SPECIAL
OFFICE OF TEE BOARD OF PUBLIC WORKS
AND SAFETY, CITY OF RICHMOND, INDIANA
FRIDAY, JANUARY 4th, 1946.
Pursuant to proper notice, the Board of Public Works and Safety
of the CuRR4.chcg, Indiana met in the office of the Board at
9:30 A.M. or he'purpose of hearing all matters pertaining to
written charges filed against Eugene A. Juerling, a member of the
metropolitan police force of the City of Richmond. The following
proceedings were had to wit: -
Officer Juerling, who had been suspended by Chief of Police
Duckett since and including December 28, 1945, was present as were
Messrs . S. W. Hodgin, Winfield Urban, Chief of Police Duckett, Earl
Keisker, and Marjorie Rife , Clerk of the Board.
A copy of the following notice which had been served on Eugene
Juerling was read to the Board, as follows:
"Eugene A. Juerling December
1518 N. C 29th
Richmond, Indiana 1945.
Dear Sir:
You are hereby notified that charges have been preferred against
you to the effect that you have violated the rules of the Metro-
politan Police Force of the City of Richmond, Indiana in that you
were guilty of conduct unbecoming an officer and that you violated
the rules of said Police Force on December 25th, 1945.
You are hereby notified that at 9:30 A.M. on January 4th, 1946
in the office of the Board of Public Works and Safety in the City
Building of Richmond, Indiana that this matter will be heard by
said Board.
You have the right to appear and hear the written charges read
and to defend yourself.

This is to certify that the foregoing was served by me by leav-
ing a copy of the same at the usual place of residence of Eugene
A. Juerling this 29th day of December, 1945.

Euegene A. Juerling admitting having received service of the
foregoing notice, the following written charges were then read to
him: -
"Board of Works December
City Building 29th
City 1945.
Gentlemen:
I am hereby preferring charges against Officer Eugene A.
Juerling, accusing him of being guilty of a) nduct unbe-
coming a police officer and for violation of the rules
of the Metropolitan Police Force of this city, on December
25th, 1945.

A statement of the facts in connection with the charges was
given to the Board in the presence of Eugene Juerling by Chief
of Police Duckett.
The Board then advised Eugene Juerling he could make any
statement he saw fit in his own defense . Officer Juerling made
a short statement and then left the office of the Board of Public
Works and Safety. In his statement Officer Juerling admitted
drinking while on duty as of December 25th, 1945.
The Board deliberated and discussed the matter and Mayor
John R. Britten appeared and joined in the discussion. Mr.
Urban then moved that Eugene A. Juerling be suspended, because
of his conduct, until February 1, 1946, and Mr. Keisker seconded
the motion. It was so ordered.
Eugene A. Juerling was then brought again before the Board
and advised of his suspension.
There being no further business to come before the Board,
the Board adjourned at 10:00 A. M.
