REGULAR MEETING
A Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Councilmember Susan Naples at
6:00 P.M., Thursday May 18, 2017, Council Chambers, Memorial
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
Upon Individual Roll Call Vote the following were noted present: ROLL CALL
Councilmember Vincent Bellino
It Dennis DiMascio
it Susan Naples
It Ajmar Johal
Also noted present was Kathleen M. Barney, Municipal Clerk and
Robert J. Bergen, Law Director.
Noted absent were Mayor Daniel J. Reiman, Councilmember Jorge NOTED ABSENT
Diaz and Councilmember Randy Krum
The meeting was opened with a moment of silent prayer and the SILENT PRAYER / PLEDGE
Pledge of Allegiance led by Councilmember Susan Naples. OF ALLEGIANCE
The Clerk stated that on January 6, 2017, the 2017 Annual Notice STATEMENT OF MEETING
was mailed to The Home News Tribune, The Star Ledger and posted NOTICE

on the Bulletin Board. Notice was published in The Home News
Tribune and The Star Ledger on January 11, 2017.
MINUTES FOR Upon MMS &C by Councilmembers Bellino and DiMascio and
APPROVAL unanimous affirmative vote of the four (4)) Councilmembers
present, the Minutes of May 4, 2017 were approved as engrossed
by the Clerk.
COUNCILMEMBER Councilmember Naples stated that Public Hearing 2017 for the
NAPLES Budget Amendment, this is with regards to a property assessment
that effects the appropriations for the library.
PUBLIC HEARING
- BUDGET AMENDMENT Upon MMS &C by Councilmembers Bellino and DiMascio and
unanimous affirmative vote of the Four (4) Councilmembers
present, the Public Hearing was opened to the public.
PUBLIC HEARING Upon MMS &C by Councilmembers Bellino and DiMascio and
CLOSED unanimous affirmative votes of the four (4) Councilmembers
present, the Public Hearing was closed.

and the Municipal Clerk authorized and directed to advertise

Roll Call Vote Councilmember Bellino, DiMascio, Johal and Naples
voted in the Affirmative. Councilmembers Diaz and Krum were
noted absent.
Upon MMS &C by Councilmembers Krum and DiMascio and
unanimous affirmative vote of the four (4) Councilmembers PUBLIC PORTIONS ON
present, the Public Portion on Resolutions / Agenda Items and New RESOLUTIONS / AGENDA
Business was Opened to the Public. ITEMS AND NEW BUSINESS
Kevin Urban: Regarding that Ordinance for the Vehicle Weight
Limits, specifically what streets are they on?
Robert J. Bergen: we are working with the acting Police Chief.
Acting Police Chief Dennis Mcfadden explained while in the
audience.
Kevin Urban: Is there a time frame for the Cooke Ave. Project?
Councilmember Naples: we will be in the ground I believe this
summer. Conservatively speaking. Comcast is leading the project
so we are in good shape.
There being no comments from the public, Upon MMS &C by
Councilmembers Krum and DiMascio unanimous affirmative vote
of the four (4) Councilmembers present, the public portion of the
meeting was closed.

ordered to be paid as amended. Upon Individual Roll Call Vote
Councilmembers Diaz, DiMascio, Johal and Krum voted in the
Affirmative.
Councilmembers Diaz and Krum were noted absent.
COMMITTEES:
BUILDINGS & GROUNDS — Committee Chairman Johal reported
progress.
FINANCE & ADMINISTRATION — In Committee Chairman Diaz's
absence, Councilmember Naples reported progress.

FIRE & DOMESTIC PREPAREDNESS — In the absence of Committee
Chairman Krum, Councilmember Naples reported progress.
PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairman
Bellino stated progress, starting to clean up the parks.
POLICE - Committee Chairman Naples stated that four (4) cadets
completed the SLEO -1 training and are on the road. We reserved
ten (10) slots for the July Police Academy. We are in the process
now of background checks and hope to get all of them in. I was
able to attend last night's Opioid epidemic presentation by Capt.
Wargocki, which was very informative to the public. He has the
meeting one Wednesday a month.
PUBLIC WORKS - Committee Chairman DiMascio reported
progress. They are all working hard.
BOARD OF EDUCATION — Committee Chairman Naples stated that
schools will be closed in honor of Memorial Day May 29 High
School graduation will be June 22nd, Middle School Promotion is
June 21St
ADJOURNED After no further discussion, upon MMS &C by Councilmembers
Bellino and DiMascio and unanimous affirmative vote of the four
(4) Councilmembers present, the meeting was Adjourned at
approximately 6:09 P.M.
