NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from CME Associates for engineering services related to the Carteret Performing Arts Center Improvements Project Excavation Support System at a total cost not to exceed $33,000.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. I'I 3. This proposal outlines the scope and costs of services necessary for CME Associates to prepare the specifications and contract documents for excavation support system required for the footings and foundations of the Carteret Performing Arts Center, It is our understanding that the successful Contractor engaged with Cooke Avenue Redevelopers will be responsible for the development of signed and sealed engineering drawings and structural calculations for the design of the excavation support system. CME Associates will provide the design parameters and specifications for this work, as well as a detailed review of the contractor's design. With this in mind we offer the following scope of services: A) Preparation of Contract Documents The work under this task will include the preparation of final construction specifications for the following scope of improvements as well as attending meetings with the Borough and other Borough consultants: 1. Preparation of front end and technical specifications. 2. Preparation of construction specifications including the following: a. Schematic of the building footing and foundation locations (horizontal and vertical extents) and areas of excavation (as provided by the project Architect); b. Design parameters and specifications for: i) Pre- and post- construction evaluation and documentation of existing structures; ii) Excavation support system and ramps; iii) Excavation dewatering; iv) Underpinning of adjacent structures; and, v) Vibration monitoring; The contract documents prepared in this phase will be utilized for bidding by Cooke Avenue Developers. It is anticipated that three (3) sets of construction plans shall be prepared as discussed above. B) Construction Administration Phase Services The work under this task will include the detailed review of the design and calculations prepared by the successful contractor's engineer for the proposed monitoring plan, underpinning plans, and excavation support system. Also included will be the following: 1. Preconstruction meeting attendance; 2. Field visits to review installation of the excavation support system; 3. Review of post- construction surveys; and, 4. Recommendation of pay estimates Summary of Fees We will provide the necessary engineering services as described above based upon the cost breakdown as noted below: A. Should any of these services be required, a separate proposal or work authorization request will be provided. • Permit application fees are not included and will be requested at the time the applications are to be filed. • Any services outside the scope of this proposal will be considered extra and will be invoiced on an hourly basis in accordance with the enclosed rate schedule or a mutually agreed upon fixed fee. The rate schedule is subject to change on January 1 of each year. Should this fee estimate meet your approval, please provide our office with a professional services agreement or Resolution as an indication of the work to proceed.
