REGULAR MEETING
A Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor Daniel J. Reiman at 6:00
P.M., Thursday July 20, 2017, Council Chambers, Memorial
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
Upon Individual Roll Call Vote the following were noted present

The meeting was opened with a moment of silent prayer and the
Pledge of Allegiance led by Councilmember Randy Krum.
The Clerk stated that on January 6, 2017, the 2017 Annual Notice

MINUTES FOR affirmative vote of the Six (6)) Councilmembers present, the
APPROVAL Minutes of July 6, 2017 were approved as engrossed by the Clerk.

Mayor Reiman: Right now we have the ability to take
advantage of some additional FeMA dollars and part of this
program is the federal government will pay 19% of the principle
towards this expanded project.
ORDINANCE #17 -13 was Introduced and Adopted on First Reading
and the Municipal Clerk Authorized and Directed to advertise
same for Public Hearing to be held August 17, 2017, Upon
MMS &C by Councilmembers Diaz and Bellino. Upon Individual
Roll Call Vote Councilmembers Bellino, Diaz, DiMascio, Johal,
Krum and Naples Voted in the Affirmative.

with Excel Environmental Resources, Inc.
Mayor Reiman: This is for the four (4) underground storage
oil tanks on Minue School Property
Upon MMS &C by Councilmembers Diaz and Johal and unanimous
Affirmative vote of the six (6) Councilmembers present, the Agenda
was amended to include Resolution #17 -119.

affirmative.
Upon MMS &C by Councilmembers Diaz and Bellino, all bills
appearing on the prepared list, properly audited and signed, were
ordered to be paid. Upon Individual Roll Call Vote Councilmembers PAYMENT OF BILLS
Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the
Affirmative.
COMMITTEES:
BUILDINGS & GROUNDS — Committee Chairman Johal reported
progress.
FINANCE & ADMINISTRATION — Committee Chairman Diaz stated
a Municipal Audit has been completed and he is pleased to
announce that there were no audit findings or recommendations.
The third quarter Tax bills have been delayed due to the delayed
State adoption of the Budget and Miscalculation of the Board of

Education State aid. The Tax bills will be mailed out next week with
a deadline of August 31, 2017 and continued progress.
Mayor Reiman: with that we will announce that based on
the new budget that was just recently adopted for the 2017/2018
fiscal year will provide roughly $740,000 in additional state aid to
the Board of Education which the Board has decided to hold for
Capital projects for next year, which we think is a great idea.
FIRE & DOMESTIC PREPAREDNESS — Committee Chairman Krum
stated progress.
PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairman
Bellino stated progress.
POLICE - Committee Chairman Naples stated nine new police
officers that were hired will be attending Monmouth County Police
Academy beginning on July 31, 2017- December 15, 2017. We wish
them well in their career and looking forward to expanding our
department. Crime Prevention Meeting on July 12, 2017 addressed
driving while intoxicated and took the group through the entire
process of driving under the influence and what happens from then
on. As a final note, National Night Out will be held August 1, 2017.
It's a night to meet with neighbors, get feedback of how things are
going along. We would like everyone to participate.
PUBLIC WORKS - Committee Chairman DiMascio stated the guys
are out there killing themselves in this heat picking up recyclables
and other things left at the curb, otherwise progress.
BOARD OF EDUCATION — Committee Chairman Naples stated
progress.

The Mayor issued the following Proclamation:
BOROUGH OF CARTERET, MIDDLESEX COUNTY, NEW JERSEY PROCLAMATION
PROCLAMATION
NATIONAL NIGHT OUT 2017
WHEREAS, the National Association of Town Watch (NATW) is
sponsoring a unique, nationwide crime, drug and violence
program on August 1, 2017 called "National Night Out ": and
WHEREAS, the "34 Annual National Night Out" provides a unique
opportunity for the Borough of Carteret to join forces with
thousands of other communities across the country in promoting
cooperative, police- community crime prevention efforts: and
WHEREAS, the Crime Prevention Unit plays a vital role in assisting
the Carteret Police Department through joint crime, drug, and
violence prevention efforts in the Borough of Carteret: and
WHEREAS, it is essential that all citizens of the Borough of
Carteret be aware of the importance of crime prevention
programs and the impact that their participation can have on
reducing crime, drugs and violence in the Borough of Carteret;
and
WHEREAS, police- community partnerships, neighborhood safety,
awareness and co- operation are important themes of the
"National Night Out" program;
NOW, THEREFORE, WE, The Mayor and Council, do hereby call
upon the citizens of the Borough of Carteret to join the Carteret
Police Department's Crime Prevention Unit and the National
Association of Town Watch in supporting the "34 Annual
National Night Out" on August 1, 2017 as "National Night Out" in
the Borough of Carteret.

FURTHER, LET IT BE RESOLVED THAT, WE, The Mayor and Council
do hereby Proclaim Tuesday, August 1, 2017 as "National Night
Out" in the Borough of Carteret.
After no further discussion, upon MMS &C by Councilmembers Diaz
ADJOURNED and DiMascio and unanimous affirmative vote of the six (6)
Councilmembers present, the meeting was Adjourned at
approximately 6:10 P.M.
