OFFICE OF THE BOARD OF PUBLIC WORKS
AND SAFETY CITY OF RI CHMO1J D, INDIANA ,
FRIDAY, JUI E 14, 1946
The Board of Public Works and Safety of the City of Richmond,
Indiana, met in regular session in the office of the Board Friday,
June 14, 1946, at 9:00 A.M. Present were Messrs . S . W. Hodgin,
Earl Keisker and Winfield Urban: The following proceedings were
had to wit:

The minutes of the preceding meeting were read and approved.
The Board extended its congratulations. to Mr. Leslie Williams
on his appointment as Chief of the Fire Department, to take effect
June 16th, 1946 .
Mr. McCurdy, owner of a grocery on N.W. 13th St . , across from
the Ball Park, appeared before the Board to request in person that
some action be taken regarding parking restrictions in front of his
store . The matter was referred to the Board, together with Chief
of Police Duckett, to investigate the matter.
Mr. Leslie Williams recommended that Charles Bostick be pro-
moted to the rank of Ehssistant Fire Chief and that Lawrence Gehering
be reinstated to finish his six months ' probationary period as a
fireman. Mr . Urban moved that the recommendation be accepted, Mr.
Keisker seconded the lotion, and it was so ordered.
A communication was received from 0. M. Swihart, Superintendent
of Schools to the effect that the Board of School Trustees of the
City of Richmond at its meeting on June 8 voted to notify the Board
of its desire to renew and continue the contract for the occupancy
and use of Civic Hall as a part of the Senior High School plant for
the year August 1, 1946 to July 31, 1947 . Mr. Keisker moved and Mr.
Urban seconded the motion that the contract be renewed. It was so
orde red.
The hazardous traffic condition at South 5th and G and Sout;I?t 5th
and H Streets was discussed by the Board, and Mr. Hodgin agreed to
contact the proper state authorities to get some action started
to correct this .
Mr. Keisker moved that the plat tendered by Harry E. Schmidt
relative to Howard Place, having been approved by the City Planning
Commission, be adopted . Mr. Urban seconded the motion and it was
so ordered.
Mr. H. McGeath, who operates a Cream Buying Station at 18
S . 6th St . , ashes for restricted parking in front of his place of
business for the convenience of farmers, in unloading their produce .
The matter was referred to the Traffic Department .
Mr . Don Bell, representing the Insurance Committee, appeared
before the Board in regard to insurance on the light towers at
the Ball Par?: , which are valued at approximately W1,000. Fire and
windstorm insurance is the only kind which ich would cover this, and Mr.
Bell was asked to inquire the cost of such coverage .

Mr. Shoemaker, head of the Richmond Water Works Corp. , presented
a petition to Mr. Leslie Williams , signed by property owners on N.
18th St from H to J Streets , asking for water service in that area.
Mr. Williams recommended that a 6" water main be installed from- N. ` 'U
j south on North 18th to North H Street, approximately 590 feet, and
a fire hydrant at the corner of North 18th and North II Sts . Mr.
Keisker moved that the recommendation of Mr . Williams be accepted,
providing the funds are available for this installation. Mr. Urban
seconded the motion and it was so ordered. The Clerk of the Board
was authorized to notify the water company.
RESOLUTION:
WHEREAS: The Almighty Lord has , in his infinite wisdom, seen fit
to remove from our midst on June 9th, 1946, our friend and fellow
worker Harry E. Williams, Fire Chief for the City of Richmond and
WHEREAS : His ever willingness to extend himself over and beyond
the ordinary call to duty and his most pleasant personality will be
sadly missed by his fellow workers , his family, his associates and
the citizens of. Richmond will be sadly missed
NOW THEREFORE BE IT RESOLVED
By this Board of Works in regular session now assembled that his
passing be recorded and noted in the permanent records of the City of
Richmond and that the; respect of this body be so permanently engraved
DE' IT FURTHER RESOLVED
That a copy of this Resolution be not only spread of record as
aforesaid but: that a copy thereof be sent to the bereaved family of
our friend.
