The Board of Public Works and Safety of the City of Richmond, Indiana, met in the office of said Board, Friday -September 17, 1937 , at 9 :00 o' cloci A. T. Messrs. Toseph M. Waltermann, Simeon Hodgin and William Kelley, Tr. being present , the following proceedings were had, to-wit : The minutes of the preceeding meeting were approved as read . City Engineer Hodgin reported that he had investigated the locations at South 7th and I and K Streets , and that it was his recommendation that these lights be installed, the Board adopted this recommendation. The Mayor reported that the parking of cars near the Starr School by employees of the International Harvester Co. created a condition that was dangerous to the pupils of this school, and that Superintendent Bate had made a complaint as to this parking also about the speeding past all school houses. The Board referred these two complaints to the Police Department with a recommendation that Police Patrol be provided, and that a serious effort be made to stop all speeding. City Engineer Hodgin reported that the Police Dept. had reported that the City Jail was in bad condition and infested with vermin. The Board ordered the janitor used the materials at hand to correct this condition. A petition for a stop sign at the corner of Ratliff and M Street was received and the street department was instructed to place this sign. City Engineer Hodgin reported that the Police Radio Station needed a small cabinet for filing card records for telegrams. The Board authorized the purchase of this cabinet. Permission to cut the curb a distance of 30' at North 7th and A Street, and 12' at South 12th 8c G Streets was granted the Shell Oil Co. and Dr. Clawson. The Board approved the Assessment Roll of Improvement Resolution No.1-1936. A representative of the Miller Meter Co. Inc . was before the Board demonstrating his meter, and reported that Muncie; Anderson and Newcastle were going to place these meters in their cities.
