CALL TO ORDER Until the arrival of Chair Bill Clapper, Hideo Sugita welcomed those present and commenced the meeting of the Riverside County Transportation Commission (RCTC) Technical Advisory Committee (TAC) by calling it to order at 11:05 a.m. at the offices of the RCTC, 3560 University Avenue. Riverside, California 92501. 2. SELF -INTRODUCTIONS Self -introductions followed. APPROVAL OF MINUTES - September 8, 1997 M/S/C (Kicak/Harry): to approve the minutes of the September 8, 1997, meeting as submitted. 4. LEGISLATIVE UPDATE - SB 45, and 5. TCI [Note: The above two agenda items were covered concurrently by Hideo Sugita.] Hideo reported on the history of SB 45 (formerly SB 1505 and SB 3). It is a State Transportation Improvement Program reform bill signed into law on October 3, 1997, and effective January 1. It has a large impact as it relates to the STIP funding program for many categorical programs (nine categorical funding, programs, i.e., Transit Capital Improvement, Transit Management System Programs) have been eliminated in this bill. Additionally, with the elimination of the TSM Program, it eliminated the match program for local CMAQ and STP projects. It also collapsed the Caltrans Program of Project Development Support Funds. Formerly 30% of the funds statewide under the highway program was made available to CTC for discretionary purposes; with 70% being distributed as 60% to the south and 40% to the north. Those funds were distributed on the County minimum formula basis. Now 75% (referred to as the Regional Improvement Program/RIP) of the funds will be made available to local RTPAs; 25% of the funds (referred to as the Interregional Improvement Program/IIP) remaining with CTC and Caltrans overseeing the use of these funds. Hideo distributed copies of the preliminary draft of the new State Transportation Improvement Program Fund Estimates. The mandated approval date is by January 5, 1998. Therefore, the State Transportation Improvement Program listing must be furnished to SCAG by January 10 (1998). The budget (under the new Program) for a 6 - year period is approximately $154 million, and direction will be sought from the Commission on how these funds should be spent. Hideo noted that prior to passage of SB 45, a call was made for TCI projects (with 3 project submitted) and the CMAQ/STP Committee evaluated the projects, in the event the legislation did not pass. As a result, a list of 3 projects already exists: an extension of a platform at the Pedley Station; a rail rehab of the Arizona -California short line in Blythe; and, a MetroLink system wide upgrade of ticket vending machines. Hideo opened the item for discussion to receive input on their concerns to provide to the Commission, such as whether or not they wished the Commission to retain the match for the CMAQ/STP for existing commitments or whether or not there should be a TCI Program, etc. Hideo said all modes can compete for the Regional Improvement funding, and noted that there has been activity statewide to establish performance measures to assist in the assessment of projects to allow for competition in a more equitable fashion. Hideo will be developing an agenda item to present to the Commission and asked for input from the TAC. - RCTC Technical Advisory Committee Meeting Minutes November 3, 1997 Page 3 • • Craig Neustaedter reported that from discussions, he believed that SB 45 will result in more money being available to the regional agencies (RCTC) for funding to the County and cities. He suggested a policy be established to use such funds to cover infrastructure costs for system improvements that might be considered of regional significance. Craig's sentiments were echoed by Trent Pulliam, and Joe Kicak. Various hypothesis were presented and their potential affects on the locals, as well as Caltrans. Hideo noted there had been a Supreme Court decision that determined that Caltrans is to be the entity responsible for project development work for State Highways and contracting project development work would not be an option. The legislation mandates that a PSR must be established for a project before it can be eligible; Hideo believed two of the most specific requirements included (in the PSR) were (1) some form of an altemative analysis had been done and (2) a preferred alternative had been selected. Much discussion took place among members and at the suggestion of Chair Bill Clapper, a list of concerns was compiled that Hideo will take to the Commission. Those concerns included (not necessarily in priority order): clarification of contracting out as it relates to project development; information relating to the administrative overhead included in Caltrans' overall budget; the TAC's desire to identify a system of arterials of regional significance that would be eligible to compete in the Regional Improvement Program; that the TAC would like to maintain the TSM match for the CMAQ/STP commitments that currently exists and whether or not consideration be made for retaining such commitments depending upon what develops in the NEXTEA reauthorization; and, consider rehab as an eligible project type for competition in the RIP Program. Hideo suggested that projects that are far along in the development process on which CMAQ/STIP funds can be obligated that have the match commitment be obligated ASAP while it is still possible since funds are still available for the current fiscal year. 6. STIP/RIP SCHEDULE A portion of this item was covered above. Referring to the schedule included in the agenda packet, Hideo Sugita reported that SCAG is expected to release the draft of the Regional Transpiration Plan (RTP) the first week of November . A major concern has been to have a conforming plan as it relates to the air quality requirements. January 10, 1998, is the deadline for submission of regional improvements projects to SCAG. SCAG is anticipating a March/April (`98) adoption of the RTP and they need to have STIP projects available to model for conformity analysis purposes. The State wants a list of projects by March 1; and, the CTC will hold hearings. Hideo hopes to have a list of recommendations for the Commission at their January 1998 meeting. RCTC Technical Advisory Committee Meeting Minutes November 3, 1997 Page 4 7. APPROVAL OF RTIP ADMINISTRATIVE AMENDMENT #05 This item was included in the TAC agenda packet. This amendment was approved October 16, 1997, and included two signal synchronization projects in Moreno Valley and one in Norco. It also included the 1997 Short Range Transit Plan (SRTP) capital and operating projects. 8. HPMS Hideo Sugita distributed copies of correspondences from Shirley Medina, SCAG, and WRCOG. SCAG has been the point of collection for Highway Monitoring System reporting to the FHWA and State. A determination was made to make funding available to purchase traffic counter equipment and WRCOG reports there is $15,000 from the prior year and current year to purchase equipment. The Commission has decided to support a 6 -month pilot project on the Call Box Counter Program as recommended by the TAC. TAC members expressed concern that the amount of funds received from SCAG for this purpose are not sufficient and that there are other costs in addition to the purchase of the equipment (maintenance, technical support, and inventory because the equipment would be checked out by local entities on a loan basis). Ann Azzu reported CVAG was allotted $5300 for this purpose and it was not sufficient for even one counter. Discussion took place and a reasonable alternative proposed would be to direct such funds to the CaII Box Counter Project since this has been a recurring problem. Hideo cautioned barriers could exist to such a suggestion if federal funds are involved because of procurement rules and also since there are existing contract providers. Kerry Forsythe suggested staff determine how other counties are treating the issue and possibly convey a message to SCAG jointly that this is not a workable solution. 9. SWAPPING OF MEASURE A FUNDS This item was included in the agenda packet because the question of swapping Measure A funds for federal funds was once again raised. The main purpose of such a swap is to avoid the lengthy federal process required on a project -by -project basis and confine it to a larger project that necessarily must meet the federal requirements. George Johnson asked that several specific projects be identified that might qualify for such a swap. Hideo Sugita said there are certain criteria that must be met and it must also take into consideration RCTC's cash flow. He will meet with Dean Martin, RCTC's Chief Financial Officer, to discuss this issue. • • • RCTC Technical Advisory Committee Meeting Minutes November 3, 1997 Page 5 10. 1997 CMP UPDATE SCHEDULE • • Hideo Sugita reported the elimination of the land use element of the CMP and we are in the process of replacing it with a traffic monitoring system. The updated CMP draft document is expected in December and will be presented to the TAC at its December meeting and to the Commission at their December meeting also. 11. OTHER BUSINESS NEXTEA Hideo Sugita reported that the reauthorization of the NEXTEA before the holidays will not occur. In the interim a 6 month extension of the ISTEA is expected until the reauthorization of the NEXTEA (which is now anticipated in late winter or early spring). "El Nino" Preparedness: Due to the anticipated increase in rainfall due to "El Nino," Bill Clapper reported SunLine, in cooperation with the County Emergency Office, will be hosting a workshop and sand bagging operation, Saturday, November 8, from 8:00 a.m. 5:00 p.m. He invited anyone interested to participate. For further information, members can contact Roger Stevenson in the County Emergency Management Office. Trent Pulliam reported representatives of Moreno Valley had met with County Emergency staff to review procedures to be followed during an emergency and community participation was well received. He suggested others take similar action. He added fire stations are a good source for sand bags. Reports now are that "El Nino" will arrive sometime in the first quarter of '98. Louis Flores said Caltrans will be meeting with Federal Highway representatives to establish emergency relief procedures. Workshops are planned, although not yet scheduled. Louis urged members to attend; some of the topics to be included are the types of records required to receive federal/state disaster relief funds. 12. Enclosed with the agenda is a copy of the updated 1997 RCTC CMP. As you may recall, the most significant action taken in the last two years was the replacement of the CMP land use element with a traffic monitoring element. HS:jmd • " " AGENDA ITEM 7 " RIVERSIDE COUNTY TRANSPORTATION COMMISSION DATE: November 12, 1997 TO: Riverside County Transportation Commission FROM: Hideo Sugita, Assistant Director Planning and Programming THROUGH: Jack Reagan, Executive Director SUBJECT: FHWA & Caltrans Letter on El Nino Preparedness Staff received a memo on the morning of Monday, November 10th regarding the availability of a very near term FHWA administrative program to accelerate the approval process for local agencies that may have El Nino related projects which need to be underway quickly. Attached is the letter from Caltrans and FHWA notifying us of the program and its limitations and a memo from staff to cities and the County identifying the timeline for accessing this approval process. Since staff received this on November 10, 1997 and made the decision to notify local agencies immediately as the submittal date for projects is November 14, 1997, it did not appear prudent to wait until the Wednesday, November 12th RCTC meeting to obtain RCTC review and action on the item. Please note there are no new funds identified for this limited program and that any funds used will be assessed against the STP funds available to RCTC. Additionally, RCTC has already programmed STP funds for FY 1997-98 and 98-99 and any funds obligated to qualifying projects will reduce the overall amount of STP funds available to agencies within the county. While RCTC normally determines the projects to be funded with STP funds, within Riverside County STP funds are made available on a first come, first served basis after the projects are programmed. Given the short window of opportunity, staff cannot make a reasonable estimate of how many local agencies (nor number of projects or $s) that may take advantage of this opportunity. Given the growing speculation and anticipation of El Nino impacts, staff determined that it was reasonable and responsible to act as quickly as possible. Should there be significant participation in this program staff will return with recommendations to address the funding impacts. This action may impact STP funds available to Riverside County agencies. • • • " RIVERSIDE COUNTY TRANSPORTATION COMMISSION DATE: December 1, 1997 TO: Technical Advisoryso Committee FROM: Hideo Sugita, vassistant Director, Planning and Programming SUBJECT: FHWA & Caltrans "El Nino Preparedness" Program On November 10, 1997, RCTC received, via fax, notification of a very short term administrative program whereby FHWA was providing an accelerated approval process for local agencies that may have El Nino related projects which need to be put in place quickly. Attached are the , emergency item which went forward to RCTC for their action on November 12, 1997, a staff prepared memo to local agencies (faxed November 10, 1997, to TAC members), the information provided by Caltrans and FHWA, and the letter from staff to Caltrans formally requesting consideration of the projects submitted. At the November 12, 1997, meeting, RCTC affirmed the staff action to put this call for projects out and the total amount of funds requested is $1,872,310. Please note that a final statewide listing of projects will be established by November 24, 1997. I will try and obtain a listing of these projects for the December 1, 1997, TAC meeting. Projects which comply with the submission requirements (designed, permitted and under construction prior to January 1, 1998) will be counted against the RCTC STP apportionments. Relatively few projects may qualify for HBRR (bridge) funds. Staff recommends that the projects which fully comply with the requirements and are carried out, come off the top of the discretionary STP apportionments. Please note that while the RCTC normally selects and approves STP projects for funding, the process for accessing the STP funds is on a first come, first served basis. Given this process it is difficult to predict whether or not there will be an issue of accessing STP funds. At the moment we are operating under the auspice of a six month extension of ISTEA which covers through the end of March 1998, and the reauthorization of ISTEA holds the promise of increased funding for programs like STP and CMAQ. Staff Recommendation: That the RCTC approve an "off the top" of STP discretionary apportionments to fund successful El Nino Preparedness projects. Each project submittal shall =elude written concurrence from the MMMPO/RTPA (if requesting STP finding) and the following information in the following order: • Location- roadway name, bridge name and number and location, including a location map Description- A description of the work proposed and the condition or damage which is expected to be prevented by the work. It is recommended that the local agency consider the above factors to be used to priorities projects and address these in their description. Cost- An estimate of the costs (engineering and construction) and the type of fiords requested, Schedule- Current status of the proposed project and proposed schedule for delivery. Special considez tions- Identify any permits, R/W needs or environmental complications which may impact delivery and bow they will be resolved on time. Review and selection- Submittals will be reviewed by the DLAE and forwarded to the appropriate Local Programs Area Engineer with the DLAE's comments and recommendationS by Novgrnber 18. 1997. Project submittals will be evaluated and prioritized by 14.11 Programs. An approvedlist will be established by November 24; • 1327, Local agebeies submitting proposals will be notified of projects selected. Selected project sponsors 'tray then proceed with requests for authorization to proceed with work.
