The Board of Public Works and Safety of the City of Richmond, Indiana, met in the office of said Board Friday,April llth,1941, at 9 :00 A. M. Messrs. S. W. Hod- gin, Winfield Urban and Earl Keiske.r being present , the - following proceedings were had to-wit; The minutes of the preceeding meeting were read and approved. A letter was presented from the Pennsylvania R. R. approving the installation of Flasher Crossing Signals and: Short Iron gates at their crossing, on Northwest Fifth Street, City Attorney to prepare Ord. for same. The Board.-canfirmed1.,the_adoption%of.-:the assessment Roll in accordance with Declaratory Resolution No. 4-1941, ` .the :same being properly advertised, desinating the date of April llth, 1941, for the purpose of meceiving any objection to the assessment of benefits and damages in. the matter of thcating.the first alley South of Peacock Road in Peacock Terrace 2nd Add. from Northwest 10th Street to Northwest llth. Street. Book 4- Page 268 Assement Record. A request to cut the Curb to a width of 10 feet was granted. to Frank Lombardo, located at 556 Elizabeth Starr's Add. Tru:ek causing considerable damage and the Truck would be out of use for a while. City Attorney Keisker and Police Chief Duckett •were instructed to contact the State- Highway Commiss- ion in regard to changing the caution lights from the present color to - red in the case of Fire Runs if they •apptove the change on State Roads through the City other traffic caution signals are to`''changed accordingly. Traffic conditions on Washington Ave. were reported and Police Chief Duckett stated th.e. ractory 7,mployers `',, were co-operating. L_no.parking-to..: be ;permited on S-side--of Washington Ave. The Board approved the purchase of material for water proofing some of the buildings at the Disposal Plant in the amount of around 00.00. Carl Thompson was present requesting the extension of privileges of placing trash containers along the curb in vwrious locations in the City. The City Attorney was instructed to prepare a new franchise. The Standard Oil Co. was 'allowe.d the usual priviledge of taking care of City property east of West First Street and Train Street. The Board approved the use of the Municipal Base Ball Park for Base Ball only, the sum of 12.„5.00'-tinimum .fee charged where an admission fee is cllected, . br 15 0_of,the gate_ r.e-cei- pts for the use of the same. The Sand Lot and other teams to have the same privileges as usual,. their schedules to be placed with the City Clerk. • The following petition was presented to the Board.. • We the undersigned property ,owners on the following street do hereby respectfully petition theBoard of Public Works for the installation of Ornamental Lights on North- west llth Street between Main and Northwest "B" Streets Signed; Donald A. Thomas The petition was referred to the City Engineer' s office for recommendations, on property check. ./ A request by Kemper Bros Cabnet Co. to build a loading ono.. unloaaing platform on, a portion of ank,un_used alley east of the building occupied by their factory located at North 15th and F Streets, tk,e-Raa.tt.e was referred to the City Attorney for a report. . ( cont 'd ) 206 The Building Inspector was instructed to get an estimate on the Installation- of a drinking fountain in the lobby on the first floor at the City Bldg. A letter was presented to the Board from Miss Clara Comstock requesting a parking zone be established in front of her residence located at log North 10th -St. , the same being referred to Traffic Division. The following petition was presented to the Board; We, the undersigned, do hereby protest to the present conditions surrounding the use of the Ball Park, located on the East side of Northwest 8th Street, South and back of Dennis School, for ball playing, as being dangerous to nearby properties. The j'ark is used not only for Soft Ball by the chil- dren, but for hard baseball as well, by adults at various times. For the protection of property owners, we feel that baseball playing in this park should be prohibited, or the diamonds changed to such a position that the direc- tion of a batted ball would eliminate the possibility of property destruction. A further advisable precaution would be to fence in the diamonds properly.
