Minutes of Meeting No. 3-88
March 28, 1988
1. Call to Order.
The meeting of the Citizens Advisory Committee was called to
order by Chairman Terry Allen at 1:39 p.m., at the Riverside
County Administrative Center, 14th Floor Conference Room,
4080 Lemon Street, Riverside 92501

2. Approval of Minutes.

A correction was noted on the minutes that Jane Brown was
present and not Eileen Brown.
It was moved, seconded and carried to approve the
Citizens Advisory Committee minutes of the February 22,
1988 meeting as corrected.
3. Committee ByLaws Amendment.
Paul Blackwelder, Assistant Director, said that this item
was discussed by the Committee at its last meeting. With
regards to the quorum, the Commission's Legal Counsel has
stated that a quorum could either be a majority of the
Committee members or a majority of the members currently
appointed to the Committee. He recommended that the members
currently appointed to the Committee should constitute a

quorum. The Committee, with currently 20 members, will need
11 members for a quorum.
Paul Blackwelder said that another issue that the Committee
discussed was adding a provision in the bylaws to drop a
Committee member if they are absent for a number of meetings
without an excuse.
Ray Baca felt that if a member had 3 consecutive unexcused
absences, staff should follow-up with a letter suggesting
that the member resign. The Committee would then review the
matter and submit a recommendation to the Commission.
Rena Parker agreed that the number of unexcused absences
should be 3 and that the Committee should have the
opportunity to review the matter.
It was moved, seconded and carried to add a provision
to the Committee bylaws whereby a member with three
consecutive unexcused absences be sent a letter of
notification and request to resign by staff, and that
staff would bring the matter before the Committee for
action.
It was moved, seconded and carried that a quorum for
the Citizens Advisory Committee should be the majority
of the members currently appointed to the Committee.
4. Unmet Transit Needs.
Paul Blackwelder stated that hearings on unmet transit needs
were held in Palm Desert last month and in Corona and
Riverside this month. He then reviewed the unmet transit
needs raised at the hearings.
o Provide intercity fixed route service in the
Norco/Corona area.
It was moved, seconded and carried to include the
intercity fixed route service in the Norco/Corona
area in RTA's or Corona's short range transit plan
for implementation in FY 1989.
o Provide changes to RTA Line 29 to serve the communities
of Belltown and Paramount Estates and the Memorial Park
pool.
It was moved, seconded and carried to extend Line
29 to serve Belltown in September, 1988 and to
request RTA, as part of the Short Range Transit
Plan, to investigate the feasibility of improving
Route 29 to a one -hour frequency and whether a
second route should be implemented in the Rubidoux
area.

o Provide an additional stop at the medical offices at
Loma Linda Hospital (RTA Line 25).
It was agreed by of the Committee that no action be
taken on this item since it is not appropriate for the
Committee to make recommendations on operational
matters.
o Change the elderly and handicapped dial -a -ride to a
general public service in the City of Riverside.
It was moved, seconded and carried that it is not
reasonable to change the elderly and handicapped
dial -a -ride in the City of Riverside to a general
public service.
o Concern about the possibility of losing Southern
California Rapid Transit District inter -county service
to Orange and Los Angeles.
No action was taken on this item because the concern is
related to the Commission/RTA investigating potential
cost savings by contracting out the inter -county
services (Lines 149 and 496).
o Provide service to Ontario Airport via Van Buren
Boulevard or Hamner Avenue.
It was moved, seconded and carried that there is
not sufficient demand to implement additional
public service to Ontario Airport. Also, private
carriers are available to provide service to
Ontario Airport.
o Provide for earlier RTA service from Mead Valley Center
to Riverside (RTA Line 22).
It was moved, seconded, and carried that there is
not sufficient demand to provide an earlier RTA
service from Mead Valley Center to RTA.
o Provide for earlier and more frequent RTA service from
Perris to Lake Elsinore (RTA Line 24).
It was moved, seconded, and carried that this need
is not a reasonable need and to request RTA to
take look at the demand for work trips between
Perris and Lake Elsinore during the next year.
o Provide improved transfer coordination between RTA Line
2 (Downtown -Tyler Mall) and Line 24 (Tyler Mall -Perris)
at the Tyler Mall.

It was the consensus of the Committee not to take
action on this item as it is an operational matter and
that RTA is looking at the transfer coordination issue.
o Implement local bus service within Rancho California
and intercity bus service from Rancho California to
Corona and Riverside.
It was moved, seconded and carried to request RTA
to continue to monitor the Rancho California area
and that when an RTA study for re-evaluating
demand in the area is done in the future that it
also include Lake Elsinore area.
o Provide accessible service on SCRTD Line 149 between
Riverside and Long Beach.
No action was taken on this matter. This will be
included as a criteria in the Request for Proposals for
this service to be sought by RTA.
o Provide additional dial -a -ride vehicles in the City of
Riverside on Sundays.
It was moved, seconded and carried that the need
for additional dial -a -ride vehicle is not
reasonable to meet because of insufficient demand
on Sundays.
o Provide additional dial -a -ride vehicles and drivers in
Norco.
It was the consensus of the Committee that no action be
taken on this matter at this time as this is a
subcontracted service and RTA will work with the
contractor to reduce wait times to the extend possible.
o Provide extension of Corona dial -a -ride service two
blocks into the El Cerrito area for children's safety.
Action is not needed as the Corona dial -a -ride service
has already complied with the request to expand the
service as requested.
o Reroute SunLine Line 2 to serve the westerly portion of
Terrace Road in Cathedral City.
Action is not needed as SunLine has agreed to consider
this change in their restructuring study.
o Provide service to the new Social Security Office at
275 N. El Cielo, Palm Springs.

It was moved, seconded and carried that no change
is needed as Line 2 service stops 1/8 mile of the
new Social Security Office. In addition, the
office is on a cul-de-sac which would cause
operational problems.
o Provide service for 18 ARC clients within the City of
Riverside.
RCTC staff indicated that they will work with the City
of Riverside and ARC on staggering the workshop hours
in order to try to accommodate the additional 18
clients within the 13 City buses.
After a lengthy discussion between RCTC staff and
Committee members, it was determined that service for
additional clients in the Riverside, Corona, Perris -San
Jacinto -Hemet, and Mira Loma-Rubidoux-Pedley areas, and
the Coachella Valley intervalley service needs would be
addressed by the Committee at its next meeting.
It was the consensus of the Committee to continue the
remaining agenda items to its next meeting.
5. Other Business.
Herb Krauch brought up a safety problem at the intersection
of Route 79 (Sanderson Avenue and Gilman Hot Springs Road)
where six people were killed in the past year. He suggested
that the Committee adopt a resolution for Caltrans and the
Department of Motor Vehicles post warning signs at adequate
distance north and south of the intersection to slow traffic
to 40 mph at the north -south intersection of Route 79.
It was moved, seconded and carried that a prepare a
resolution to be submitted to Caltrans and the
Department of Motor Vehicles requesting them to post
warning signs on Route 79 north and south of the
intersection of Gilman Hot springs Road to slow traffic
to 40 mph at the north -south intersection of Route 79.
6. Adjournment.
It was moved, seconded and approve to adjourned the
meeting at 3:42 p.m.
