OFFICE OF THE BOARD OF WORKS
CITY OF RICH BOND, INDIANA,
FRIDAY AUGUST 13, 1937.
The Board of Public Works and Safety of the City of Richmond,
Indiana, met in the office of said Board, Friday August
13, 1937 , at 9 :00 o' clock A.M. Messrs. Joseph M. Walterman,
I/
Simeon Hodgin and William Kelley, Jr. , being present ,
the following proceedings were had, to-wit :
The minutes of the preceeding meeting were approved
as read.
City Engineer Hodgin reported that he had investigated
the request for lights at North 21st and 22nd between
Glen Court and the first alley north, also between 21st
and 22nd and 22nd an& 23rd on Clen Court, and an alley
light in the rear of Deitzens Bakery, and that he was
ready to recommend that these lights be installed. The
Board adopted Mr. Hodgins recommendation.
Fire Chief Harry Williams reported that he had received
bids for the painting of No. 5 Fire truck as follows :
Black and Keever $110.00
Auto Refinishing Co. 200.00
The Board ordered the contract awarded to Black and
Keever.
Arthur Snyder was granted permission to cut the curb
a distance of 8' at 202 North 14th Street .
Harrington Hoch were before the Board regarding the
City Compensation Insurance, and stated that a recent
audit of the payrolls., showed that the correct charge had
not been made for this insurance, and that for the years
1934 and 1935 there was abalance° due of $320.00, and that
for the policy;.for 1936 there was balance due of $2,000.00
Questioning by Mr. Hodgin and the Clerk brought out the
fact that without any authorization from anybody, police
and firemen had been included in this policy. The Board
took the position that any claims on policies which had
expired were out of order, and that as to including the
police and firemen in the policy, the Board did not feel

that this claim was a just tine, as they had never authorized
the placing of these departments under the compensation
insurance as the arrangement between the City and these
men was a far better arrangement that that which was
provided by compensation insurance. The Board therefore
instructed Messrs. Harrington & Hoch to cancel the coverage
in the present policy for police and firemen and return
to the City this difference in premiums, and stated that
it would be necessary to secure a judgement for the sum
claimed due on expired policies before they would be
paid.

Fire Chief Harry William asked Permission to secure
prices on one new Fire Alarm Regester to be placed in
the Police Radio Station. The Board granted this permission.
MaP'ke3 Master Carl Kutter was before the Board in regards
to the Present Peddlers Ordinance, and Mr. Kutter was
instructed to meet with. the Ordinance Committee in regards
} to a new Peddlers Ordinance.
The following communication was received from the
City Purchasing Agent :

Richmond, Indiana.
Gentlemen:
With further reference to bids opened on auto-
mobiles for the Police Department on August 6, wish to
advise that after I was instructed to check up on same,
and place the orders, we found that there was only $1008.00
available to make the purchase, and in talking to Chenoweth
Motor Company, we found that it was impossible for us to
get the price of the Plymouths under the amount available
for the purchase.
Upon the suggestion of Mr. Cheneoweth that
possibly we could buy one Plymouth and one Ford, and get
the cars as needed, I then started to check it up to see
what could be done in this manner.
The Plymouth and Ford, both without trunks, has
a compartment in the back end large enough to take care
of our equipment in case we go to two way communication,
therefore; the Alternate bids would Five us the equipment
required .
Chenoweth Motor Company had already agreed to a
discount on generator and radio in the eimount of $17.75
bringing their alternate tiro bid down to $917 .25 with a
trade in allowance on the old Plymouth of ;p400.00, making
a net of $517.25.
Ford alternate one bid of $788.05 with a trade
in allowance on the old Ford of .$325.00 making anet of
$463.05. This made a total of S980.80 for the two cars.
After working it out in this manner, upon the
suggestion of Mr. Chenoweth, I talked with the Mayor and
Mr. Hodgin, and Chief Vogelsong, being unable to contact
Mr. Kelley at the time, and they all approved this plan
as worked out.
The orders have been placed as above, and both
dealers feel that they can make delivery by August 20th.

This delay on making delivery of course, is due
to special equipment required on cars.

Claims to the amount of $11,892.43 were allowed, after
which the Board adjourned.
