CITY OF RICHMOND, INDIANA,
FRIDAY , MARCH 17TH, 1944.
The Board of Public Works and Safety of the City of Richmond,
Indiana, met in the office of said Board, Friday, March 17th, 1944
at 9:00 o'clock A. M. --Messrs. Winfield Urban, Earl Keisker and
S. W. Hodgin being present the following proceedings were had to-wit;
The minutes of the preceding meeting were read and approved.
On the recommendation of Police Chief Duckett the Board approved
a leave of absence from the Police Department to officers Ivan White
and Richard Wambo for the purpose of entering the armed services of the
United States Government, effective April 1st, 1944.
On the recommendation of Police Chief Duckett the Board approved
the temporary appointment of Roger Tibbetts as Seargent of Police
effective April 1st, 1944.
On the recommendation of Fire Chief Harry Williams the Board
approved a leave of absence for Fred Klotz from the Fire Department
for the purpose of entering the services of the United States Gov-
ernment, effective March 19th, 1944.
The Board unanimously accepted the Insurance Policy presented
by the Richmond Fire and Casualty Association for temporary employees
of the Fire and Police Departments of' the City.
The matter of cars tieing parked in the alley between Sixth and
Seventh Streets running South of A Street was referred to the Traffic
Division.
The matter of a dead tree located to South 5th Street in front of
the Market House Property was referred to Park Superintendent Frisby
for consideration.
City Engineer Hodgin presented a report to the Board in regard to
the condition of the drives on Newmans' Hill stating if the streets
were properly made the estimate cost would be around $3,100.00 if
sidewalks and gutters were -.included the estimate would be around
$6,500.00 . Mr. Hodgin also showed a report on property value as shown
in the records as of $2,300.00 onside of the property which the County
had claimed title to,which includes 6 lots. Mr. Hodgin recommended
temporary improvement be made to the drives,also stating it would be
more economical for the City to obtain the property in that location

A list was presented to the Board by the Building inspector of
properties where sidewalks were in bad condition abutting on the
same and recommended that the property owners be notified to repair
sidewalks immediately.
The Board unanimously approved the recommendation of the Building
Inspector and ordered the Clerk to notify all persons owning preperty
wherever the Building Inspector recommends repairs be made.

in the said vacation in the sum for advertising. and recording a: total

March 17th, 1944, being the date designated by the Board for the
fixing of benefits. and damages in accordance with Declaratory Resolution
No. 3-1944, in the vacation of an alley by Clarence Kramer & Horace Kramer
in West Side Syndicate Sub-Division , and there being no benefits of
damages fixed by the Board as the petitioners agreed to pay. all the ex •

penses incurred. in the said vacation In-the sum for advertising and re-
cording a total amount of $14.76.
After allowing claims in the amount of $2,930.15 on proper motion
the Board adjourned.
