ORDINANCE NO. 2023-11
AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, DESIGNATING NW 22ND PLACE FROM
SUPERIOR STREET TO NW 139TH STREET AS VICE MAYOR
DOROTHY JOHNSON PLACE; PROVIDING FOR A REPEALER;
SEVERABILITY AND EFFECTIVE DATE.
WHEREAS, former Vice Mayor Dorothy Johnson, passed away on April 6, 2023;
and
WHEREAS, former Vice Mayor was initially elected to the City of Opa-Locka City
Commission in 2002 and served zealously for many years; and
WHEREAS, to recognize Vice Mayor Johnson's contributions to the community,
the City of Opa-Locka desires to designate NW 22nd Place from Superior Street to NW
139th Street as "Vice Mayor Dorothy Johnson Place"; and
WHEREAS, Chapter 19, Article III entitled Naming of Public Facilities and Streets,
Sections 19-26 through 19-29 pertains to naming of streets whenever there is a proposal
to rename an existing public facility or street; and
WHEREAS, pursuant to Section 19-27(b) of the City of Opa-Locka's Code of
Ordinances, the City Commission designates itself as the Street Naming Committee; and
WHEREAS, former Vice Mayor Johnson dedicated much of her life to the City of
Opa-Locka, where she served on several boards, led many initiatives, and served as a
dutiful elected official; and
WHEREAS, the City of Opa-Locka finds it in the best interest of the City to honor
former Vice Mayor Dorothy Johnson by designating NW 22nd Place as Vice Mayor Dorothy
Johnson Place.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF OPA LOCKA, FLORIDA, AS FOLLOWS:

SECTION 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
SECTION 2. AUTHORIZATION
The City Commission of the City of Opa-Locka hereby approves the designation of NW
22nd Place from Superior Street to NW 139th Street as "Vice Mayor Dorothy Johnson Place".
SECTION 3. CONFLICT & REPEALER.
All ordinances, parts of ordinances or code provisions in conflict herewith ordinance are
hereby repealed.
SECTION 4. SEVERABILITY.
If any provision of this Ordinance or the application thereof to any person or circumstance
is held invalid, such invalidity shall not affect other provisions of the Code or applications
of this Ordinance that can be given effect without the invalid provision or application, and
to this end the provisions of this Ordinance are declared to be severable.
SECTION 5. SCRIVENER'S ERRORS. Sections of this Ordinance may be renumbered
or re -lettered and corrections of typographical errors which do not affect the intent may
be authorized by the City Manager, following review by the City Attorney, without the
need for public hearing, by filing a corrected copy of same with the City Clerk.
SECTION 6. EFFECTIVE DATE. This Ordinance shall take effect upon the adoption and
is subject to the approval of the Governor or Governor's Designee.

An ordinance of the City Commission of the City of Opa-locka designating NW 22nd Place from Superior Street
to NW 139th Street as Vice Mayor Dorothy Johnson Street.
Staff Summary:
History: Staff finds it appropriate to designate a street for Vice Mayor Dorothy Johnson in recognition for her
dedicated, enthusiast and continuing support to the City during her tenure as an elected official of the City and
beyond.
Financial Impact - The details have not yet been finalized, but a budget will be established for $5,000 to
provide this appropriate recognition of former Vice Mayor Johnson's service to the City. This expenditure will
be funded from Non -Department General Expense -19-519493.
Proposed Action:
Staff recommends the City Commission approve the legislation designating NW 22nd Place from Superior
Street to NW 139th Street as Vice Mayor Dorothy Johnson Street and directs the Interim City Manager to take
the necessary actions to accomplish this important recognition of Vice Mayor Johnson's service to the City.
