Call to order Meeting was called to order at 7 :OOPM 2 . Chairman 's announcements There will be a Blood Drive on 10/27/21 from 11A — 5PM at the Brewster Police Station, 631 Harwich Road . Appointments are required . Please call 508 - 862 - 5663 to make an appointment . Every pint of blood donated stays on Cape Cod to serve our community. 3 . Citizen 's forum None . 4. Maureen Steinmann — 4 Daisy Lane: Leaching Facility Setback Regulation variance Mrs . von Hone stated that this is an existing home that is being sold . The entire lot is surrounded by Schoolhouse Pond . It had a Title 5 Inspection done in July, which passed . Further information was received later that revealed the leaching was closer than 300' to the pond . The system is upgradient of Schoolhouse Pond and is approximately 220' from the edge of the pond . The system was installed in 2000 . Based on the elevation of the septic system above groundwater, the location of the system from the pond in addition to the system being designed so that it is parallel to the pond shoreline and has a pump, Mrs . von Hone would give her approval for this . Finding of facts include the design of the system, ' which is parallel to the pond, is an oversized system for the current 3 bedrooms, is a Title 5 compliant system installed in 2000 and is in good working order according to the most recent inspection, the whole property is located within 300' of the pond and is at the highest elevation from pond as possible . Covid update Mrs . von Hone stated that she is still tallying data on a weekly basis and utilizing the VNA for initial contact with any positive Brewster cases, including close contacts that result from the positive tests . Brewster seems to be on the downward side of the 4'" surge that it' s been in . The Town is hovering around 6 - 10 cases weekly. Over the last 1 1/z months most of the cases are in the older population . 7 + cases have popped up in the long -term care facilities in the last few weeks . The biggest concern is the holiday season coming up . People are still being advised to get vaccinated and to get the booster shot. The schools are doing a great job of keeping Covid out of there . Dr. Pearson asked how the long -term care facilities are doing with getting their residents the booster shot. Mrs . von Hone stated that the State is setting up avenues through large scale pharmacies to help them . Mrs . von Hone stated that Moderna and Johnson & Johnson booster shots were approved today. 6. Flu Clinic update Mrs , von Hone stated that the annual drive -thru flu clinic was held on 10/ 15/21 . It went very well . 236 people participated . This was also operated as an Emergency Response Dispensing Drill, which helps us with the practice mandates which we are required to do for emergency planning . A homebound flu clinic is also being coordinated with the VNA. She also confirmed with the schools that they will be hosting a couple of regional clinics . 7 . Discussion to establish priority topics Mrs . von Hone brought this up to the Board because she wants to get a discussion started with them about other issues and topics they would like to start talking about . She suggested : wastewater issues, I/A systems in Town, how are they working , wellness programs, schools - how do we get them more involved ? Dr. Pearson stated that she loves the idea of a wellness program and suggested maybe doing some collaborating with the group that will be determining the Sea Camps use . She also mentioned looking into the proximity of septic systems to flood plains . Mrs . Graczewski spoke about the Water Quality Working Group . Ms . Holeman thought it would be helpful if the Board had continuing dialogue with the schools regarding tobacco/vaping issues . Mrs . Graczewski suggested reaching out to the School Committee with regards to this issue . Dr. Pearson will reach out to the school . BOH 10/20/21 Minutes Page 3 8 . Consent agenda : a . 34 Winslow Landing Road — Depth to Cover variance b . The Kitchen Cafe — Food Service/Catering permit Mrs . von Hone stated that 34 Winslow Landing is a failed system that has had a new design done and is requesting a variance to have the leaching facility 1 1 /2 ' deeper than is allowed by Title 5 . Everything is ready to go with the exception of a final inspection, which will be done in November. Liaison Reports Mrs . Graczewski stated that the Recycling Committee had not met . The Recycling Committee members have been at the Recycling Center for the last 1 '/z weeks helping with the recent changes (glass and newsprint being separate) . Dr. Pearson stated that the Water Quality Review Committee will be meeting this Friday and she will have a report at the next meeting . Ms . Holeman spoke about her role on the Council on Aging Board and asked about being the liaison to them . She also spoke about the Brewster Ponds Coalition and being the potential liaison for them . Mrs . Graczewski suggested that the Board should reach out to these groups and see if they are interested in having a liaison from the Board of Health . Dr. Pearson suggested adding a "topics for next meeting " item to future agendas for topics like this . 10 . Matters not reasonably anticipated by the Chair None , 11 .
