FRIDAY NOVEMBER 12, 1937.
The Board of Public Works and Safety of the City of Richmond,
Indiana, met in the office of sid Board, Friday November 12,
1937 , at 9 :00 o' clock A. Y. Messrs. Simeon Hodgin and
William Kelley, Jr. being present , the following proceedings
were had , to-wit :
The minutes of the preceeding meeting were approved as
read.
Thomas B. Morrow was before the Board relative to the
Public Liabilty Insurance carried on the Municipal Ball
Park, and the Board agreed that since this account was already
over drawn, that it would be best to cancell this policy at
this time and renew the same after the first of the year.
Mr. Howard Dill of the Water Works Corporation was before
the Board relative to the water main extension petitioned
for on the New Paris Pike. Fire Chief Harry Williams explained
that f iree,;protect ion was badly needed at this location as
it was necessary at the present time to lay almost 2000
feet of hose before being able to have water at this point
and that this necessitated taking three companies out of service
and that he would recommend that therebe 2 fire hydrants
installed on this line. Mr. Dill wanted to make a further
investigation.
The Committee appomnted to go over the bids for 2 way
police radio system reported as follows :
November 12, 1937
Board of Public Works and Safety.
Subject : Bids on Police Radio Equipment:
TRANSMI TT ERS
The bids on transmitter-.equipment for 2 units with crystal
control as desired, ranged from $396. 00 bid by the Harvey
Radio Laboratories of Cambridge Mass. . , to .` 1,383.00 by the
R.C.A. Manufacturing Company, Camden, New Jersey. Second low
bid being made by Collins Radio Company, Ceder Rapids, Iowa
at $700.00.
We checked the low bid very carefully, and find that theirI/
equipment meets our specifications, and Mr. Ritchey saw
this Manufacturers equipment in service at Anderson, Indiana,
the Anderson Department advising him that it was working very
satisfactory. We, therefore, recommend that these 2-#U ,OR
transmitters be purchased from Harvey Laboratories at $396.00
for the two outfits complete.
STATION HOUSE RECEIVERS
The bids on two (2 ) Station House Receivers ranged from R. C.A.
Manufacturing Co . Camden, New Jersey low bid of $300.00 to
Graybar Electric Co. high bid of $627 . 60. Second low bid
395
being Graybar Electric Co . on Western Electric Company,
Type 19-A at $483. 60.
Ye c pecked this very carefully, and find that the low bid by
R. C. A. Manufacturing Co. meets our specifications, and
will do our job very satisfactorily.
Mr. Ritchey now finds that only need one of these
receivers , and we, therefore recommend the purchase of
1 - R. C.A. , Model M-1-7803 Receiver for . 150.00.
Yours truly,
Harold E. Ritchey
S.W.Hodgin
E.H.Duckett
W.Ray Stevens .
P. S.
Since the operation of the Ultra High Frequency Trans-
mitters, and Receivers are subject to considerable
erratic operation in different localities, we believe
that the transmitter should be ordered as specified
with crystal control, but have them delivered without
the crystal. This to be delivered by the manufacturer
after suffficient testing has been done to determine
the best operating frequency.
The Board approved the recommendation of the
Committee and authorized the purchase of this equipment.
Geore Brehm was before the Board asking for permission
to have the Light Plant make an estimate as to the cost
of lighting, the Municipal Ball Park. Mr. Brehm was

a distance of 30' on llth and 2 30' drives on North A.
City Controller George Coons was authorized to pay
Herman Marker his regular pay as pump attendent during
his vacation period.
Mr. Burkhardt reported that the alley ordered cindered
between P & Q" and 7th & 8th Streets would have to be
graded and that it would be considerable expense and
that he could not recommend that this be done at the
cities expense.
