SEPTEMBER 22nd, 1945 at 9:30 . pursuant to proper notice the Board of Public Works and Safety of the City of Richmond, Indiana meet in the Office of . the Board for the purpose of hearing all matters pertaining to written ,charges filed against Phillip Roser, a member of the Metropolitian Police Force of the City of Richmond. The following proceedings were had to-wit: Officer Roser who had been suspended by the Chief of Police of said City since 12:40 A.M. Sept. 4th, 1945 was present as was Messrs. Earl ` Keisker, S.W.Hodgin and Winfield ,Urban and Ellis Duckett, Chief, of ti; Police. A copy of the notice served on Phillip Ros-er wax read to the Board which reads as follows: . . September , 7.th 1945. - Phillip Roser 1519 National Road West Richmond, Indiana. . . Dear Sir: •.. , , You are hereby notified that charges have been preferred against you to the effect that you have violated the rules of th, Metropolitian Police Force of the City of Richmond, Wayne County, Indiana, in that you disobeyed orders, violated rules and were absent without leave as of 1.2:40. A.M. September 4th, 1945. You are hereby notified that at 9:30 A.M. on September 22md, in the office of the Board of Public Works and Safety in the City Building of the City of Richmond that this matter will be heard. You have the right to appear and hear the written- charges read and to defend. yourself. Very truly yours, Board of Public Works sn d Safety of the City of Richmond, Indiana. s/ Earl Kei•sker s/ S .W.Hodgin s/ W.H.Urban Thies,- is to certify that the—foregoing was served by me by leaving a copy of the same at the usual place of residence of Phillip Roser this 8th day of September, 1945. s/ Donald Thomas Phillip Roger admitted having received service of the foregoing. 40 • The following written charges were then read to Phillip Roser: September 7th 1945 • • The ,Board of Public Works and 'Safety • City-Hall • Richmond, Indiana. • Gentlemen: • I am hereby preferring charges against Officer Phillip Roser accusing k him of being guilty of neglect of: duty, violation of the rules and ' . . absence without leave. • • At 12°00 midnight September 3_4 Officer Roser was assigned to his beat apulacat and at 12:40 A.M. he returned to the station and stated he was going home and not perform. his duties that night. Officer Roser kAgtx also failed to report for duty .on the night of Sept. 2nd, 1945. • Very truly yours, • s/ E.H.Duckett Chief of Police . • A statement of the facts was then given to the Board in the presence of Phillip Roser by Chief of Police Duckett. Phillip Roser was then 'advis,ed he could make any "statement he saw fit in his defense.r He made a 'short statement and. then left the room.: • The Board deliberated and discussed this matter and the Mayor, Jottn R. Britten appeared and joined in .the discussion Mr. Urban then moved that Phillip Roser be suspended because of his conduct .from 12:40 A.M. Sept. 4th, 1945 until October 1st, 1945. Mr. • Hodgin seconded this motion and it %as so ordered Phillip Racer was then brought again before the Board,• reprimanded and advised. of his suspension.
