HomeMy Public PortalAbout09-06-2022 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 6,2022 The Common Council of the City of Richmond, Indiana met in a Regular Meeting September 6, 2022 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR President Turner called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Beth Fields, Community Strategist; Matt Evans; Grayson Hart, Geographic Information System; Pat Smoker, Sanitary District; Tony Foster, Richmond Power and Light; Sherri Hemingway, Payroll; Ian Vanness, Infrastructure and Development; and, Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held August 15, 2022, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS RESOLUTION NO. 9-2022—A RESOLUTION ADOPTING A CLIMATE ACTION PLAN Councilor Locke moved for approval, supported by Councilor Goss. Upon a roll call vote, the motion carried. RESOLUTION NO. 11-2022 -A RESOLUTION APPOINTING CITY'S APPOINTMENT TO FACT FINDING PANEL (RFD) Councilor Parker moved for approval, supported by Councilor Bumbalough. Upon a roll call vote, the motion carried. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the August 4, 11 and 18, 2022 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS None ORDINANCES ON FIRST READING Councilor Oler moved to suspend the rules and read Ordinance No. 32-2022 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 32-2022 —AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2023 BUDGET The Clerk read Ordinance No. 32-2022 on first reading by title only. Ordinance No, 32-2022 was referred to the Finance Committee for review. ORDINANCES ON SECOND READING ORDINANCE NO. 40-2022—AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 40-2021 KNOWN AS THE 2022 SALARY ORDINANCE(Fire and Transportation) The Clerk read Ordinance No. 40-2022 on second reading by title only. President Turner declared Ordinance No. 40-2022 on public hearing. There being no comments for or against, Councilor Parker moved to approve, supported by Councilor Bumbalough. Councilor Locke moved to engross, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Common Council Minutes September 6, 2022 Page 3 of 3 Councilor Locke called for the question, supported by Councilor Bumbalough. Upon a roll call vote, Ordinance No. 40-2022 was adopted 9-0. ORDINANCE NO. 41-2022 -A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR CERTAIN PARCELS FROM HIGHWAY COMMERCIAL DISTRICT TO INSTITUTIONAL DISTRICT The Clerk read Ordinance No. 41-2022 on second reading by title only. Ordinance No. 40-2022 was withdrawn by the petitioner. ORDINANCE NO. 43-2022—AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE UNITED STATES DEPARTMENT OF TRANSPORTATION (Safe Streets and Roads) The Clerk read Ordinance No. 43-2022 on second reading by title only. President Turner declared Ordinance No. 43-2022 on public hearing. There being no comments for or against, Councilor Parker moved to approve, supported by Councilor Bumbalough. Councilor Locke moved to engross, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Locke called for the question, supported by Councilor Bumbalough. Upon a roll call vote, Ordinance No. 43-2022 was adopted 9-0. MISCELLANEOUS BUSINESS -None CALL FOR ADJOURNMENT There being no further business, on a motion duly made, seconded and passed,the meeting was adjourned.
