The following were noted present: Mayor Daniel J. Reiman Councilmember Vincent Bellino Jorge Diaz Dennis DiMascio Ajmar Johal " Randy Krum Susan Naples Also noted present was Kathleen M. Barney, MMC, Municipal Clerk and Special Council Glen Slavin. Noted Absent is Borough Attorney Robert J. Bergen. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Reiman ROLL CALL NOTED PRESENT NOTED ABSENT SILENT PRAYER / PLEDGE OF ALLEGIANCE The Municipal Clerk stated that the 2017 Meeting Notice was mailed to The Home News Tribune, The Star Ledger and posted on STATEMENT OF MEETING NOTICE the Bulletin Board on January 6, 2017. Notice was published in The Home News Tribune and The Star Ledger on January 11, 2017. 1 June 8, 2017 CONT.. PRESENTATION Mayor Reiman stated that every year we celebrate baseball and /or softball's first home run. This year it goes to Jayden Citron who has been awarded a certificate and a one hundred ($100) dollar check. Upon MMS &C by Councilmembers Diaz and Bellino and unanimous MINUTES FOR affirmative vote of the six (6) Councilmembers present, the APPROVAL Minutes of May 8, 2017 were approved as transcribed and engrossed by the Clerk. FIRST READING THE BOROUGH TO FINANCE PART OF THE COST THEREOF" "AN ORDINANCE OF THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, STATE OF NEW JERSEY, APPROVING AND AUTHORIZING THE ENTERING INTO, EXECUTION AND DELIVERY OF Pa "BOND ORDINANCE PROVIDING FOR THE ACQUISITION OF VEHICLES IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $340,000 ORDINANCE #17 -9 THEREFOR AND AUTHORIZING THE ISSUANCE OF $323,809 "BOND ORDINANCE BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE PROVIDING FOR THE COST THEREOF" ACQUISITION OF VEHICLES IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF ORDINANCE #17 -9 was introduced and adopted on First Reading MIDDLESEX, NEW JERSEY, and the Municipal Clerk authorized and directed to advertise same APPROPRIATING for Public Hearing to be held on June 22, 2017, Upon MMS &C by $340,000 THEREFOR AND Councilmembers Diaz and Johal. Upon Individual Roll Call Vote AUTHORIZING THE ISSUANCE OF $323,809 Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples BONDS OR NOTES OF voted in the Affirmative. Shamar Bosdman stated: I have been coming out here for a very very long time. The situation that happened with Officer SHAMAR BOSDMAN Joseph Reiman, I've never seen anything like this. This is not going to go away. This is a sixteen (16) year old child. When you are a child, you make certain mistakes and you do certain things but what happened to him was not deserved. If he did something wrong, arrest him, take him in, don't treat him like an animal. A child. We have children, everyone in here has children. I coach children, I've been coaching children for 20 years and I have never seen this. I have never come in here, there are a lot of things that go on but this is not going away. You always preach, if you see something, say something. They saw something. Break the wall of silence. You tell a blood, you tell a crypt to report a crime. A crime was committed but its not going away. That's all I wanted to say. Its not going away. ORDINANCE #17 -10 "AN ORDINANCE OF THE BOROUGH OF CARTERET, A LEASE AND AGREEMENT WITH THE MIDDLESEX COUNTY IN THE COUNTY OF IMPROVEMENT AUTHORITY RELATING TO THE ISSUANCE OF MIDDLESEX, STATE OF NEW JERSEY, APPROVING COUNTY- GUARANTEED CAPITAL EQUIPMENT AND IMPROVEMENT AND AUTHORIZING THE REVENUE BONDS, SERIES 2017 OF THE MIDDLESEX COUNTY ENTERING INTO, IMPROVEMENT AUTHORITY" EXECUTION AND DELIVERY OF A LEASE AND AGREEMENT WITH ORDINANCE #17 -10 was introduced and adopted on First Reading THE MIDDLESEX COUNTY and the Municipal Clerk authorized and directed to advertise same IMPROVEMENT for Public Hearing to be held on June 22, 2017, Upon MMS &C by AUTHORITY RELATING TO Councilmembers Diaz and Johal. Upon Individual Roll Call Vote THE ISSUANCE OF COUNTY - GUARANTEED Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples CAPITAL EQUIPMENT AND voted in the Affirmative. IMPROVEMENT REVENUE BONDS, SERIES 2017 OF THE MIDDLESEX COUNTY IMPROVEMENT Upon MMS &C by Councilmember Bellino and Diaz and unanimous AUTHORITY" Affirmative vote of the six (6) Councilmembers present, the Public Portions of Resolutions / Agenda and New Business was opened to PUBLIC PORTIONS ON the Public. That is currently under investigation by the MAYOR REIMAN County Prosecutor's Office. The Borough Council and I are unable to comment on any specifics. The Internal Affairs Division and the Prosecutor's Office will be handling that investigation and they will be taking any appropriate action necessary against any party involved in any type of activity that doesn't stand up to what we expect of our employees, if in fact that's the case. Kevin Urban stated: The fireworks, is this going to be a single event on Independence Day or are you going to have more than KEVIN URBAN one thing. Mayor Reiman stated: No, this is for Independence Day on July 1 5 t, then the Latin Festival and the Ethnic Day Festival. So, it's MAYOR REIMAN authorizing all of them. Upon MMS &C by Councilmember Diaz and Naples and unanimous Affirmative vote of the six (6) Councilmembers present, the public PUBLIC PORTIONS CLOSED portions was closed. Mayor Reiman read the Resolutions into the record: 1. Authorizing and Awarding Bid for Fence, Railing and RESOLUTIONS Bench Improvements at Chrome Park Spray Park. 2. Professional Services — Potter Architects, Re: General Architectural Services. 3. Authorizing Year 2017/2018 Alliance Agreement between the Borough of Carteret and the County of Middlesex. 4. Approving Fireworks for Independence Day Festival, Latin Festival, and Ethnic Day Festival. 5. Professional Services — Maser Consulting, Re: NJDEP ONRR Grant, River Walk Phases 1 -4. 4 June 8, 2017 CONT. 6. Authorizing Loan Application Through the Dam Restoration and Inland Waters Project Loan Program to the NJDEP for Noe's Creek Flood Control Project. 7. Approving Grant Application and Execution of a Grant Contract with the NJDOT for the Industrial Road, Phase II Project. 8. Authorizing receipt of Bids for the West Carteret Storm Berm at Cornell Estates Project. 9. Refund of Tax and /or Sewer Fee Overpayments. 10. Authorizing Sale of Property 11. Mayor Reiman then asked for a Motion on the Consent Agenda. Upon Individual Roll Call Vote Councilmembers Bellino, Diaz, Johal, Krum and Naples voted in the Affirmative. ADOPTED Councilmember DiMascio abstained on Resolution #17 -91 and Voted "Yes" on all other Resolutions Please note that Resolution #17 -92 "DIRECTING THE ISSUANCE OF * * CLERK'S NOTE VARIOUS RAFFLE LICENSES" was omitted from the Consent Agenda. Upon MMS &C by Councilmembers Diaz and Krum all bills appearing on the prepared list, properly audited and signed, were PAYMENT OF BILLS ordered to be paid. Upon Individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the Affirmative. 7 June 8, 2017 CONT. REPORTS Reports: 1. Treasurer's report a. Bond Anticipation Notes Mayor Reiman Stated we paid down an additional half a million dollars ($500,000.00) in debt service this year and refunded the bonds at 1.25 %. After no further discussion, upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the six (6) Councilmembers present, the meeting was Adjourned at approximately 6:10 P.M.
