horns and other noises on South 23rd Street usually after danced at the pavilion which is located on that street. This matter was referred to the traffic division. . A petition signed by 57 citizens was received regarding the heavy truck traffic both day and night on North 22nd street. The Board took it under consideration awaiting the return of the City Engineer. Councilman Marino Complained about the water near the bridge on North Street which causes an un-sanitary condition. Street Commissioner Burkhardt reported that the necessary steps were being taken to relieve this situation. At- Councilman Russell again requests a light to be installed I the alley between South Sixth and Seventh Streets on C Street. The Board approved the installation of the Light and the Clerk was instructed to notify the Light Plant to. that affect. Miss Clara Hofheinz, 316 South Ninth Street, appeared before the Board requesting permission to remove a tree in front of her prop- erty. The permission was so granted. Mr. H. K. •Dargitz, Traffic Engineer of State Highway for the Greenfield District, appea-red before the Board and advised the Board to the affect that the State Highway Commission will not dive. . consent to the removal of 40 feet and 6 inches at the east end of the south side of the Main Street Bridge. The Clerk was instructed to notify the Vortex Oil Company and the Gennett Investment Co. Inc. ' to that affect. Mr. Keisker moved and it was , so ordered that upon recommend dation •of Fire Chief Leslie Williams Lester .Retherford be promoted from the rank of lieutenant to Captain and Thomas Bryan be promoted from the fireman to Lieutenant as of August 16. Permission was granted to Mr. William K Stultz to run a water line in the alley between 19th street and Easthaven Ave . from S. W. C Street to lot 12 in Benhams Subdivision in Richmond at his own expense with the understanding that he make a proper fillim after said construction. . 113 Councilman Homan's complaint of the odor from the sewer on South Ninth and L Was referred to Mr. Burkhardt the Street Com- missioner.
