The Board of Public Works and Safety of the City i . of Richmond, Indiana, met in the office of said Board, Friday April 23, 1937, at 9 :00 o ' clock A. II. Messrs. Simeon Hodgin and William Kelley, Jr. being present the following proceedings were had, to-wit : The minutes or the preceeding meeting were approved as read in Council. Superintendent of Streets Burkhardt asked permission to purchase a new truck for the street department. The Board authorized the preparation of specifications for this truck and instructed Ur. Burkhardt to get bids by mail for the same. The question of damage done to the city streets by the heavy hauling done by circuses was discussed and it was suggested that they be made to deposit a cash amount, said cash to be used to repair any damage that might be caused to the streets by any circus, City Attorney Kelley informed the Board that the City had no authority to make any charges in advance other than the license fees specified in the ordinance. Fire Chief Harry Williams reported that Martin Swisher who was Assistant Chief had been compelled to resign on account of railing health. The Board accepted the resignation of Martin Swisher and instructed the the Clerk to prepare a suitable resolution ror faithful services, the same to be presented to Martin Swisher. The Fire Chief then recommended that Leslie Williams be promoted to Assistant Chief, Harry Robinson from lieutenant to Captain and. Jack Witherby from private to Lieutenant, all of said promotions to be effective May 1, 1937. The Board approved the recommendations of the Fire Chief. The Fire Chie" reported that agroup of women who • were forming a drum corp had asked permission to practice in Number 3 Hose House, but that he thought that it would be rather noisy in this location and was asking for the opinion of the Board. The Board felt that the Chief was right and denied the request . The Fire Chief also asked permission to dipose of the bell which formerly hung in Number 5 Hose TTouse. The Board instructed the Chief to see if Mrs. Gear wanted this bell ror the Wayne County Museum and if not to get bids on the same from junk dealers. '� v.3 E3 Complaint was made as to the traffic light at the corner of. 16th & Main Streets, and the Board informed the complainant that as soon as the trarric survey was made, and funds available this situation would be taken care of. Some discussion was had as to the method or enforcing the stray dog ordinance, and the Clerk was instructed I/ to invite the 5 veterinarians to submit proposals to the Board Friday April 30, 1937, at 10 :00 A.M. The Fire Chief recommended that appointment of Roland F. Miller to serve as a City Fireman and fill the vacancy created by the resignation of Martin Swisher. The Board adopted this recommendation.
