The Board of Public Works and Safety of the City of Richmond, Indiana, met in the office od said Board Friday, August Sth, 1941, at 9°00 o'clock A. M. Messrs. S. W. Hodgin, Winfield. Urban and Earl Keisker being present the following proceedings were had to-wit; The minutes of the preceeding meeting were read and. approved, Mrs. Elma Kelly operator of a bakery located at 2O8 South 8th Street was present requesting a parking zone be established in front of her place of business for customers who wish to make purchases, the tatter being referred to the Traffic Division. A. petition was presented_:.toethe Board requesting the removal of a baraoade which had been placed at the end of North 17th Street near Morton Lake, the same contain- ing sixty signatures. Thr Board took the matter under advisement. Mr. Jesse Yost located near the end of North 17th Street was present requesting the baracade be left at the end. of North 17th Street. Street Commissioner Meyers reported the light wires at the intersection of the alleys between South 7th & 8th Streets and P & Q Streets were to low for the Street Department Trucks to go under, the same being referred to the Light Plant Supt. The Board orered. the Stop signs removed. from North 12th and E Streets, the Traffic Lights having been in- stalled9 at that location. A request for a water line to be installed on South Sth Street between 0 & Q Streets was referred to City Engineer Hodgin he to confer with the Supt. of the Richmond Water Works Corp. A request to cut the curb was granted to Everett R. Stout located lot 25 Morton Lake Add. The Board confirmed the adoption of of Declaratory Resolution No. 7-19-I-1 in the matter of opening alleys between Northwest 17th Street and East Haven avenue in Dolands Addition, and ordered the proper legal advertising in the matter:of, fixing the benifits and damages far-the-game, and designating August. M. at its office as the time for the hearing of any objection to the same The Board ordered the Clerk to notify the Pennsylvania Rail Road of the rough condition of their Street crossings in the City. (cont ' d) 241 • • The Board confirmed the adoption of the Assessment Roll in accordance with Declaratory Resolution No.6m1911.91n the matter of the vacation of an alley on North 13th Street Elizabeth Starr' s, .2 Add. A number of bad places in the sidewalk in the various parts of the City was reported by the Assistant Street Commissioner and the Board ordered; the Clerk to notify such property owners of the same , The Board approved the following resolution adopted by the State Highway` Commission as follows; WHEREAS; under the provisions of Section 2 of Chapter • �56 of the Acts of the General Assembly of the State of. Indiana of 1937, . r-ntitled " An act concerning the State Highway C,imrnsson'.of' Indiana and Highways in the State Highway System or under control of said Comrnission,a.nd streets in the Cities and towns, and matters incidental thereto, prescribing the powers and duties of said State Highway Commission, defining certain criminal offenses and prescribing penalties therefore, repealing parts of laws in conflict therewith and declaring an emergency, a it is provided that wheneverpursuant to the provision of said section, the State tigh .Way Commission has become charged. with the maintenance of. any street in any city or town of the State, said commission may regulate and con- trol parking on such street and may remove all hazards to traffic therein, NOW THEREFORE' under the power and authority gran- ted by said act, it is hereby resolved and declared by said Commission that parking on the streets in the City of Richmond, Indiana, over which highways in the State Highway System are routed shall be as follows; • - 1. Double parking prohibited on all streets in the State Highway System within the City. 2. Angle parking prohibited on all streets in the State Highway System within the City. 3. All parking prohibited _ (a) on. the pavement on the South side of National. Ave- nue, from west 15th street to west corporation limits. (b) On one side of Southwest 5th Street, from National • Avenue to Main Street. 1/ . (c ) On one side of Northwest 5th Street; from Richmond Avenue to Northwest E Street. ( d) On the pavement of Northwest 5th Street, from North- west E Street to the Borth Corporation line. . . • (e) Northwest side of Fort Wayne Avenue, from North 5th street to North 6th Street. (coot' d) 242 (f) On both sides of South 5th Street from apoint 150 feet- North of the Rail Road Overpass just North of South G- Street to a point 160 feet South of the South curb line of South G Street • (g) On the South side of Fort Wayne Avenue from • North 5th Street to a point loo feet northeast of the Northeast end of the pavement island in the North app- roach of Fort Wayen Avenue to 5th Street. - (h) On both sides of 5th Street from the North app- 111 roach of Fort -Wayne Avenue to a point 110 feet South of the South curb line of North A Street, . ?{-. Parking limited to ome hour continuously during . • any two hour period, between the hours of 7:00 A. M. and 6: 00 P. M. of any day, except Sundays and except as modified. herein,for 15 minutes parking in certain • portions of said Streets (a) Main Street, between 4th and 12th Streets, except on the North side thereof for adistance of 50' east and 50 ' west of 8th Street and 30' west of 7th Street where parking shall be limited to 15 minutes during any one hour between the hours of 9:00 A. M. and 4 P. M. every day, except Sundays and legal holidays. (b)North side of Main Street, between 3rd and 4+th Streets. (c) On 5th Street from North A Street to South. A Street. (d) On 9th Street, from Main Street. to South A Street ( e) From entraince to public utilitr.o.fficeT from pro- perty line to property line, where parking shall be limit- - ed to 15 minutes in any one hour during the office hours of said utilities, except that Taxi Cab Companies and their offices shall not be deemed to be utilities for the purpose of this provision. - • 5.Parking limited to two hours continuously during any ..-three .hourc period, between the hours of 7:00 A. M. and 6:oo P. M. of any day except Sundays and holidays; (a) On the Northwest side of Fort-Wayne Avenue, bet- ween Neff Street and. North E Streets. (b) On both sides of Main Street, from 12th Street to I/ 13th Street. 6. The Board approved the petition of the Ohio Fuel Gas Co. for a right to use a part of Glen Miller Park a short distance west of the Elk° s Country Club road for the laying of apipe line to be used for the transportation of a: supply of Natural Gas to the Richmond Gas Corporation.
