OFFICE OF THE BOARD OF WORKS
CITY OF RICHMOND, INDIANA,
FRIDAY 1SPRIL 7TH, 1944
The Board of Public Works and Safety of the City 0d Richmond,
Indiana, met in the office of said Board, Friday , April 7th, 1944,
at 9:00 o°clock A. M. --Messrs. Winfield Urban, S. W. Hodgin and
Earl Keisker, being present the following rpoceedings were had to-wit';
The minutes of the preceding meeting- tiWere:read--:and,approved.
:? recuest for a sign to be placed on the A street entrance of
Dr.BlosSoW seOffice,dssignating a parking space for Dr's Office
was approved by the ]Bard and referred to Street Superintendent
Knrl Meyers for installation.
The following letter was presented to the Board.
Gentlemen
I hereby hand you my resignation to take effect on
April 6th, 1944, Thanking you for the many past favors.I remain.

On the recommendation of Fire Chief Williams the Board unanimously
approved the resignation of Forest Todd from the Fire Department;
effective April 6th, 1944.
On the recommendation of Fire Chief Harry Williams the Board app-
roved the appointment of Robert Malvern Price at a regular fireman
" effective April 6th, 1944, at a salary of $190.00 per month.
Thr following letter was presented to the Board from the Penn. R. R.
Gentlemen;
It i.s our desire to thange the type of crossing protection
at North 12th,SNorth Thirteenth,North Fifteenth, North Sixteenth and West
5th Streets, Richmond, Indiana, We have in mind the installation of flashing
lights, manually controlled at 12th, 13, 15th, and 16th Sts. , and automatic
Flasher Lights at West Fifth street. The lights at the first four mentioned
crossings would be manually operated from a high watch box suitably located
near 13th Street. This type of protection is in use at a great number of
places on the Pennsylvania Railroad and has been most successful. The ad-
vantage og the Blinker Lights over the watchman with a single lantern are
innumerable , this type of protection is to-daylrecognized as the standard
type of Railroad crossing protection and we feel that it would add to the
safety of all concerned in Richmond.
The present ordinance does not permit this type of protection and
must be amended before tt could be done. We would appreciate your consider-
ation of this and advise us further as to the steps which we should take
to present auch an ordinance to Council. We would be glad to draw up such
an ordinance, assist in drawing it up or do what ever is desired. Will you
please advise , after consideration of this matter , what we can do to
progress it.

After due consideration the matter was referred to the City Engineer
and City Attorney For a report later.

The Roland Swisher Co. presented an estimate cost for the repair of
the City Building over the Police Station and Police Garage, the same being
referred to City Engineer, Police Chief and the Building Inspector for rec,
ommendation.

A letter was rresented to the Board , signed by Charles Potter and ED-
ward Laker•reouesti.ng a parking space be established in front of their place
of business located at No. 7 south 4+th Street for their use only as Mr.
Potter was crippled and unable to walk a very long distances the same
being referred to the Traffic Division.
The Board ordered that the proper advertisement be made requesting
bids on furnishing material for the use of the Street Department, des-
ignating April 21, 1944, at 9:30 A. M. as the date for the receiving of
bids in the office of the Board.
The Board authorized the proper improvement be made to relieve the
drainage situation at. Northwest 9th Street and Peacock Road. .
The matter having been referred. to the Board from the Common Council
in regard to the numerous amount of dogs running at large destroying yards
and gardens at this time of year was referred to the Police Department.
• After allowing claims in the amount of. $ 13,7.39•g5 on proper motion
the Board adjourned.
