FRIDAY JANUARY 28,. 1938.
The Board of Public Works and Safety of the City of
Richmond, Indiana, met in the office of the said Board,
I/ Friday January 28, 1938, at 9 :00 o' clock A.M. Messrs.
Joseph M. Waltermann, Simeon Hodgin and William Kelley,
Jr. , being Present the following proceedings were had,
to-wit :
The minutes of the preceeding meeting were approved
as read .
City Engineer Hodgin presented copy for the advertisement
for materials on the East and Southeast Sewer and the Board
set the date of February 11, 1938, at 10 :00 A.M. for the
receiving of these bids.
Superintendent of Streets Burkhardt asked permission of
the Board to purchase a new truck for the street department,
also authority to look around for a second handed Hot-Mix
Plant. The Board granted this permission.
The Board ordered the Water Works Corporation to dismantle
the 6" water main in Dodge Street , and to install a 6"
water main on SW "D" Street from Whitewater Boulevard to
1st, and on Whitewater Boulevard from NW "D" to the present
Dodge Street.
The Clerk- was instructed to prepare a Resolution for the
appointment of appraisers for the old aerial truck.
The Board made final adoption of Declaratory Resolution
#257-1938, for the vacation of Dodge Street and alleys.
Pursuant to advertisement , the following bids were
opened on Police Cars :

1938 - 44 Buick Coach equipped as follows :
Master Hot Tater Heater with dual defrosters, dual
windshield wipers , horns, tail lights, sunshades and
fender lights . The regular heavy duty generator Buick,
which has a cold out put of 36 amoheres and the regular
heavy duty Buick battery, 17 plates, 110 amp. hour, at
the 20 hour rate. Buick seat covers front and rear

The Board ienforiued the bidders that these bids would
be taken under consideration and the result announced
later in the day.
City Engineer Hodgin reported: that he had priced the
steel girders needed for the Whitewater Bridge and had
found that the same could be purchased for about $88.00
a piece.
The Clerk read a letter rrom Frank Kautsky, present
lessee of the Municipal Baseball Park, wherein Mr. Kautsky
stated that he did not desire to exercise his option of
the park for the year 1938. The Clerk was instructed to
contact Powell Crosley and see if he would be interested
in this park.
The Board then recessed until 2 :00 P.M.
The Board of Public and Safety of the City of Richmond,
Indiana, met in the office of said Board on the 28th day
of January, 1938, at the hour of 2 :00 P.M. Messrs. Joseph
M. Waltermann, Simeon Hodgin and William Kelley, Jr. being
present the following proceedings were had, to-wit :
This being the day and the hour for receiving bids for
the sale of "Municipal Bonds of 1938" , the amount of
$45,000.00, the following bids were received :
Second National Bank, Richmond, Indiana, $45,000.00
and accrued interest at the rate of 22% and a premium
of 8183.00
Central Securities Corporation, Fort Wayne, Indiana.
$45,000.00 plus accrued interest at the rate 2 % and
a premium of 8232.00.
Harris Trust and Savings, Chicago , Illinois.
45,000.00 plus accrued interest at the rate of 2 % and
a premium of 8277 .00.
Cities Security Corporation, Indianapolis , Indiana.
45,000.00 plus accrued interest at the rate of 22% and
a premium of 0349.00.
Kenneth S. Johnson, Indianapolis, Indiana.
45,000.00 plus accrued interest at the rate of 211 and
a premium of $80.00.

Indianapolis Bond and Share Corporation, Indianapolis , Indiana
$45,000.00 plus accrued interest at the rate of 2 % and
a premium of $144.00.
Dickinson Trust Company, Richmond, Indiana.
$45,000 .00 plus accrued interest at the rate of 22% and
a premium of $137 .00.
Union Trust Company, Indianapolis, Indiana.
$45,000.00 plus accrued interest at the rate of 2% and
a premium of $124.00.
After tabulation of the above bids, and due consideration
given on the bids , the bid was given to Kenneth S. JOhnson
of Indianapolis , Indiana..
The Board made the following decision on the purchase
of Police Cars :
It was decided to eliminate the purchase of Radio
Receiver from the one car, and to transfer the Bosch
heavy duty generators from the cars that were to be
traded in. The Board then decided to purchase One DeSota
Coach from the Thomas Motor Co . and to trade Car #21 on
this car, leaving a net price of. $770.00, also One Plymouth
Deluxe Coach from the Chenoweth Auto Company they to receive
Car # 15 in trade, leaving a net balance of $610.00, both
these cars being the lowest bid with the exception of the
Ford.
Claims to the amount of $8,768. 77 were allowed after
which the Board adjourned.'
