HomeMy Public PortalAbout12-29-1939 7t OFFICE OF .THE BOARD OF--WORKS CITY OF RICHMOND`; INDIANA, FRIDAY, DECEMBER 29th,1939 The Board of Public Works and Safety of the City of Richmond,Ind1ana, met in the office of said Board, Friday, December 29th,-1939, at 9:00 o ' clock A. M. Messrs. John R. Britten, Simeon W. Hodgin and Henry U. Johnson being present the following proceedings were had to-wit; • The minutes of the preceeding meeting. were read and approved. - Mr. Johnson moved that Charles W.. Allard City Fireman receive a Captain's salary commencing Jan- uary 1st 1940, second by Mr. Hodgin, was approved unanimous. The Board approved the purchase of two trucks for the Street Department for the use of trash collection and ordered the specifications of the same be published in the pall-Item, bids to be submitted to the Board at its regular meeting Jan- 12th 1940.The specifications are as. follows. Two (2) Motor Trucks , without bodies, having a capacity of approximately 11,000 pounds for pay load and body weight, fully equipped, with closed cab, dual rear wheels 900-20, 10 ply tires either convantional or cab-forward type, overload springs, five speeds forward transmission with extra low first speed, and. white enamel or laquer finish. Trucks must have =a` minimum :space, one of 72- in- ches, and one of l02 inches, from back 'of cab to center of rear axle- and a minimum space, one of ,.. 1o2 inches and one of 135 inches, on truck frame from back of cab. Trade in allowance on the above: One (l)--One and one-half (12) ton model AA Ford Truck with manual hoist dump body, known. as --No 17 in the Street Department, with usabl tires. One. (1) One and one-half (1-) ton model AW-2 International Truck with hydraulic hoist body, known as No. 7 in the Street Department with usable tires. Two ( 2) Enclosed Low Loading Garbage and Trash Collection Bodies, mounted at factory on truck frames to be furnished by the City of Richmond, one body to have a capacity of eight and one half (84) cubic yards and one a capacity of thirteen (13) cubic yards. Bodies shall be; power loading, 'built of 11 gage 40-50 carbon steel, sheets shall be corrugated 80 or have similar means to strengthen body, completely welded and absolutely leak proof with rounded corners. Each body shall be hinged to steel sub-frame and arr- anged to attach to truck frame with U bolts. Fenders • must be attached to the body to protect it from dirt thrown by rear wheels of truck. Body shall be raised by' hydraulic hoist to at least 40 degree angle and so arranged that the body can be raised to facilitate _loading without unlocking rear door. When discharging the load arrangements must be made for holding the discharge :Thor open at the max- imum height to allow for clean and complete discharge. • - Edges of discharge door shall be bound with special e7nth.etic bubber edging et, hat:T when thec'dobr':is ='clos-. • od::i.t ,is water tight. This rubber edging. to be so fas- tened that replacement can be easily made. The loading bucket to be operated by hydraulic hoist. The mechanism to" be automatic, in that after the bucket is started it dumps and returns to the loa- • ding position automatically. The bucket shall dump in- to the body at an angle of 65 degrees, so as to allow for complete bucket discharge. The bucket operating mechanism shall be so designed that the body cannot be raised while bucket is in lowest loading position and also arranged so that bucket cannot be operated when body is raised on sub-frame'. All bucket and•;guide rollerr°bearings to be antifriction and oilless type and a high lubricating system installed; . All mechanism shall be operated by the latest type, single. stage, hydraulic pump equipped with Timken Roller Bearings. All working surfaces ground to allow a clearance of .001 inch. Pump must be guaranteed to operate continuously at a pressure of 1500 pounds per sq. in. Hydraulic mechanism to be fitted with a safety by=pass relief valve. The hydraulic pump to be oper- ated by power furnished' by the truck engine. All surfaces, when ever possible, to be given a coat of rust preventive paint followed by a surfacer and two coats of, synthetic white enamel or laquer. The bidders in submitting proposals to furnish the • above equipment, must accompany bid with a certified • check equal to 2i% Of bid and not less than $100 as evidence of good faith thatthe successful bidder will execrate within ten days from -acceptance of proposals, contracts and bonds satisfactory to said. Board_ of Public Works and Safety of Richmond, Indiana, to furn- ish said equipment. A failure of the successful bidder to enter into such contracts and bonds upon the acceptance of such proposal will forfeit checks and sums of money payable thereon to the City as agreed and liquidated damages for such failure. Pocket No. Ind.1401-F Gentlemen: In reference to the above project, I am pleased to advise you that all contracts for the construction, of this building, including the fol- lowing: Excavation E. A. Mariani Co. General Construction Henke Construction Co. Heating, Ventilation & Temperature Regulation Freyn Bros. Plumbing & ,Sewers Tibbetts Plumbing & Heating Co. Electrical Work Beltzhoover Electric Co. have been completed and the work accepted, and I recommend that the Mayor be authorized to issue a certificate of completion and acceptance, and de- liver the same to the Federal Emergency of Public Works. Hamilton, the Architect, submitted his re- port showing that the following described contracts, be- ing all of the contracts let for the Auditorium-Gymnasium, P.W.A. Docket Ind. 1401-F, had been completed and accepted: Contract No.1 E A Mariana Company; Inc. Contract No.2 Henke Construction Company Contract No.3. . . . . . . Freyn Brothers, Inc. Contract No.4 Tibbetts Plumbing and Heating Company. Contract No.5 The Beltzhoover Electric Company The report included a recommendation that the Mayor be authorized to execute a certificate of completion and acceptance, of all work done on said project and to de- liver said certificate to the Federal Works Agency, Public Works Administration. Henry U. Johnson II moved that the report be filed and that the recommendation be concurred in. The motion prevailed by yeas and nays, as follows: Yeas: Britten, Hodgin, Johnson I/ Nays: None Ord.
