CITY OF RICHMOND, INDIANA,
FRIDAY, NDVEEBER .22ND,1940.
The Board of Public Works and Safety of the City
of Richmond, Indiana, met in the office of said Board
Friday November thepth., 1940, at 9 :00 A. M. Messrs.
John R. Britten, Simeon W. Hodgin and Henry U. Johnson
being present the following proceedings were had to-wit ;
The minutes of the preceeding meeting were read and
approved.
Chief of i'olice Ellis Duckett requested that the
proper proceedure be made for the appraisal of three
cars now_ usedby the Police Department with the po_ss- .
ibality of being traded in on new ones.
A request to cut the Curb was granted to ;coward W.
Hammer lot No 101 Reevston Place Add. to a width of
14 feet'.
A letter along with proposed plans for traffic treat-
ment at the various intersections was presented from
the State i?ighway Commission as follows;
Traffic signals or for some tipe of improved traffic
controll : "
Fort Wayne -Avenue (U.S.27 ) at North"D"Street
Fort Wayne Avenue (U.S.27 ) at North "A" Street
South 5th Street . (U.S. 27 ) at South"G" Street
East Main Street (U. S.40 ) at North 16th Street
A summary of, our recommendations , which have been app-
roved by the Cormission, is as follows :
1. Fort Wayne Avenue at North "D" That the installation
of the traffic signals
be made and that the
intersection be con-
structed as shown on attached sketch.
2 . Fort Wayne at North "A" That the request -for traffic
_ signals be denied, but-that
the intersection on be chan-
nelized and reconstructed as shown on attached sketch.
3. South 5th and "G" That the request for traffic
signals be denied , but that the
• intersection and approach to. the
C & 0 Railroad overpass be channelized as shown on
attached sketch.
4. Main at 16th: That the overhead type signal be re-

placed with curb type.

There is not any question that this intersection
need signal control. The accident record has been
bad and traffic entering the intersection averages
between 800 and 900 vehicles per hour during the 8
maxium consecutive hours during the day, 350 Which
either cross or merge with Fort Wayne Street, traffic.
However, traffic signals cannot be installed which
• will satisfactorly control the -entire expanse of the
intersection as it now exists. In order to make signal
control feaseable, reconstruction, as shown on accomp
anying sketch, will be necessary in order to limit the
area of the major point of conflict , which can then be
controlled by signals.
FORT WAYNE AVENUE AT NORTH"A"STREET
The redesign of this intersection is such that traffic
signals can- operate satisfactorily if installed in the fu-
ture,- although it is not believed that signals will be nec-
essary with proposed layout under existing traffic volumes.
there are_.three..areas_;of .conflict of traffic movements
within this area, namely the intersection of traffic flows
at North "A" Street and FortWayne Avenue, at North 5th and
'fort Wayne Avenue and at North 5th and "A" . These points of
conflict are to close together to be individually contro-
lled by signals, and to far apart to be regulated by •one
control. The proposed plan involves the reconstruction of
the intersection layout by means of curbs and channelizing
islands, so that traffic movements _will be along definite
channels and "wandering"will be prohibited. Future signal-
ization will be feasible at the main area of conflict, the
intersection of the fifth Street and North "A" traffic
streams.
SOUTH .5th STREET AND SOUTH "G". STREET
It is not believed that anticipated traffic increases
will warrent signalization. The request for traffic sig-
nals is based mainly as aprotection for school children
and for control of peak traffic during special school
functions . The contention is that these special gather-
ings are usualy at night and that police control at such
times is hazardous. .
The proposed group of channelizing islands will adequately
control traffic during normal conditions ; will provide a
haven for school children and other pedestrians ; and will
protect a pploce officer a such times as police control
is necessary on special occasions.
EAST T:IAIN STREET AND NORTH .1:6TH STREET
The signal installation should be redesigned at this
location as evidenced by the bad accident record and con-
fusion existing under existing single overhead signal
for controlling an offset intersection.

The proposed installation will limit signalized
control to the north 16th Street approach, while the
South 16th approach will be controlled by "Stop"signs.
All the expense of traffic signal installation at
the above locations is the responsibility of the Comm-
ission howevor, the curb and the island construction,
in some instances, involve reconstruction beyond the
property lines on state routes ; and, consequently,
some construction on the part of the City of Richmond.
A rough estimate of both city and state cost is as
follows ;

Since it would be undesireable from a construction
viewpoint to divide the City and State work at each
intersection, it is proposed that the City undertake
the complete reconstruction at North "D" and Fort Wayne
Ave. and that the Commission undertake the complete re-
construction at North "A', and at .Soutj "G" , except that
the City will install such new sidewalk at North "A"
as you may deem necessary.
Will you please let me have your reaction to these
proposals so that we may complete arrangements for this
wo rk.

The Board adopted and approved the following resolution;
BE IT RESOLVED, by the Board of Public ',corks and Safety
of the City of Richmond, Indiana, November 22 , 1910,
that the plans and agreements for traffic treatment at
the various locations proposed by the State Highway
Co.:emission as of November 15th, 1940, be adopted and
approved, the City to construct such curb and -side-
walk es is necessary.
Mr. V. F. Binrord Superintendent of Erlham College
farms , was present , requesting a reduction be.:rnade in
the _such charged by the City Fire 5epartment Of:°n 200.
for services rendered during a fire at their barns on
the Abington Pike , the board taking no action in the
matter.
After allowing Claims in the amount of 9,201.87
on proper notion they adjourned.
