HomeMy Public PortalAbout08-03-17 AgendaAugust 3, 3017 AGENDA MEETING The Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting, Thursday, August 17, 2017 was held Thursday, August 3, 2017 at 6:00 P.M., Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmember Vincent Bellino Dennis DiMascio Ajmar Johal Susan Naples Also noted present was Kathleen M. Barney, MMC, Municipal Clerk NOTED PRESENT and Assistant Borough Attorney Michael Sica. Noted Absent were Councilmembers Diaz & Krum. NOTED ABSENT The meeting was opened with a minute of silent prayer and the SILENT PRAYER / PLEDGE Pledge of Allegiance led by Mayor Reiman. OF ALLEGIANCE The Municipal Clerk stated that the 2017 Meeting Notice was mailed to The Home News Tribune, The Star Ledger and posted on STATEMENT OF MEETING the Bulletin Board on January 6, 2017. Notice was published in The NOTICE Home News Tribune and The Star Ledger on January 11, 2017. H August 3. 2017 CONT.. MINUTES FOR Upon MMS &C by Councilmembers Bellino and DiMascio and APPROVAL unanimous affirmative vote of the four (4) Councilmembers present, the Minutes of June 20, 2017 were approved as transcribed and engrossed by the Clerk. FIRST READING "A FULLY FUNDED ORDINANCE PROVIDING FOR VARIOUS CAPITAL PUBLIC PORTIONS ON Upon MMS &C by Councilmembers Bellino and DiMascio and RESOLUTIONS / unanimous affirmative vote of the four (4) Councilmembers AGENDA ITEMS AND NEW BUSINESS present, the Public Portion on Resolutions / Agenda items and New Business was Opened to the Public. KEVIN URBAN Kevin Urban: What kind of land acquisitions are we talking about? Is that the waterfront? 2 IMPROVEMENTS AND LAND ACQUISITIONS FOR THE BOROUGH ORDINANCE #17 -14 "A FULLY FUNDED OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY, ORDINANCE PROVIDING APPROPRIATING $650,000 FROM THE CAPITAL FUND BALANCE FOR VARIOUS CAPITAL AND OTHER RESERVES AND GRANTS FOR THE COST THEREFOR" IMPROVEMENTS AND LAND ACQUISITIONS FOR THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW ORDINANCE #17 -14 was introduced and adopted on First Reading JERSEY. APPROPRIATING and the Municipal Clerk authorized and directed to advertise same 5650,000 FROM THE for Public Hearing to be held on August 17, 2017, Upon MMS &C by CAPITAL FUND Councilmembers Bellino and Naples. Upon Individual Roll Call Vote BALANCE AND OTHER Councilmembers Bellino, DiMascio, Johal and Naples voted in the RESERVES AND GRANTS FOR THE COST Affirmative. Councilmembers Diaz and Krum were noted Absent. KEVIN URBAN Kevin Urban: What kind of land acquisitions are we talking about? Is that the waterfront? 2 August 3. 2017 CONT. Mayor Reiman: This may be various easements or MAYOR REIMAN something along the waterfront, basically it is a fully funded Ordinance from the Capital Fund. So it just sets up $650,000 from our cash account in case we need to do any type of Capital Project for utilization. So there are no specific items tied to it. It's just an appropriation. We can't spend it out of Capital once we do as an Ordinance. But once we were to do it, it would be put on the bill list and put on a resolution if we are going to buy anything. I suspect though it may wind up for funding towards the matching dollars that we need for the Green Acres Project along the Waterfront and for possible easements. Mayor Reiman asked if there were any other questions or comments. Upon MMS &C by Councilmembers Bellino and Johal and unanimous affirmative vote of the four (4) Councilmembers present, the Public Portion of the meeting was closed to the Public. Mayor Reiman read the Resolutions into the record: RESOLUTIONS 1. Property Tax Cancellation. 2. Authorizing Fee for Delinquent Accounts in Conjunction with the 2017 Electronic Tax Sale. 3. Budget Insertion of $37,154.91 from the Recycling Tonnage Program Grant. 4. Award of Bid — Carteret Waterfront Marina Phase II. 5. Authorizing Bids for Tow Truck Operators in the Borough of Carteret. 6. Authorizing Bids for Waterfront Park Sport Court and Landscaping Relocation Project. 7. Property Tax Cancellation and Refund. 8. Directing the Issuance of Various Raffle Licenses. 3 Au"ust 3, 2017 CONT. CONSENT AGENDA RESOLUTION 417 -120 "PROPERTY TAX CANCELLATION" RESOLUTION #17 -121 "AUTHORIZING FEE FOR DELINQUENT ACCOUNTS IN CONJUNCTION WITH THE 2017 ELECTRONIC TAX SALE" RESOLUTION #17 -122 "BUDGET INSERTION OF $37,134.91 FROM THE RECYCLING TONNAGE PROGRAM GRANT" RESOLUTION #17 -123 "AWARD OF BID — CARTERET WATERFRONT MARINA PHASE 11" RESOLUTION 417 -124 "AUTHORIZING BIDS FOR TOW TRUCK OPERATORS IN THE BOROUGH OF CARTERET" RESOLUTION #17 -125 "AUTHORIZING BIDS FOR THE WATERFRONT PARK SPORT COURT AND LANDSCAPING RELOCATION PROJECT" RESOLUTION #17 -126 "PROPERTY TAX CANCELLATION AND REFUND" Mayor Reiman then asked for a Motion on the Consent Agenda. Resolution #17 -127 — Directing the Issuance of Various Raffle "`CLERK'S NOTE Licenses was removed from the consent agenda. Upon MMS &C by Councilmembers Bellino and Johal all bills PAYMENT OF BILLS appearing on the prepared list, properly audited and signed, were ordered to be paid. Upon Individual Roll Call Vote, Councilmembers Bellino, DiMascio, Johal and Naples voted in the Affirmative. Councilmembers Diaz and Krum were noted Absent. Reports: 1. Clerk's Office July 2017 Upon MMS &C by Councilmembers Bellino and Johal and unanimous affirmative vote of the four (4) Councilmembers present all Reports were ordered to be received and placed on file. COMMITTEES: BUILDINGS & GROUNDS — Committee Chairman Johal reported progress. FINANCE & ADMINISTRATION — In Committee Chairman Diaz's absence Mayor Reiman stated Progress. FIRE & DOMESTIC PREPAREDNESS — In Committee Chairman Krum's absence Mayor Reiman stated Progress. REPORTS 0 AW —Hist 3, ?017 CONT. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairman Bellino stated: he is just happy we got a bid on the Carteret Waterfront. MAYOR REIMAN Mayor Reiman: That award resolution tonight starts the contract. It is partly ONRR Grant and partly County Funded. It should be under construction by end of August to early September. They have to order some steel piles. All the dredging is done so it is just a matter of getting all the piles in and the docks ordered. We are looking at an opening of early summer of next year. CHAIRMAN BELL(NO Committee Chairman Bellino: The bid on that which was pretty good, do we have any amenities to what we are going to be doing down there? MAYOR REIMAN Mayor Reiman: we added all the parts to the bed that had come in and were all awarded that total bid. There are still other things that we have to look at. The relocation of some of those c to make way for the additional parking as well as the events center which will be the Marina building behind. So, we have had the port authority in charge of that aspect of it. Design is already done, permitting is done. So it is a matter of assembling some of the dollars. POLICE - Committee Chairman Naples stated Progress. PUBLIC WORKS — Committee Chairman DiMascio stated Progress. BOARD OF EDUCATION — Committee Chairman Naples stated Progress. A August 3, 2017 CONT.
