HomeMy Public PortalAbout10-03-2022 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, OCTOBER 3,2022 The Common Council of the City of Richmond,Indiana met in a Regular Meeting October 3, 2022 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR BUMBALOUGH Vice President Cappa called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jane Bumbalough, Ron Oler and Larry Parker. Absent were Councilors Jeffrey Locke and Gary Turner. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell;Doug Gardner,Fire Prevention; Beth Fields, Community Strategist; Imani Murphy, Human Resources; Pat Smoker, Sanitary District; Tracy Bosell, Street Department; Traci McGinnis, Deputy Controller; Sharry Hemingway, Payroll; and,Media. APPROVAL OF MINUTES Councilor Parker moved to approve the minutes of the regular meeting held September 19, 2022, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • Thank you for all the contributions for fallen Police Officer Seara Burton. Common Council Minutes October 3,2022 Page 2 of 5 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the September 8 and 15, 2022 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS ORDINANCES ON FIRST READING None ORDINANCES ON FIRST READING Councilor Parker moved to suspend the rules and read Ordinance No.45-2022 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 45-2022 — A GENERAL ORDINANCE AMENDING SECTION 92.03 (DUTIES OF FIRE PREVENTION OF CHAPTER 92 OF THE RICHMOND CITY CODE) The Clerk read Ordinance No. 45-2022 on first reading by title only. Councilor Goss moved to advance Ordinance No. 45-2022 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Vice President Cappa declared Ordinance No. 45-2022 on public hearing. There being no comments for or against, Councilor Goss moved to engross, supported by Councilor Engle. Upon a vote viva voce, the motion carried. Councilor Goss called for the question, supported by Councilor Parker. Ordinance No. 45-2022 was adopted with a 7-0 roll call vote.• ORDINANCES ON SECOND READING ORDINANCE NO. 32-2022—AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2023 BUDGET The Clerk read Ordinance No. 32-2022 on second reading by title only. Common Council Minutes October 3,2022 Page 3 of 5 Vice President Cappa declared Ordinance No. 32-2022 on public hearing. There being no comments for or against, Councilor Oler moved to engross,supported by Councilor Parker. Upon a vote viva voce,the motion carried. Councilor Goss called for the questions, supported by Councilor Engle. Councilors Parker, Oler and Cappa stated they are not pleased with the budget, but, due to adverse consequences, will vote in favor. Ordinance No. 32-2022 was adopted with a 7-0 roll call vote. ORDINANCE NO. 33-2022 — AN APPROPRIATION ORDINANCE FIXING THE ANNUAL COMPENSATION OF ALL ELECTED CITY OFFICERS FOR 2023 The Clerk read Ordinance No. 33-2022 on second reading by title only. Vice President Cappa declared Ordinance No. 33-2022 on public hearing. There being no comments for or against, Councilor Goss moved to engross, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Parker called for the questions, supported by Councilor Oler. Ordinance No. 33-2022 was adopted with a 6-1 roll call vote. Dissenting was Councilor Cappa. ORDINANCE NO. 34-2022—AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2023 SALARY ORDINANCE (Civilian) The Clerk read Ordinance No. 34-2022 on second reading by title only. Vice President Cappa declared Ordinance No. 34-2022 on public hearing. There being no comments for or against, Councilor Parker moved to engross, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Goss called for the questions, supported by Councilor Bumbalough. Ordinance No. 34-2022 was adopted with a 7-0 roll call vote. ORDINANCE NO. 35-2022—AN ORDINANCE AUTHORIZING THE ANNUAL COMPENSATION AND BENEFITS OF RICHMOND POLICE OFFICERS The Clerk read Ordinance No. 35-2022 on second reading by title only. There being no comments for or against, Councilor Parker moved to engross, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Goss called for the questions, supported by Councilor Oler. Ordinance No. 35-2022 was adopted with a 7-0 roll call vote. ORDINANCE NO. 36-2022—AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE SANITARY DISTRICT 2023 SALARY ORDINANCE The Clerk read Ordinance No. 36-2022 on second reading by title only. Vice President Cappa declared Ordinance No. 36-2022 on public hearing. There being no comments for or against, Councilor Goss moved to engross, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Goss called for the questions, supported by Councilor Parker. Ordinance No. 36-2022 was adopted with a 7-0 roll call vote. ORDINANCE NO. 37-2022—AN ORDINANCE AUTHORIZING THE ANNUAL COMPENSATION AND BENEFITS OF RICHMOND FIREFIGHTERS The Clerk read Ordinance No. 37-2022 on second reading by title only. Vice President Cappa declared Ordinance No. 37-2022 on public hearing. There being no comments for or against, Councilor Goss moved to engross, supported by Councilor Parker. Upon a vote viva voce, the motion carried. Councilor Goss called for the questions, supported by Councilor Engle. Ordinance No. 37-2022 was adopted with a 7-0 roll call vote.
