UPPER CHARLES TRAIL COMMITTEE

MINUTES
Members present: Bob Snyder, Jane Moran, Eli Post, Eric Sonnett, Barry Rosenbloom, Cynthia
Esthimer
Members absent: John Coutinho, Jim Ciriello, Ken Parker
1. VHB Update:
Massachusetts Trails has recently posted the revised application form. This is referred to
as “the template” in the Mass Trails community. Eli has copies of accepted grants from
nearby communities that use this template.
Jack Madden of VHB has been hired by the town to fill out the “25% data” section of the
template.
VHB expects the budget for the project (formal engineering plans for the Campus Trails
Connector) to be in the range of $250K.
HUCTC is expected to produce the UCT project history.
2. Liaison reports:
Parks and Recreation – Still at work on the EMC playground and skate park.
Town Manager – Eric will be the principal HUCTC liaison to Norman in the upcoming
negotiations for easements on certain East Main Street properties. Jane is an abutter, and
hence precluded from participating in those negotiations. Norman is and will continue to
be the chief negotiator.
Cynthia suggested a one page flyer/fact sheet dedicated to the Upper Charles Multi-Use
Trail. One member proposed that we make this flyer a town meeting target.
Lake Maspenock Weeds Committee – Eric and Cynthia are on this committee.
Herbicides have been deemed the only means of saving the lake.
3. Draft minutes of the 11/6/19 meeting: Approved unanimously.
4. Agenda topics for next meeting (12/4/19):
VHB grant application funding update
Liaison reports
Generate talking points on behalf of the 12/9/19 special town meeting.
10. The public meeting was adjourned at 8:15PM.
