OFFICE OF THE BOARD OF WORKS
CITY OF RICHMOND, INDIANA,
FRIDAY,MARCH 15, 1940
The Board of Public Works and Safety of the
City of Richmond, Indiana, met in the office of
said Board Friday, March 15, 1940 at 9 :00 o' clock
A. M. Messrs. John R. Britten, Simeon W. Hodgin and
Henry U. Johnson being present the following proceed-
ings were had to-wit ;
The minutes of the preceeding meeting were read
and approved.
Fire Chief Harry Williams stated he with Police
Chief Ellis Duckett had talked with the Superinten-
dent at the International Harvester Plant located
between 13 & 15 on North E. Street in regard to the
congested parking condition oa'E. Street and he the
Superintendent stated there was not sufficient room
on the parking lots for all the employes therefore
it was necessary for some of theq^park on the Streets
of which he had no jurisdiction.
Yr. Prisby,Park Superintendent was ordered to
paint the rest rooms in Glenn Miller Park and make
any minor repairs' necessary.
Mr. Cecil L. Jones of Indianapolis was present
in the interest of leasing the Municipal Baseball
Park for base-ball the coming season.
It was decided by the Board that the minimum sum or
25.00 should be charged for the use of the Municipal
Baseball Park per day.
Mr. A. L. Jennings was granted permission to tap
the sewer located at Sheridian and N-W- L- Streets
for the sum of j15.00 he to pay any other expenses
which might be incured.
A reouest for a light on Butler Street between
Bridge Aver .. .and-N-.TJ Streets was referred to the
City Engineer Hodgin.
A claim was presented to the Board filed in the
Clerks Office as of #arch 14, 1940 in 'the matter of
an accident to Alice Pierce on the side-walk on North
Ninth Street along the property occupied by the Meyer
Bros . Drug Co.

The Board approved a notice be given with the proper
publication March 22 & 29 for the sale of garbage coll-
ected by the City of Richmond, bide. to be considered
at the office of the Board of Works April 12 - 1940.

Mrs.Helen Worton and YTS. Edith S. Dodridge off-
icers of the Garden Club were present and presented
a written report on the activities of the Club.
The ioard then approved and adopted the following
Resolution;
WHEREAS ; Through the co-operation of the
City,of Richmond, and the Garden Clmb of said City,
The arden Club has heretofore erected a Hill Memorial
Fountain and Gardens on the property of said City and
constituting a part of Glenn Miller Park;And,
:WHEREAS ; As a part of said development the
old brick residence property located immediately north
of said Hill Memorial Fountain and Gardens has been
remodelled by saidCity and constitutes a part of said
Memorial and rose gardens ; And,
WHEREAS; The City has reserved the upper
floor of said residence property, as the residence of
an employe of said City,with the understanding that the
wife of said employe will act as hostess in said buil-
ding and assist in the supervision of its use; And,
WHEREAS, The said Garden Club has hereto-
fore been granted the use of the lower floor of said
building for the use of said. Garden Club and under their
supervision for pther civic purposes ; And,
WHEREAS ; At the time of the erection of said
Memorial Fountain and Gardens. and the remodelling and
repairing of said residence property, certain comitt-
ments were made by said City of Richmond and the Gar-
den Clmb but no record thereof has heretofore been
made, and it is the due desire of both parties that
some record be made of the arrangements existing bet-
ween the Garden Club and the City of Richmond ;
NOW THEREFORE, BE IT RESOLVED,That the
City of Richmond keep the residence building, consti-
tuting a part of said Memorial Garden in good repair,
including outside walls, roof and interior painting,
and that the Garden Club be and is hereby granted the
use of the lower floor of said residence building and
the grounds adjacent thereto , for the purpose of holding
public meetings of their own and of other civic organ-
izations in said residence property.
BE IT FURTHER RESOLVED, That the Garden Club
should be permitted to make a reasonable charge for the
use of said eouipment and fixtures for the meetings and
gatherings, provided however, that said Garden Club
shall use all money received for use of said building
in furnishing the interior of the ground floor of said
building.
