Richmond Sanitary District Landfill Fee Adjustment
MEMO:
Members of Common Council,
Within this document,you will find a summary with information on a proposed adjustment to the
Richmond Sanitary District's Landfill fees that will come before you in Ordinance 46-2022.The
Ordinance is scheduled to be before you at the October 17th meeting for first reading, and the Sanitary
District will be publicizing that the second reading and public hearing will be on the November 7th
meeting. If there are questions, please let me know.
Richmond Sanitary District
2021 Landfill Rate Analysis
Background
The Richmond Sanitary District allows, both inside and outside of the Richmond Sanitary
District, wastes classified as ordinary solid waste, industrial process waste, special management
waste, alternative daily cover, and construction/demolition wastes, to be disposed of at the
New Paris Pike Landfill under the provisions set forth in Richmond City Code Chapter 58. The
fee for all material is set forth in Richmond City Code Chapter 58.01, stating that, "The
Richmond Board of Sanitary Commissioners is hereby authorized to develop and implement a
landfill fee system for disposal of trash, garbage and rubbish at the Richmond Sanitary Landfill."
The last time this rate was set was in February of 2004 (Ordinance NO. 7-2004).
Each year, approximately 100,000 tons of waste is brought to the Richmond Sanitary Landfill
each year. Approximately 90% of the material brought in is from inside the District, with one
third (1/3) of that coming from the garbage collected by the District's Solid Waste Department.
To date, large capital projects at the Landfill have been split evenly with Landfill and Tax funds.
The proposed fees are centered on a formula calculating the cost of airspace.
Purpose
The Richmond Sanitary District, following Chapter 58.01, has evaluated the 18 year old rate for
wastes disposed at the Richmond Sanitary Landfill. The District is pursuing a fee that will allow
the Landfill to be more sustainable in its capital projects, moving away from using a split with
the tax fund. As stated, the District used a formula to generalize the cost per ton of wastes that
would allow the Landfill to be self-sustaining even with required capital improvements while at
the same time being competitive in the market.The fees being proposed will update Chapter
58, sections 58.02 (1)(A)(B)(C) and (E) and sections (2)(A)(B)(C) and (E).
It should be noted that, as listed in the background, a large amount of the wastes delivered to
the Richmond Sanitary Landfill are from the District's Solid Waste Department. The proposed
increases will also mean an increase in the annual Interdepartmental transfer of funds that take
place. We have reviewed this, and it is determined that their will likely be no overall, long term
change in the amount of tax funds transferred to the landfill in comparison to the amount of
tax funds used historically to cover capital improvements. The difference is that, with the
proposed rate, the amount transferred is a steady amount per year as opposed to very large
spikes on construction years in the past. Removing the annual increase in the tax fund transfer
(zero net increase against capital), the Richmond Sanitary Landfill expects approximately
$500,000 in increased revenue annually from the proposed fees.

with comparison to other landfills, a schedule of projected revenues and rate impacts, a
breakdown of current volumes of wastes received, and a breakdown of the impact on the tax
fund.
