ESTABLISHING FINDINGS AND CONCLUSIONS REGARDING THE
BOROUGH OF CARTERET'S INDEPENDENT AUTHORITIES AS PART OF
THE BOROUGH'S
BEST PRACTICE INVENTORY
WHEREAS, the State of New Jersey, Division of Local Government Services has
established a Best Practice Inventory ( "Inventory") to help direct and guide the State's
municipalities in establishing and maintaining a program of fiscal best practices at the
local government level; and
WHEREAS, the Borough of Carteret (Borough ") whole heartedly endorses and
continues to maintain this effort here in the Borough; and
WHEREAS, as part of this Inventory and self - review the Borough annually seeks to
assess the efficacy and continued usefulness of the Borough's Independent Authorities
created under law; and
WHEREAS, the Borough has established three such Independent Authorities: the
Carteret Redevelopment Agency; the Carteret Housing Authority; and the Carteret Port
Authority (collectively, the "Authorities "); and
WHEREAS, the Mayor and Council has reviewed and assessed the functioning and
continued vitality of the above - referenced Authorities in the role each performs in the
governance of and overall successful delivery of public services for the Borough and it
residents and businesses.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret hereby finds and concludes as follows:
1. That the aforementioned Authorities continue to well serve the public interest
of the residents of the Borough.
2. That the aforementioned Authorities continue to be the more efficient and
effective means of providing the public services and financing for the related
facilities for which they were established under law.
