CITY OF RICH OND, INDIANA,
FRIDAY OCTOBER 29, 1937
The Board of Public Works and Safety of the City of
Richmond , Indiana, met in the office of said Board
Friday October 29, 1937, at 9 :00 o' clock A. M. Messrs.
Joseph M. Waltermann, Simeon Hodgin and William Kelley,
Jr. being present, the following proceedings were had,
to-wit :
There having been no regular Board meeting on the
date of October 22, 1937 , on account of the Board
members being present at the meeting of the Municipal
League in Bloomington Indiana, the minutes of the
meeting of October 15, 1937, were approved as read in
Council.
A petition for the extension of a water main a distance
of 2800 feet on the New Paris Pike was presented by Mr.
Chester Hill, and the same was referred to the Water Works
Company for investigation.
Joe Hoch of the Harrington-Hoch Company was before
the Board relative to the refund on compensation insurance
and as there was some misunderstanding on this Question,
Mr. Hoch agreed to have the auditor appear before the
Board and explain the same.
City Engineer Hodgin reported that the City would no doubt
have the South End Sewer approved as a WPA project , and
that the building of this sewer would require the issueing
of a bond issue in the approximate amount of 40,000.00,
and suggested that the City Attorney prepare the necessary
resolutions and ordinances for the same. Mr. Kelly stated
that he understood that there was to be some opposition
to this bond issue, to which Yr. Hodgin replied that this
was the only way that the sewer could be built, and of
course if there were a suffiecient number of taxpayers
objecting, then the sewer would not be built.
City Controller ('-eorge Coons asked the authority of the
Board to transfer the sum of `p105.00 which was the un-
expended balance from the Sewage Disposal Fund to the
Bond Redemption Fund. Mr. Hodgin wanted to see first if
there remained any work to be done that might properlyI/
be charged to this account, and the Board authorized
Mr. Coons to make this transfer in the event that there
was no further necessity for this money in the Sewage
Disposal Account.
The Board authorized the receiving of bids on 2 Ultra
High Mobile Police Transmitters the same to be opened
at 10 :00 A. Y. November 5th, 1937.

Superintendent of Streets, Burkhardt was authorized
to purchase and install a short wave receiving set in
his city car.

Richmond, Indiana.
Dear Sir:
Carrying out the provisions of an act passed
by the Eighteenth Regular Session of the General Assembly
of. the State of Indiana, Chapter 256, Section 2, the
State Highway Commission will, on the first of January
1938, take over the maintenance of thestreets in your
city over which the state highway routes pass.
This maintenance will require, among other
things, the cleaning of the streets and we are writing
you to ask if your city would be willing to enter into
a contract with the State Highway Commission, whereby,
the cleaning of these streets will be done by your city
forces, payment to be made tp you by the State Highway
Commission for this work.
We are assembling the information to determine
the average cost of street cleaning work in cities in
the State of Indiana and we would be very much pleased
to have you notify the Highway Commission whether you
would be willing to accept the duties of cleaning the
streets with your forces, payment to be made on the basis
of the average cost as determined by data from the
different cities in the state.
The removal of snow would not be included in
this work which we are asking you to take over since the
Highway Commission is equipped to handle snow removal.
It would only be the cleaning of the streets during the
period, exclusive of the snow removal, which would have
to be carried out.
We would appreciate .an> early answer to this
letter since this matter should be settled before such a
time as the Highway Commission carry out their duty of
taking over the streets of highway routes.

The Board decided to invest 'ate this proposition before
signngr-any agreement.

A committee from the Indiana Railway Company was before
the Board relative to a proposed contract for the operation
of busses within the City, and the Board refused to sign
the proposed agreemnt, and informed the committee that
they objected to a 25 year franchise, the fact that the
contract did not provide for any provision for the removal
of the present streetcar tracks, a maximum fare, nor the
type of equipment to be used. City Attorney Kelley was

asked for an opinion as to whether it was necessary to
enter into a contract. Mr. Kelley then read the section
of the law covering the same, which stated that the
utility could go before the Public Service Commission and
petition for abandment of the present street car lines
and permission to substitute busses, however it was agreed
that it would be better to enter into a contract, subject
to the approval of Council, and the committeef_agreed to
have the contract rewritten and also furnish copies of
the surveys made by General Electric and Westinghouse as
to trackless trolleys, these to be presented to the Board
and the mmebrs of the Council.
The question of furnishing transportation to the Crosley
Plant was discussed, and the Board was informed that the
Indiana Railway had petitioned the Public Service Comm-
ission for a temporary permit to operate busses on this
route. City Attorney Kelley then moved that the Indiana
Railway be given authority to operate temporarilybusses
over the following route, until such time as a permanent
permit should be isssued by the Public Service Commission
and providing the Commission approves the issueing of a
temporary permit for this route. The route to be followed
is as follows :
Beginning at Eighth and Main Streets in the City of Richmond
Indiana, thence west on Main Street to Fifth Street, thence
north on Fifth Street to North D Street, west on North D
Street to Sheridan Street , north on Sheridan Street to the
Hagerstown Pike, thence on Hagerstown Pike to the Crosley
Radio Plant and return via the same route.
This motion was seconded by City Engineer Hodgin and
adopted by a unanimous vote.
Claims to the amount of 4,901.08 were allowed after
