Call to Order Meeting was called to order at 7 :OOPM 2 . Chairman 's announcements Barnstable County Department of Health and Environment opened a second free COVID - 19 testing clinic at the Eastham Police Department. In person testing will take place on Tuesdays from 2 :OOPM - 4 : OOPM at the Eastham Police Department i located at 2550 State Highway (Route 6) a The Brewster Health Department in conjunction with the Council on Aging and the Brewster Local Emergency Planning Committee is hosting our annual flu clinic on Friday, October 15, 2021 , from 1 :OOPM — 4 : OOPM . The rain date will be Wednesday, October 20, 2021 . The clinic will be held at Our Lady of the Cape Church (Center parking lot), 468 Stony Brook Road . The flu vaccination is available for all residents 18 + and is an important preventative measure especially with the COVID - 19 pandemic. Vaccinations will be provided by and administered by the Cape Cod Healthcare pharmacy. Pre - registration is required at http :// brewsterfluclinic .timetap . com . Residents can call the Health Department at 508 - 896 - 3701 1 i ext. 1120 with any questions . I A study released on September 30, 2021 , from the U . S . Food & Drug Administration and the U . S . Centers for Disease Control and Prevention estimated that more than 2 million U . S , middle and high school students reported currently using e - cigarettes in 2021 , which was more than 8 in 10 of those youth using flavored e - cigarettes . i Among youth who currently used e - cigarettes . 84 . 7% used flavored e - cigarettes . The most commonly used flavor types were fruit, candy, desserts, or other sweets, mints and menthol . i : i 1 i BOH 10/6/21 Minutes Page 2 Quote : "These data highlight the fact that flavored e - cigarettes are still extremely popular with kids, and we are equally disturbed by the quarter of high school students who use e - cigarettes and say they vape every single day, " said Mitch Zeller, J . D ., Director of the FDA' s Center for Tobacco Products . "The FDA continues to take action against those who sell or target e - cigarettes and e - liquids to kids, as seen just this year by the denial of more than one million premarket applications for flavored electronic nicotine delivery system products . It is critical that these products come off the market and out of the hands of our nation ' s youth . " Dr. Pearson asked if it was possible to get this study to the Tobacco Permit holders in Brewster to let them know that this is still an issue and that we appreciate all that they are doing to keep minors away from this product . Mrs . von Hone will send a letter to the permit holders . 3 . Citizen 's forum None . 4. 185 Brook Trail Road — request to keep cesspools for an addition Mrs . von Hone stated that the request had been withdrawn . She spoke about the Board of Health regulation that gives the Board or the Board ' s Agent the authority to allow people to continue to use the 2 cesspools (regulation was last revised about 1997) . She asked that the Board take a look at this regulation in the future . Mrs . Graczewski stated that she thought it would be best to add this to a future agenda to discuss . Motion : Remove 185 Brook Trail Road from the agenda . Discuss and vote on Select Board recommendation to require face coverings at the November Special Town Meeting { Mrs . Graczewski stated that the Select Board had met on 10/4/21 and voted to make a recommendation to the Board of Health to require masks at Town Meeting . The meeting will be held indoors, and she agrees that masks should be worn because of the increase in number of COVID cases that are being seen . Dr. Pearson stated that speakers should be able to take masks off to speak and the microphone should be cleaned after and asked about the enforcement of this . Mrs . von Hone stated that enforcement would be under the purview of the Moderator (who runs Town Meeting ) . Mrs . Graczewski asked about DECE guidance with regards to schools . Mrs . von Hone stated that those rules don 't apply to non -school activities . Motion : I move the Town Administrator/Town Meeting Moderator, to the extent reasonably possible, reference the June 2020 guidance from the State for indoor town meetings, to include communication to residents that anyone feeling sick or exhibiting symptoms of COVID should avoid participation and a recommendation that any particularly vulnerable residents consider avoiding attendance; all participants in attendance over the age of 5 must wear a mask except where a medical or religious exemption precludes this, to include social distancing , arranging seats and microphone lines for six BOH 10/6/21 Minutes Page 3 foot distance between participants who are not in the same household ; increase ventilation where possible; and to engage in cleaning and disinfecting of the venue before and after the meeting . Consent agenda : a . 268 Slough Road - 300' setback variance for septic system upgrade b . 49 Canoe Pond Drive - 300' setback variance for real estate transfer Mrs . von Hone explained that 268 Slough Road was a routine septic upgrade where the leaching facility is between Pine Pond and Slough Pond . System is downgradient of ponds . 49 Canoe Pond Drive is a property being sold and the leaching facility is within 300' of Canoe Pond . System is downgradient of pond . Introduction of the Harold D . Craft Step Ladder Theory of Groups - Chair Holleman Ms . Holeman went over the concept of this theory with the Board and stated that she finds it to be a very helpful tool . 8. Liaison Reports Mrs . Graczewski stated that she had not been able to attend the most recent Recycling Committee meeting but wanted to let the Board know that as of 10/ 15/21 glass will need to be separated from bundled recycling (with metal caps removed) and newsprint will be handled separately. Members of the Recycling Committee will be present to help residents with changes for the first few weeks . Dr. Pearson stated that there had not been a Water Quality Review Committee meeting yet. 10 . Matters not reasonably anticipated by the Chair None. 11 . Next meeting : October 20, 2021 Noted .
