The Board of Public Works and Safety of the City. of Richmond,
Indiana, met in the office of. said Board Friday. November 20th,
1942. at 9:00 o'clock A. M. Winfield Urban anc. S;o :W.:.Hodgin being
present the following proceedings were had to-wit;
The minutes of the preceding meeting were read and approved.
Mr. Norman Pil ri7, and Don Bell appeared before the Board in
regard to Machinery :Insurance Policies for the Disposal Plant.
The following letter was presented to the Board dated Nov.20th,
1942. .
Gentlemen I, William Keller, being a member of the Richmond, Indiana,
Police Department, wish at this time to ask this `/oard, for a leave, of
absence , from said Police Department, so that I may enter the Naval
Service of the United States for the duration of the present war and
such time thereafter , that it is necessary for me to be released from
such service.
This leave to be effective as of November 20th, 194+2 and in full
effect as of November 21st, 1942 at which time I will sworn into the
Naval Service.

On the recommendation of Police Chief Ellis Duckett the Board
unanimously approved the leave of absence from the Richmond, Police
Department for the purpose of entering the Naval Service of the
United States to William Keller effective November 21th, 1942.
The matter of replacing broken windows in the building for the
Earlham Pump Station was referred to the City Engineer and Supt. of
Disposal Plant.
After allowing claims in the amount of $19,415.76 on proper
motion they adjourned.
