The Board of Public Works and Safety of the City of Richmond, Indiana met in the office of said Board, Friday, February 10, 1939 I// at 9 :00 A.M. Messrs. John R. Britten, Simeon Hodgin and Henry U. Johnson II 4eing present the following proceedings were had, to-wit : The minutes of the preceeding meeting were approved as read before the Council. • r. Geo. No decision was reached on this but it will be taken up at a later meeting. Yr. Don Dell of the Insurance Committee stated that they had not made any adjustment on the policies sine,- the installation of the seven new fire extinguishers but would as soon as an investi- gation could be made and notify the Board. Mr. Bell also stated that the Auditorium in the process of construction should be protected, it being necessary to cover material, etc. The Board signed the Completed Value Builder's Risk form for both Fire and Extended Coverage on this job. The following percentage rate schedule to determine amounts of insurance to be paid to the local agencies of the City's insurance was presented by the Board of Works to the Insurance Committee:2 Jesse A. On a metidnby Mr. Hodgin, seconded by Mr. Johnson Resolution #5-1939 regarding hourly wage rates forthe various labbr classi- fications used in connection tith. the .Auditorium-('ymnasium, P.W.A. Project Ind.1401-F was adopted. Police Chief Ellis Duckett reported that sine- they were having to take care of so many ambulance calls they would soon have to have a new chassis for the ambulance. He stated that a great number of these calls were coming from officials of charity insti- tutions. Upon motion by Mr. Johnson, seconded by Mr. Hodgin, it was agreed that Mr. Duckett shoald notify Mr. Coleman at the Commissary that hereafter all calls, except emergency calls would be t3.00. The Board received a letter from Travelers Insurance Co. on Boiler Policy B-215:)923 stating that after investigating the cracked section of boiler from accident Jan. 19th, they recommend that the heads of boiler be removed and all sections be cleaned. A letter was also received from the Matlack Insurance Co. refunding a check for $5. 65 after elimination of that portion covering Davis '=ari Coal Water heater as ordered by the Board February 3rd, 1939 . A letter was presented to the Board from Earl St; nson in regard to a request for Street lights at South West 9th from-National Rd,. to West Main St. Also a petition with several names was presented requesting lights in Ravinia Park. Both requests were referred to Mr. Hodg; n and Light Plant officials. Mr. Carl J. Kutter appeared before the Board as requested in a previous meeting of said Board of ':`corks and Safety. Mr. Earnest Bor radaile,and Carl Nichols of the Crosley Mfg. Co . , Mr. Merl Hamilton of the Harris Produce Co., Mr. Fred Rose grocer at 300 North 8th St . , Mr. Ivan Riegel of 411 North 19th St. and Fr. Ed. Benson of 315 South West 2nd St . appeared as witnesses f'or the Board, no witnesses appearing for Mr. Kutter. The Board took a five minute recess after which- on a motion by Mr. Johnson seconed by Mr. Hodgin the Board asked for the removal of 'Fr. Kutter from the ofrice of Inspector of Weights and Measures and a certified copy of same to be sent to the State Inspector of Weights & Meas- ures. 17 Before the Board of Public Works , * and Safety of the City of Richmond , ORD.M OF REMOVAL • Wayne County, Indiana. Notice having been duly given to Carl T. Kutter, Inspector of Weights and Measures of the City of Rich- t mond, Wayne County, Indiana, on the 24th day of January, 1939, of proceedings by the Board of Public Works and Safety of said ' - City to be had and taken on the 10th day of February, 1939 , for his removal from the office of Inspector of Weights and Measures ; and said Carl T. Kutter having appeared before said Board at the time and place in said notice specified to then and there answer charges whyyhe should not be removed from his siad office, and said Board, having heard the evidence and being satisfied that the said Carl J. Kutter should be removed from his daid office of Inspector of Weights and Measures, NOW, THEREFORE, IT IS THE ORDER- OF THE BOARD OF .PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, that the said Carl T. Kutter be and he is hereby removed from his said office of Inspector of Weights and Measures for the following reasons, to- wit : _ 1. That the said Carl J. Kutter has been and is guilty of neglect of his official duties. 2. That said Carl J. Kutter has been guilty of neglect of orders concerning his office. 3. That said Carl J. Rutter has been guilty of conduct injurious _to public peace and welfare. 4 . That said Carl J. Kutter is guilty of con- duct unbecoming a public officer.
