AND SAFETY CITY OF RICHMOND, INDIANA,
FRIDAY, JUNE 7, 1946
The Board of Public Works and Safety of the City of Richmond,
Indiana, met-in regular 'session in the office of the Board Friday,
June 7, 1946, at 9:00 A.M. Present .were Messrs . S. W. Hodgin,

Earl Keisker and Winfield Urban: The following proceedings were
had to wit:
The minutes of the preceding meeting were read and approved.
Upon the recommendation of Chief of Police Ellis Duckett,
Dan Ilitrione and James Saxton, having completed their six months '
probationary period, were placed on the payroll as of June 1st
as regular patrolmen, and Daniel Harper, having completed his six
months ' probationary period, is to be placed. on.. the payroll as of
.June 16th as a regular patrolman..
Upon the recommendation of Chief Duckett, Mr. Keisker. moved
and Mr . Urban seconded the notionthat Orville Earl Conyers be
appointed a. probationary policeman as of dune 16, 1946 .
Chief Duckett reported that he will be able to buy a Chevro-
let Sedan for less than $1117 .52, and Mr: Urban moved and Mr.
Keisker seconded the motion that Chief Duckett be authorized to
order the car. It was so ordered.
Rev. Howard Brown, representing a large group of golfers of
the Richmond Municipal Golf Course, appeared before the Board re-
questing a club house be built at the Municipal Course . Rev.
Brown was referred to the Park Board.
Councilman Russell again commented on the fact that the alley
between 6th and 7th Streets from C to E is impassable when it rains .
Street Commissioner Burkhardt reported that the citizens there
should petition for the installation of a paved alley.
Mr. Frank Braffet requested that the angle: parking on North
10th Street between A & B Streets be eliminated. The matter was
referred to the Traffic Department.
Councilman Russell appeared before the Board requesting res-
tricted parking in front of the new location for the License
Bureau at 13-15 South 4th St. , the curb to be painted yellow for

two car lengths . Mr. Keisker moved and Mr. Urban seconded the
motion that this request be granted. It was so ordered.
Mr. McCurdy, who operates a grocery store on Northwest 13th
St . , across from the Ball Park, requested restricted parking space
in front of his store . Chief Duckett recommended that no action
be taken.
�� Richmond Homes , Inc . , requests 1000 additional feet of 6"
water main in the rlillcrest Addition, together with one new hydrant
V' half way between N.W. 13th and N.W. 15th St. , and relocation of the

hydrant at the intersection of N.W. 13th and Cartright Drive . The
Clerk of the Board was authorized to notify the Water Company.
Messrs . Don Bell, Wayne Duff and Norman Pilgrim appeared be-
fore the Board recommending 15% more insurance to take care of
I/ City property due to inflation. The cost for an additional 15jo
of insurance would be 6265.00 above the present premium, to take
effect July 1st. Mr. Keisker moved and Mr. Urban seconded the
motion that the recommendation of this Insurance Committee be ac-
cepted and that the City Attorney confer with Council for appro-
priation for same if necessary. It was so ordered.
Mr. Teagarden appeared before the Board asking that an orna-
mental light on North 7th St. , just south of North A St . be moved
ten feet to the south to allow a driveway to be put into the new
parking lot at that location. The expense is to be taken care of
by Harrison Scott, owner of the lot . The Clerk of the Board was
authorized to notify the Light Company.
After allowing claims in the amount of f f‘Sy, a7 , upon
proper motion the Board adjourned.
