A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT BETWEEN THE CITY
OF LYNWOOD AND PROFESSIONAL SECURITY CONSULTANTS (PSC) TO
PROVIDE SECURITY GUARD SERVICES FOR THE CITY OF LYNWOOD'S PARKS
AND PUBLIC FACILITIES
WHEREAS, on October 1, 2014 the City Council approved Resolution 2013.125,
authorizing the Recreation Department Director .to formally solicit Request for Proposals
for both armed and unarmed security guard services for a one year agreement, with
three (3) one -year extension options, and
WHEREAS, the Recreation Department solicited Request for Proposals
2013.125 , for the furnishing of both unarmed and armed security guard services to
twenty (20) companies, posted the proposal on the City's web site, and formally
advertised in the Lynwood Press Wave and the Press Telegram, and
WHEREAS, of the twenty (20) companies solicited, fifteen (15) companies chose
to respond, and
WHEREAS, on January 6, 2014, an evaluation panel of city management staff
was formed to rate the proposals, and
WHEREAS, the evaluation panel's individual scores were tallied to identify and
select the top four (4) proposals for the site visits, and
WHEREAS, on February 4 through February 6, 2014 proposer site visits and
interviews were held and all four (4) proposers participated, and
WHEREAS, based on the proposal ratings by the evaluation panel, and the site
visits, City staff recommended the award of Proposal No. 2013.125 and contract for
security services to PSC, and
WHEREAS, on March 4, 2014, the City Council approved and selected the
proposal submitted by PSC and directed staff to negotiate an agreement with PSC with
the terms and conditions included in the RFP No. 2013.125, including have the City
Attorney review and approve as to form, and
WHEREAS, security services are funded through the adopted Fiscal Year
2014/2015 General Fund.Budget.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the City Council awards Proposal No. 2013.125 and contract
to Professional Security Consultants to provide Security Guard Services for the City of
Lynwood's Parks and facilities, for a term of one -year, with three (3) one -year extension
options, for an estimated annual cost of $280,700.
Section 2. That the Mayor is authorized to execute a one -year agreement with
Professional Security Consultants from May 21, 2014 through May 20, 2015, with an
option of three (3) one -year terms, in a form approved by the City Attorney.
Section 3. A record signature copy of said agreement and any amendments is
to be on file in the Office of the City Clerk.
Section 4. This Resolution shall become effective immediately upon adoption.
PASSED, APPROVED and ADOPTED this 20th day of May, 2014.
