M. -- Messrs. Winfield Urban, Earl Keisker and S. W. Hodgin being present the following proceedings were had to-wit; S The minutes of the preceding meeting were read and -approved. The following named ladies appeared before the Board and -presented a petition signed by 86 interested citizens; Mrs Carl Lohmann - - Mrs Albert Frauman. Mrs J. Scott Benham Mrs.Harry Stienbrink Jr. Petition stating , we the undersigned , residents of the City of Rich- mond, Wayne County, Indiana, do hereby petition -you , the Board of Works of the City of Richmond, to cause the Company known as , the Richmond Laundry and Dry Cleaning Company, located and &aing business at the address of 711 South H Street in the afore said Ctty of Richmond, to repair , alter or change in some manner their ecItipment or building at above address, so as to stop the. extreme outpouriY.r of smoke and soot from their smokestack; said smoke and soot being extremely disagreeable, and damaging to Property , and a distinct nuisance. After a lengthy discussion was had on the matter with the Board and the Fire Chief, the matter was referred to City Engineer Hodgin, City Attorney Keisker and Fire Chief Harry Williams for consideration. -44. Friday,June 23rd being the date designated by the Board for the receiving - of bids for furnishing a Material Spreader for the use of the Street Deanrt ment and proper tublication being made the bids are as follows; Reid1Holcomb Co. 1 Model-R- Highway Material Spreader , traction driven, equipped with agitator, trailer, and equipped with steel wheels , g' width, 2truck hitches weight 1g50 lbs. Richmond terms net 30 days. • The; bids were referred to a Committee composed Of the City Engineer, Street Commissioner, City Controller and John Snyder Assistant Street Commissioner. Mr. Don Bell' appesred. before the Board and discussed with the Board the matter of re-appraising the City property as regards the insurance carried on the same9 this being referred. to City Engineer Hod.gin for consideration with Mr. Bell. Ernest Hartman appeared before the Board stating the material which was being usedon the dump in Clear Creek Park was having a serious effect on the small fish in the gravel pit near by and asked that this matter be taken care of . The same was referred to City EngineDrHodgin, & Street Commissioner Moyers. A reoues was presented to the Board by. Councilman Frank Marino recomm- ending that traffic be permitted to turn right on red at the intersection of North. 5th & D street thus relieving the haravy traffic which comes across • the Doran Bridge immediat.e9 v after the factories in the North part of the City have changed shifts or closed.. Mr. Marino stated on a check it was revealed that cars which enter the traffic lane on the Doaran bridge have had to stop numerous times and then be held up by t. Ci& 0 train before being relieved.. This matter was referred to Police Chief and City Engineer Hodgin for consideration. The matter of the bad condition of North 12th Street near r & H Streets also North llth & H , the same being referred to the Board by the Common Council was referred to City Engineer Hodgin & Street Commissioner Meyers. • t A reques to cut a tree located in front of the property located at 448 South 16th streetwas approved by the Board. A report was presented to the Board in regard to the breaking of Man- hole covers on the sewer- near the Earlham Pumping station, the same being referred to the Disposal Plant Superintendent and the City Engineer, The matter of repairs to be made at the Doran Bridge was referred to The Street Superintendent & the City Engineer. The Board unanimously approved the installation of an overhead wire . line by the M. E. L. & P. P. along the west bank of the river north of the Main Street Bridge all as shown in plan presented to the Board.. The Board ordered that proper publication be had givingenOtice to bidder.s'-th .t sealed proposals will be received. July the 7th, 1944 for the furnishing of Coal for the verious departments of the City , Federal trans- portion Tax to be included per ton with bid. The Clerk was instructed to notify Atwood Jenkins owner of the Old Morton High School Property to repair the side walk fronting on South 9th Street South of the Entrance. ( Cont'd) 453 A request to -tut the curb to a width of. 25ft by the Brown Motor Co. located at lots 56 & 57 C. W. Starr 1st addition was approved by hhe Boer_d.
