HomeMy Public PortalAbout01-07-1938 407 OFFICE OF THE BOARD OF WORKS CITY OF RICHMOND, INDIANA, FRIDAY JANTJARY 7 , 1938. The Board of Public Works and Safety of the City of Richmond, Indiana, met in the office of said Board, Friday January 7 , 1938, at 9 :00 o' clock A. M. Messrs. Joseph P.R. Waltermann, Simeon Hodgin and William Kelley, Jr. being present the following proceedings were had , . to-wit : The minutes of the preceeding meeting were approved as read in Council. The Clerk reported that the State Board of Tax Commissioners had asked for additional information on the58,000.00 appropriation ordinance, and that he had arranged to meet a representative of the Board in Indianapolis, Saturday morning with this information, also that he would attempt to learn from the Tax Board about an additional appropriation for the Street Dept. to take care of money for equipment rental, said funds being necessary in order to continue W.P.A. work as W.P.A. would no longer furnish equipment after the date of January 12, 1938. The Clerk reported that reorge Brehm had asked the Board to advertise the leasing of the Municipal Base Ball Park. The Board instructed the Clerk to communicate with Frank Kautsky, presnt holder of the lease and see if Mr. Kautsky wanted to exercise his option. for 1938. The Board authorized diagonal parking in front of the Howard apartments, and ordered line so painted on the street , and that the bill for this work be sent to the owner of these apartments. The Board ordered an incandescant light installed at the alley between North 9th. and. 10th on C Street: They also ordered a light installed on North 22nd between E and Glen Court. A petition for a traffic light at the corner -of North 19th and E Streets was received but it was impossible to consider this, as there was no provision for traffic lights made in the 1938 budget. Acting Chief of Police Duckett was before the Board relative to the purchase of 2 new Police Cars. The Board authorized this purchase and instructed the Clerk to prepare the necessary Resolution for Council' s next meeting of January 17 . Mr. Walter Terry of the State Highway Department was before the Board relative to the division of costs for the maintenance and operation of such traffic lights 40 as were located on State Highway Routes. And it was agreed that for all maintenance on said lights so located, the Light Plant should bill the State Direct, but on the Electric Current cost for operation, the plant should bill the City, and the Controller should then re-bill the State for their proportionate cost. The Board also had for consideration a Resolution adopted by the State Highway Commission establishing I/ certain rules as to parking on such streets as were a part of the State Highway System. The Board objected to the elimination of parking on West 5th Street . from National Road to Northwest E Street , and no parking on west Main from 1st to 5th. The Board felt that in the case of West 5th Street that the elimination of parking on the east side of 5th street would be sufficient and that only until such time as :the street cars were removed , and as to Test Main Street , that there should be no restrictions on parking other than those which prevailed before. The City Engineer was instructed to take this question up with the Highway Commission. Complaint was wade as to the iron railing in front of the office of the International Harvester Co . and the City Engineer was authorized to get in touch with lr. Tames Pinson in an effort to have the same removed or set back from the curb line. The Board authorized the painting of yellow curb a distance of 15' from the corner on the southeast and southwest corners of South 8th and E on E Street. Some discussion was had as to whether the Police Radio operators came under the provisions of the Police and Firemens Minimum '';age Law, and upon the advice of City Attorney Kelley it was decided that they did come , under this law. TheClerk then reported that according to the amount of money available in the budget , that it would be possible to pay the Chief Operator $145.00 per month and the other 3 operators $135.00 per month, if these men would be willing cover each others vacation period. The Board then adopted this scale as the wage that should be paid for the year 1938. The City Engineer I/ was instructed to take up with the County Commissioners the question of increasing their donation to the City towards the payment from : 1T,200. 00 per year to 'l, 6?0.00 which amount would pay for one operator.
