AGENDA MEETING
The Agenda Meeting of the Mayor and Council of the Borough of
Carteret preceding the Regular Meeting, Thursday, July 20, 2017
was held Thursday, July 6, 2017 at 6:00 P.M., Council Chambers,
Memorial Municipal Building, 61 Cooke Avenue, Carteret, New
Jersey.
The following were noted present: ROLL CALL
Mayor Daniel J. Reiman
Councilmember Vincent Bellino
Jorge Diaz
Dennis DiMascio
Randy Krum
Susan Naples
Also noted present was Kathleen M. Barney, MMC, Municipal Clerk NOTED PRESENT
and Special Counsel Glen Slavin.
Noted Absent is Councilmember Ajmar Johal. NOTED ABSENT
The meeting was opened with a minute of silent prayer and the SILENT PRAYER/ PLEDGE
Pledge of Allegiance led by Councilmember Krum OF ALLEGIANCE
The Municipal Clerk stated that the 2017 Meeting Notice was
mailed to The Home News Tribune, The Star Ledger and posted on STATEMENT OF MEETING
the Bulletin Board on January 6, 2017. Notice was published in The NOTICE
Home News Tribune and The Star Ledger on January 11, 2017.

Upon MMS &C by Councilmembers Bellino and Krum and
MINUTES FOR
APPROVAL unanimous affirmative vote of the five (5) Councilmembers
present, the Minutes of June 22, 2017 were approved as
transcribed and engrossed by the Clerk.
FIRST READING
"AMENDING AND SUPPLEMENTING CHAPTER 264, ENTITLED
ORDINANCE #17 -12 WATERFRONT PARK"
"AMENDING AND
SUPPLEMENTING Mayor Reiman: This would be to close the Boat Ramp. The
CHAPTER 264, ENTITLED Boat Ramp and Pier are open twentyfour (24) hours a day, seven
WATERFRONT PARK" (7) days a week currently. We do have some issues on Sundays
when we have the concerts. This will be the closing of the Boat
Ramp seasonally from 5p.m. Sunday up until the end of the
concert, we will reopen. It will give us time to clean up.
Councilmember DiMascio: What about the boats that are in the
water and have to come back in?
Mayor Reiman: They are going to be notified, there will be
signage that they will have to be back in at a certain time. The
problem we are running into right now is that so many people are
coming to use it, which is a great thing. But when we do our
concerts as you know it is over jammed. So, we had to modify the
parking for the trailers and the Jet Ski's we pushed them further
out so residents can get in there. Years ago when we first built it,
we had a permit process required and you wound up spending
more money to create the system that it was generating the
permits. So, we want to keep it open, we want to keep it free, we
want people to use it but we can't have 20 people waiting in line.

ORDINANCE #17 -12 was introduced and adopted on First Reading
and the Municipal Clerk authorized and directed to advertise same
for Public Hearing to be held on , Upon MMS &C
by Councilmembers Diaz and Naples. Upon Individual Roll Call Vote
Councilmembers Bellino, Diaz, DiMascio, Krum and Naples voted in
the Affirmative. Councilmember Johal was noted Absent.

Mayor Reiman said this is the West Carteret, Roosevelt truck ban
coming west bound.
Upon MMS &C by Councilmembers Diaz and Bellino and a
unanimous Affirmative vote of the five (5) Councilmembers
present the Public Hearing was opened to the Public.
Mayor Reiman asked if there were any questions or comments.

Councilmember Krum: Is it West Bound and what ton? COUNCILMEMBER KRUM
Mayor Reiman: Yes, four (4) tons. Years ago we did the ban MAYOR REIMAN
coming Eastbound. Now that we have the double turning lanes at
the end of the bridge, we are going to force them to go to Minue.
Councilmember Naples: It eliminates all that traffic

KEVIN URBAN Kevin Urban: What happens when they make a right turn down
toward Minue and get lost in there, are they going to be able to
get out?
MAYOR REIMAN Mayor Reiman: There is a process in place for it, there has to be
signage posted, not just at the end of the bridge but as you are
going over the bridge. We have to notify the state. New Jersey
Department of Transportation has to approve it, we can't just do
the unilaterally because it is a County road, it's a truck route. So
DOT has to approve it, Middlesex County has to approve it. They
have to notify AAA, the Trucker's Association. So there is plenty
of public comment going forward on this. This is the first step for
us to begin that process.
KEVIN URBAN Kevin Urban: there is no chance of state or federal funding for
monies?
MAYOR REIMAN Mayor Reiman: No we already banned it maybe ten (10)
years ago going eastbound. We were always waiting to ban it
westbound until the bridge was done at the base.
PUBLIC HEARING CLOSED Hearing no other questions or comments, Upon MMS &C by
Councilmember Diaz and Bellino and unanimous affirmative votes
of the five (5) Councilmembers present, the Public Hearing was
closed.

Mayor Reiman: This was one of the Grants that we
announced in December. This was 6.5 Million towards the Marina
Project. Remember the County has already kicked in seven (7)
Million and we have a Green Acres Grant of one (1) Million. In
addition to this ONRR Grant we received a second ONRR Grant
which is for a 2 mile public access River Walk which is another.
Million.
Mayor Reiman asked if there were any questions or comments.
Hearing no other questions or comments, Upon MMS &C by
Councilmember Diaz and Bellino and unanimous affirmative votes
of the five (5) Councilmembers present, the Public Hearing was
closed.

Kevin Urban: Do you have a time table for the Cooke Avenue
Project?
Mayor Reiman: We have plenty of stuff going on. We

the month on the footings and foundation in front of the garage

that wraps the Washington Avenue Project mixed use residential
and commercial which is in front of the Municipal Parking garage.
So we have everything signed with them. We are in final
negotiations with Hampshire Group which is the developer across
the street on the mixed use residential there with the rooftop
bar /lounge. I expect that to be in the ground probably late this
year — early spring. We have scheduled CVP and Comcast Spectra
scheduled to start demolition on the property for the theatre by
August with footings and foundation in by September - October.

Affirmative vote of the five (5) Councilmembers present, the public
portions was closed.
Mayor Reiman read the Resolutions into the record:

4. Professional Services — Slavin & Morse, LLC, Re: Various
Legal Matters.
5. Professional Services — Mott MacDonald, Re: Woodbridge
Sewer Interceptor Project.
Mayor Reiman then asked for a Motion on the Consent Agenda. CONSENT AGENDA
