HOPKINTON HISTORICAL COMMISSION
MEETING MINUTES
November 5, 2019 7:00 p.m.
Town Hall, 18 Main Street, Hopkinton MA – Lower Level
Attending: Nancy Stevenson, Beth Watson, Michael Roughan, Eric Sonnett, Nanda
Barker-Hook, Jim Haskins (alternate)
Absent: John Pavlov, Christine Remby

Owner wants another time set up for a walk through.

Owner is revising the plan to present to us.
60 PINE ISLAND
Beth-I remember we talked about another property at the lake being part of a group of
properties.
Nanda-we focus on streetscapes. We could say the same thing about these properties.
Mike-I think we need to be conscious about the historic value but I haven’t seen
anything that I would consider historic.
Nanda-We really aren’t looking at the properties around the lake as a cohesive group of
properties.
Mike-I don’t see much consistency in the architecture form. What is it about those
structures that evokes historic consideration?
Mike-Theoretically if there is a property that has some value to its age, I would consider
it.
Nanda-If we were to consider anything, we should question if anyone significant lived
there, etc.
Mike-I motion that we do not consider this as historically significant.
Eric seconded.
Unanimous that we do not consider it historically significant.
OWNER REQUESTING TO HAVE HOME DEEMED HISTORICALLY SIGNIFICANT
Eric-If property owner asked for it to be historically significant it will automatically lower
the property value.
Nancy-This messes up the process.
Beth-I agree. The process is good as it is.

Mike-Showed us pictures on his laptop.
Beth-Zillow made property look better than this.
Eric-Does Mike have the authority to deem property as he sees it?
Mike-I’m fairly consistent with my opinion. I want to make sure you guys are on same
page about the properties around the lake.

Eric-I make a motion that Mike can make decision about 50 Lakeshore Drive.
Beth seconded
All but Mike voted yes. Mike abstained.
CPC
Eric we had several items.
1. Preservation of town records.
2. HCA Farmhouse were going to get a preservation architect.
Eric they were told to find out how much. When they do that, we can tell them.
1. Main Street historic property survey (17 buildings on Main and Summer)
we already gave our support.
2. Renovation of the white house on school campus, exterior renovation.
Eric says they are estimating 500k. Highly unlikely we would use our funds where the
school system can use their funds. Directed to come before us and to bring estimate.
They said they would do it with or without CPA funding.
Mike school has always gone through its own committee.
1. WW1 monument restoration of the Doughboy statue-no one came
before us. Someone painted it black. Possibly restoration means
bringing it back to bronze.
2. WW2 monument restoration. They want a new monument so (old one
was wood and it is gone).
AIKENS PARK
We asked for 25k. Support to finish trail up to the bridge.
Eric-CPC asked who cares about a trail that doesn’t go anywhere?
Mike-(Dan Terry-the chair of Parks and Rec) spoke with Jay re: the left over bridge fund
-wants to pay someone to take the granite out of the river and back on top.
Mike if I keep it under 20k I don’t need 3 bids.
Eric-Anything under 10k is no bids. Anything under 25 k, can entertain telephone bids.

Minutes of October 10 presented
Eric motioned acceptance of minutes with revision to include attendees.
Mike seconded.
Unanimous approval.
