HomeMy Public PortalAbout08-17-17cAUGUST 17, 2017 The Regular Meeting of the Mayor and Council of the Borough of COUNCIL MEETING Carteret was called to order by Council President Jorge Diaz at approximately 6:00 p.m. on Thursday, August 17, 2017, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Ajmar Johal " Randy Krum " Susan Naples Noted Absent was Mayor Daniel J. Reiman, Municipal Clerk, Kathleen M. Barney. Also noted present were Carmela Pogorzelski, Assistant Municipal Clerk and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of Silent Prayer and The Pledge of Allegiance led by Council President Jorge Diaz. ROLL CALL PRAYER, PLEDGE OF ALLEGIANCE The Assistant Clerk stated that the 2017 Annual Notice was mailed to STATEMENT OF The Home News Tribune, The Star Ledger and posted on the bulletin MEETING NOTICE board on January 6, 207. Notice was also published in The Home News Tribune and The Star Ledger on January 11, 2017. Upon MMS &C, by unanimous affirmative minutes of August 3, engrossed by the Clerk. Councilmembers Bellino and Krum and APPROVAL OF vote of the full membership present, the MINUTES 2017 were approved as transcribed and 1 AUGUST 17, 2017 ORDINANCE #17 -15 ORDINANCE #17 -15 was introduced and adopted on First Reading AMENDING CODE, and the Clerk authorized and directed to advertise same for Public RE: OPERATION Hearing, upon MMS &C, by Councilmember Naples and Johal. Upon & LICENSING individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, OF CRANES Johal, Krum and Naples voted in the affirmative. ORDINANCE #17 -15 "AMENDING CODE, RE: OPERATION AND LICENSING OF CRANES" ORDINANCE #17 -13 ORDINANCE The Assistant Clerk stated that Ordinance #17 -13 was introduced and APPROPRIATING adopted on First Reading on July 20, 2017. It was duly published in $2,000,000.00 IN CAPITAL Th Home News Tribune on August 7, 2017, with notice that it will be IMPROVEMENTS FOR considered for final passage after Public Hearing to be held on August THE NOE STREET 17, 2017 at approximately 6:00 p.m. The Ordinance was posted on the STORM SEWER bulletin board and copies were made available to the general public IMPROVEMENTS and according to law, she read the Ordinance by title. PROJECT FUNDED BY THE NJEIT Upon MMS &C, by Councilmember Bellino and Krum and unanimous PUBLIC HEARING affirmative vote of the full membership present, Council President Diaz declared the Public Hearing to be open: COMMENTS Rudy Urban, 285 Randolph Street, Carteret asked if this was regarding the Noe Street Project and asked when was it going to be finished. Law Director, Robert Bergen said the project is expected to be complete by end of next year. Rudy Urban said there are seven catch basins within 75 feet of each other. Councilmember Bellino said catch basins installed based on volume. Law Director Bergen spoke about how big the pipes they are installing are. Rudy Urban suggested we may need a wastewater operator. AUGUST 17, 2017 There being no further comments or objections to the Ordinance, HEARING CLOSED Council President Diaz declared the Public Hearing to be closed, upon MMS &C, by Councilmember Bellino and Krum and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Bellino and Krum ADOPTED ORDINANCE #17 -13 "ORDINANCE APPROPRIATING $2,000,000.00 IN CAPITAL IMPROVEMENTS FOR THE NOE STREET STORM SEWER IMPROVEMENTS PROJECT FUNDED BY THE NEW JERSEY ENVIRONMENTAL INFRASTRUCTURE TRUST" was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Approved and Adopted: August 17, 2017 Introduced: July 20 2017 Advertised as Adopted on First Reading PROVIDING FOR 17, 2017 at approximately 6:00 p.m. The Ordinance was posted on the with notice of Public Hearing: August 7 2017 Hearing Held: August 17, 2017 Approved by: Mayor Daniel J. Reiman Advertised as Finally Adoped: August 23, 2017 The Assistant Clerk stated that Ordinance #17 -14 was introduced and ORDINANCE #17 -14 adopted on First Reading on August 3, 2017. It was duly published in FULLY FUNDED The Home News Tribune on August 8, 2017, with notice that it will be ORDINANCE considered for final passage after Public Hearing to be held on August PROVIDING FOR 17, 2017 at approximately 6:00 p.m. The Ordinance was posted on the VARIOUS CAPITAL bulletin board and copies were made available to the general public IMPROVEMENTS AND LAND ACQUISITIONS and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmember Bellino and Naples and PUBLIC HEARING unanimous affirmative vote of the full membership present, Council President Diaz declared the Public Hearing to be open: 3 AUGUST 17, 2017 COMMENTS Anthony Gallo, 94 Daniel Street, Carteret asked what the price tag on this project was. Law Director Bergen explained that this is re- appropriating funds to the Capital Fund. Rudy Urban asked what they plans were for the land by E. Duie Pyle. Council President Diaz said nothing specific. Rudy Urban asked if it was wetlands. Law Director Bergen explained. HEARING CLOSED There being no further comments or objections to the Ordinance, Council President Diaz declared the Public Hearing to be closed, upon MMS &C, by Councilmember Bellino and Krum and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Bellino and Naples ORDINANCE #17 -14 "FULLY FUNDED ORDINANCE PROVIDING FOR VARIOUS CAPITAL IMPROVEMENTS AND LAND ACQUISITIONS" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Reiman Advertised as Finally Adoped: August 23, 2017 4 AuuuU i l' 1/, '2017 A copy of each Resolution was placed on the table for public review PUBLIC PORTION prior to the meeting in accordance with the Rules of Council and upon RESOLUTIONS MMS &C, by Councilmembers Krum and DiMascio and unanimous AGENDA ITEMS AND NEW BUSINESS affirmative vote of the full membership present, the meeting was opened for public input on all Resolutions /Agenda items and new business. Rudy Urban said people are parking too close to the corner kids almost RUDY URBAN get hit while riding their bikes. He suggested the Police Department send out notifications so people don't park on the corner. Councilmember Naples asked if there was a specific area he was talking about. Rudy Urban said in the high school area, in Parkview around Hagaman Street, people need to be twenty five (25) feet from the corner it is the law and they should be getting summonses. Council President Diaz said he will speak to the police department. Law Director Bergen said the police may be giving summonses he will check with the police department. Anthony Gallo said the triangle by Coolidge Avenue is dangerous. Councilmember Krum spoke about the traffic pattern in the McKinley, Terminal area and suggested the situation be addressed before there is an accident. Anthony Gallo suggested a yield sign. ANTHONY GALLO Council President Diaz directed the Assistant Clerk to forward this information to John DuPont, Director of Engineering for additional signage in the area. Anthony Gallo said he drops his step daughter off at the high school, he is stuck at the light for 2 -3 lights if he is on Louis Street facing Race Star. He suggested that there be no left turn from 8:00 a.m. to 9 a.m. in that area or create a drop off zone. Councilmember DiMascio said there is always a delay by Rite Aid. Council President Diaz said they will look into it. 5 AUGUST 17, 2017 There being no further comments or objections to the PUBLIC PORTION Resolutions /Agenda items or new business, upon MMS &C by CLOSED Councilmember Bellino and Krum and unanimous affirmative vote of the full membership present, the public portion of the meeting was closed. Upon individual Roll Call Vote Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the Affirmative. 8 AUGUST 17, 2017 Upon MMS &C by Councilmembers Bellino and Krum, all bills PAYMENT OF BILLS appearing on the prepared list, properly audited and signed, were ordered to be paid. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. BUILDINGS & GROUNDS: Committee Chairperson Johal reported STANDING Progress. CONMTTEES FINANCE & ADMINISTRATION: Committee Chairperson Diaz said everything was going fine. FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson Krum said a generator was installed at fire headquarters, the Borough received a grant for LED lighting. He reported Progress. PARKS, RECREATION & PUBLIC PROPERTY: Committee Chairperson Bellino said the parks are the greenest he has seen in years. He reported Progress. POLICE: Committee Chairperson Naples thanked the members of Police Department, Fire /EMS and the Council for their participation in National Night Out. She said it was a fun evening and thanked Captain Wargocki and the Neighborhood Watch members. She spoke about the state crackdown on drunk driving which is being enforced now through Labor Day. PUBLIC WORKS: Committee Chairperson DiMascio said the vac truck hoses are being repaired and it is out of commission for a week or so. He said he spoke to John DuPont with regard to Burke Street it will be made a one way out, coming out to Washington. He reported Progress. BOARD OF EDUCATION: Committee Chairperson Naples said this is the last meeting before school starts on September 6 th and she wished the students well. She wished Rosa Diaz good luck as School Administrator. She reported Progress. 9 AUGUST 17, 2017 PROCLAMATION In the absence of Mayor Reiman, Council President Diaz read the DRIVE SOBER OR GET proclamation into the record as follows: PULLED OVER SUPPORTING THE DRIVE SOBER OR GET PULLED OVER 2017 STATEWIDE LABOR DAY CRACKDOWN WHEREAS, impaired driving remains a significant issue, both in New Jersey and nationally; and WHEREAS, in 2014, alcohol impaired fatalities (based on all drivers and motorcycle riders with a .08 BAC or higher) accounted for 29% of New Jersey's traffic fatalities; and WHEREAS, an enforcement crackdown is planned to combat impaired driving; and WHEREAS, the summer season and the Labor Day holiday in particular are traditionally times of social gatherings which include alcohol; and WHEREAS, the State of New Jersey, Division of Highway Traffic Safety, has asked law enforcement agencies throughout the state to participate in the Drive Sober or Get Pulled Over 2017 Statewide Labor Day Crackdown; and WHEREAS, the project will involve increased impaired driving enforcement from August 18, 2017 through September 4, 2017; and WHEREAS, an increase in impaired driving enforcement and a reduction in impaired driving will save lives on our roadways; NOW, THEREFORE, BE IS RESOLVED that the Mayor and Council of the Borough of Carteret declares their support for the Drive Sober or Get Pulled Over 2017 Statewide Labor Day Crackdown from August 18, 2017 through September 4, 2017 and pledge to increase awareness of the dangers of drinking and driving.
