1. Ca11 To Order.
The meeting of the Citizens Advisory Committee was called to
order by Chairman Terry Allen at 1:40 P.M., on March 9,
1987, at the Riverside City Hall, 5th Floor Conference Room,
3900 Main Street, Riverside.

2. Approval of Minutes.
M/S/C (KURZ/CAMERON) to approve the minutes of the
December 8, 1986 meeting as submitted.
3. Election of Officers.
Terry Allen and Jordis Cameron were unanimously reelected as
Chairman and Vice Chairman, respectively.
4. Quarterly Transit Operations Report.
Paul Blackwelder, Assistant Director, reported that there
were 1.22 million passengers for the period October 1, 1986
through December 31, 1986. SunLine Transit Agency reported
the highest ridership increase at 14.9% while the Riverside
Transit Agency ridership increased by 3.6%. Other operators
maintained the same number of riders as last year. The total
operating costs for the quarter increased by 17.6% over last
year. The cost increase was mostly due to the increase in
service hours. SunLine reported an increase in vehicle
hours operated for service improvements on Line 19, the
intercity line from Desert Hot Springs to Indio, and higher
levels of service on local Lines 4 and 5.
The average subsidy per passenger trip increased from $1.95
last year to $2.12 this year. The subsidy per passenger
trip for RTA remained the same as last year while SunLine's
subsidy per passenger trip increased by 11.3% from $2.47 to
$2.75. The routes with the highest subsidy per passenger
trip in the RTA area were Lines 17, 19 and 31. Line 17 was
discontinued in December. The Line 19 Saturday service was
discontinued and the weekday service hours were shortened in
December. The Line 31 service is scheduled for a six-month
review in March. In the SunLine area, the Desert Hot
Springs tel-a-ride is operating at a subsidy of more than $8
per passenger trip. Commission staff plans to discuss with
SunLine staff ways to increase ridership or reduce the
operating costs to lower the subsidy of the service.
Chairman Allen recalled that SunLine and the Office of Aging
were discussing a plan to operate the Desert Hot Springs
tel-a-ride service.
Paul Blackwelder said that the possibility of the Office on
Aging operating the service was discussed but, unfortu-
nately, they were unable to come up with an arrangement.
5. RTA Route 31 (Banning/Beaumont-Hemet).
Paul Blackwelder said that the Line 31 service between
Banning/Beaumont and Hemet was started on September 8, 1986.
This service was to be a demonstration project to determine
the need for a service over a six-month period. The goals
established continuing the service were 70 passengers per
day with a maximum of $4.00 subsidy per passenger trip. He
said that the only week when the service averaged over 70
passengers per day was the first week operating with a free
fare. During the last two months, Line 31 carried approxi-
mately 40-50 passengers per day. To attract ridership, RTA
continually marketed the service. RTA staff has indicated
that they will recommend to their Board that Route 31's
demonstration period be extended for an additional 3-6
months. A service change is being planned in the Hemet -San
Jacinto area when new buses are delivered for the fixed -
route service. At that time, an estimate will be made of the
number of local trips and new ridership and subsidy per
passenger goals for Line 31 will be established.
RTA is proposing to eliminate Route 30 (San Jacinto to
Hemet) and implement a local east -west route (Route 32) in
Hemet along the Route 74 alignment. It is expected that a
majority of Route 30 riders from San Jacinto will use Route
31. It is anticipated that the new east -west route will
attract additional riders for the Route 31 service as it
will be coordinated with the Route 31 schedule and will
provide access to the major commercial areas in Hemet.
Chairman Allen asked if the current route will allow Route
31 to pick up passengers in San Jacinto behind Route 30 or
does Route 31 come directly from the college.
Jesse Roach said that Route 31 comes directly from the
college. A minor realignment of the route will be done in
May. The realignment will allow Route 31 to pick up the
bulk of the passengers along De Anza and San Jacinto that
used the Route 30 service.
Chairman Allen asked if another fare will be charged or if
there would be a transfer point at the Sears Plaza for
riders traveling past San Jacinto Street going westerly to
the shopping centers.
Jesse Roach said that Route 32 will run between Valle Vista
and the Hemet Valley Mall. A transfer point will be set up
at the Sears Plaza to connect with Routes 27 and 31. No
extra fare will be charged.
Herb Krauch commented that there are a number of potential
riders on the west end on Sanderson and suggested the possi-
bility of Route 32 being routed all the way to Sanderson.
Jesse Roach that RTA did look at the possibility of Route 31
going all the way to Sanderson but there was a concern that
the headway time and the turnaround time will make the trip
too long.
Chairman Allen stated that the Hemet Rotary Club provides
bus benches and he suggested that perhaps RTA meet with the
Rotary Club when Route 32 is started to install or replace
some benches along the route.
Rena Parker asked what the possibility is of Route 32 not
being routed as far east and instead going a half mile west.
Jesse Roach said that there is still a problem with the
turnaround time if it didn't go as far out as Valle Vista on
the east and is routed west on Sanderson. In addition, it
wouldn't get to the area that they need to. He said that
elderly persons could use the dial -a -ride service from the
Mall to the area on Sanderson.
M/S/C (KRAUCH/MOORE) to recommend that the Commission
approve, in concept, Route 32.
6. FY 1988-1992 Short Range Transit Plan.
Paul Blackwelder said that the short range transit plans for
Riverside County FY 1988-1992 are currently being prepared
by the transit operators and the Commission. The plan will
be completed by April 1 and will be adopted by the
Commission in May. The Commission is in the process of
determining unmet transit needs that can be reasonably met
to be included in the plan. A public hearing was held in
Indio last month and this month, public hearings will be
held in Riverside and Perris. The service changes being
planned by the municipal operators include: 1)
Restructuring of the two -route system in Banning; and, 2)
Converting the Corona and Norco dial -a -ride services to a
fixed -route service with dial -a -ride service for the handi-
capped in Corona. In the SunLine area, an evaluation of the
dial -a -ride service in the Indio -Coachella -La Quinta area is
under study. Part of that study includes an evaluation is
being made on the need to continue the intervalley handi-
capped service to the Foundation for the Retarded of the
Desert since Line 4 has been routed past the Foundation.
Changes being proposed in the RTA area include: 1) Eli-
minating Route 30 (Hemet -San Jacinto) and replacing it with
an east -west route in Hemet; 2) Implementing a Lake Perris
shuttle service from Riverside to Moreno Valley from June
through September; 3) Realigning Route 27 (Hemet -Riverside)
so that it will serve the new Kaiser Hospital in Riverside;
and, 4) Studies to determine the need for service in the San
Sevine Industrial area in Mira Lome and the Rancho
California area.
Chairman Allen brought up two proposals: 1) A 24 -hour
advance reservation for the Hemet dial -a -ride service; and,
2) Service from Hemet to Sun City for people going to the
new hospital being built in Sun City.
Jesse Roach responded that a 24 -hour advance reservation
will be required for the Hemet dial -a -ride when RTA realigns
Route 32. With regard to the service from Hemet to Sun
City, RTA has included in the Plan that Route 27 will serve
the hospital. They first plan to start a dial -a -ride
service to the hospital to determine the type of need and if
there is a need to divert Route 27 it will be done.
Don Kurz asked if there is a dial -a -ride service for elderly
and handicapped in the Rubidoux area.
Paul Blackwelder said that a dial -a -ride service was oper-
ated by RTA several years ago but because there were not
sufficient riders using the service, it was eliminated.
There is limited service available for the elderly and
handicapped through Meditrans from West Riverside to
Riverside from medical and shopping trips.
Don Kurz asked if there is service available between Pedley
Road and Opal.
Paul Blackwelder said that RTD runs along Mission Boulevard
through Rubidoux to Riverside every hour seven days a week
and the fare is the same as RTA with a free transfer
arrangement to RTA services.
Don Kurz suggested that there should be representative on
the Committee from the Jurupa area.
Paul Blackwelder said that there is a representative,
Bertram Vinson, from the Country Village area.
8. Adjournment.
There being no other items to come before the Committee, the

SUBJECT: RTA Lake Perris Shuttle Service
At their meeting on April 23rd, the RTA Board of Directors
approved a proposal to start a weekday summer service
demonstration project from Riverside, Moreno Valley and Perris to
Lake Perris. The service will operate three round trips/day
Monday -Friday from June 22, 1987 through September 4, 1987. The
service goal is a subsidy/passenger trip not to exceed $3.00.
Ridership will be monitored and a status report will be presented
to the RTA Board at their meeting in July. The estimated
operating cost for the project is $17,158 which will be funded by
funds available in the current year RTA budget. Fares for the
service will be Adult 60 cents, Students 50 cents, and Elderly
and Handicapped Individuals 30 cents.
Weekend service will not be operated due to crowding at the Lake
and ingress and egress problems on the entrance roads. Roadway
improvements will be made later this year that would allow
weeken.d service to be operated next year if the service is
successful.
Attached is a map of the proposed route and the marketing plan
for the service proposed by RTA. The bus will depart from the
Downtown Terminal daily at 8:30 a.m., 11:30 a.m. and 3:20 p.m.
RECOMMENDATION
That the Committee recommends approval of the Lake Perris shuttle
service to the Commission.

ACTION PLAN
1. Develop a logo to be used on all advertisements, schedules, rider
alerts, and bus stop signs for the service.
2 Develop print advertisements to appeal to the two primary target
markets: adolescents and seniors.
3. Develop 60 -second radio advertisements to appeal to adolescents and
seniors.

SUBJECT: Unmet Transit Needs
Attached is the staff report presented to the Commission on April
16th and summary of testimony, and written or telephone comments
received by the Commission through the unmet transit needs public
hearing process this year. The staff recommendations, with one
exception, were approved by the Commission. The Commission's
findings have been forwarded to SCAG for concurrence.
The exception to the staff recommendation was to move the request
to reroute RTA Line 13 along Palm Avenue in Riverside to the
category of requests that may be accommodated but require further
investigation. Ms. Hansen modified her request at the meeting
asking that the Line be rerouted only between 9 a.m. and 3 or 4
p.m. to avoid inconvenience to commuter riders on Line 13. Staff
has reviewed the ridership profile for the entire day. Rerouting
this Line between 9 a.m. and 4 p.m. would still inconvenience
approximately 360 of the: 665 persons that use this Line daily.
Staff will recommend that the Line should not be rerouted as the
Line 17 ridership from the area proposed to be served had only 7-
10 passengers per day.

SUBJECT: Unmet Transit Needs
As a result of three public hearings held by the Commission on
unmet transit needs, written and oral comments were received from
approximately 40 individuals. Enclosed are transcripts of the
hearings and copies of letters received. Also enclosed are
summaries of all comments received and staff responses.
The comments received varied greatly ranging from minor schedule
changes to a complete change in the type of service operated in
the Norco/Corona area. As happens each year, a number of com-
ments and recommendations were received regarding schedule ad-
herence and maintenance of equipment. These types of complaints
and comments are not proper subjects for the unmet needs process
but many are, nevertheless, legitimate complaints. These com-
plaints were referred to the appropriate transit operator for
resolution.
Of the remaining requests for new or revised services, a number
will be totally or partially accommodated. The following are
requests that are planned to be accommodated in the coming fiscal
year, if not sooner.
o Extend RTA Line 12 Service - RTA will operate service to the
Industrial Park area on Jurupa Avenue in Riverside starting
in September, 1987. One run arriving at 7:30 a.m. and one
run departing at 4:30 p.m. will provide commuter service for
workers in the area as requested by the Regional Center
ceramics workshop representatives.
o Expand Fixed Route or Dial -A -Ride in :dead Valley - RTA will
expand the dial -a -ride area, north of :Markham Street as
requested.
o Expand Dial -A -Ride Capacity in Riverside - The Riverside
Special Services Program will add two vehicles to its peek
hour service in FY 87/88.
Expand Dial -A -Ride Capacity in Hemet - RTA will purchase a
larger vehicle to increase capacity in late FY 86/87.
o Expand Dial -A -Ride Capacity in Hemet - RTA will purchase a
larger vehicle to increase capacity in late FY 86/87.
o Provide Improved Local Fixed Route Service in Hemet - RTA
plans to start a new fixed route in Hemet later this year to
provide better local service to residential and shopping
areas.
Improve RTA Line 1 Service Downtown to General Hospital -
RTA will revise the Saturday morning schedule to accommodate
commuters in June. The Sunday schedule will be adjusted in
January if Saturday ridership is adequate.
o Improve Transfer Coordination Between RTA Fixed Routes and
Other Services - The Line 1 and RTD 496 schedule will be
coordinated in June. The Line 27 and Sun City dial -a -ride
service has been coordinated.
o Provide Tie Downs on RTA Fixed Routes to Accommodate Morgan
Wheelchairs - Through testing, RTA identified that these
wheelchairs can be accommodated on fixed route buses with
existing tie down devices.
o Expand SunLine Line 20 Service to Operate on Sunday - Sunday
service on Line 20 will be operated year round starting this
year
The following requests may be accommodated but will require
further investigation.
o Implement Additional Fixed Route Service in the Corona/Norco
Area - A feasibility study is in progress and scheduled to
be completed by July, 1987. Costs for fixed route or d:inl-
a-ride alternatives are approximately the same.
o Continue Intervalley Handicapped Service in the Coachella
Valley - A study is underway by SunLine to reassess all
elderly and handicapped services needed for the Coachella
Valley. A recommendation is expected from SunLine when the
study is completed this summer. This item is discussed
further below.
The following requests for improved or revised services should
not, in staff's opinion, be implemented because the cost would
not be justified by the anticipated usage.
o Implement Sunday Service on RTA Line 25 (Riverside -High -
grovel - Expected ridership would be too low. Sunday ser-
vice generally attracts approximately 50% of Saturday rider-
ship. There are eight other RTA routes with much higher
ridership and no Sunday service because the subsidy passen-
ger would be too high.
o Expand RTA Line 1 Evening Service to the Mobile Home Park on
La Sierra Avenue - The run requested was cut in December
because surveys showed no riders were using this trip on a
regular basis.
o Expand RTA Line 1 Evening Weekend Service Downtown to Gener-
al Hospital for the 11 P_til_ 7 A.M._ Shift - Expected rider-
ship would be too low. Weekday ridership surveys show one
rider regularly uses the late RTA run to General Hospital.
To add these runs would require 1.5 bus hours on Saturday
and 2.5 bus hours on Sunday.
o Reroute RTA Line 13 Along Palg Avenue in Riverside to Pro--
ir��t serVi�e t�-Rive��ide-PT za-As-Aas -Provided--bv
RTA Line 17 - Service is available via a transfer to Line 1
or 2 atRCC Previous (Line 17) ridership from the area was
7-9 passengers/day. Rerouting would extend the travel time
of the average 665 passengers/day using Line 13 and would
impact transfers between Line 13 and other RTA lines.
o Expand Sun City Dial -A -Ride Service Hours - Ridership would
be low based on previous experience.
o Implement Service Cabazon to Banning/Beaumont - Ridership
would be low based on previous experience.
o Implement Service from Anza to Hemet and Palm Springs
Expected ridership would be too low to justify cost.
o Implement Service from Temecula to Lake Elsinore and Hemet -
Expected ridership would be too low to justify cost.
o Improve Bus Service from Hemet and Sun City to Ontario
Airport, Los Angeles and San Bernardino - Expected ridership
would be too low for these occasional trips to justify the
high cost for more direct service.
o Increase RTA Line 22 Service Frequency - The average 150
passengers per day on this route does not justify improved
frequency. Additional demand that would normally be ex-
pected to be generated by improved frequency is already
served by RTA Lines 27 and/or 24 in the Perris and Mead
Valley portions of Line 22.
o Extend RTA Line 18 Service,_ Northerly of Ironwood - Would
require additional bus. Expected ridership is too low.
o Extend SunLine Line 51 Southerly to Avenue 53 - Would re-
quire additional bus. Expected ridership is too low.
o Extend Sunline Line 20, Easterly of Avenue 44 - Would re-
quire additional bus. Expected ridership is too low.
o Improve SunLine Line 20 Freguencv to 30 Minutes - Alterna-
tive service is available in most areas via 'Line lam. Ex-
pected ridership would be too low.
o More Direct La Quinta to Palm Desert Service Should be
Operated on SunLine Line 4. The Marriott Hotel Area Should
be Served By a Shuttle - Approximately 400 of Line 4
passengers go to or from the Marriott area of Lie route.
These riders have significantly reduced the
subsidy/passenger for Line 4.
o Provide Direct Service from Desert Hot Springs to Eisenhower
Medical Center - Demand for express service would be too low
to justify direct service.
o Add a 5:30 P.M. Run on SunLine Line 19 from Palm Springs to
Desert Hot Springs - Demand would be too low to justify the
cost. This run would require a tripper run deadheading
Thousand Palms to Palm Springs and then Desert Hot Springs
to Thousand Palms.
o Reroute SunLine Lines 19 and 20 During Winter Months
Partial year service would be confusing to year round
passengers.
o Run All SunLine Services Until 10 P.M. -- Expected ridership
is too low.
o Start a New Line From Palm Springs to Palm Desert Via
Thousand Palms - Alternative SunLine service is available
and expected demand would be too low.
SunLine staff has indicated that one alternative under consider-
ation in their study of elderly and handicapped transportation in
the Coachella Valley would be to discontinue the dedicated inter-
valley handicapped service to the Foundation for the Retarded of
the Desert and implement a non -dedicated elderly and .handicapped
dial -a -ride service covering a wider service area. This alter-
native, if selected, could create an unmet transit need for most
current intervalley service users. No changes to the elderly and
handicapped services operated by SunLine should be implemented
prior to approval by the Commission and a finding by the Commis-
sion has been made that no unmet transit need will result from a
service change.
RECOMMENDATIONS
1. That the Commission, based on review of existing services
and services planned to be implemented by the next fiscal
year, find that there are no unmet transit needs that can be
reasonably met and request that SCAG concur with this f:nd-
ing.
2. That staff communicate to SunLine that any change in SunLine
elderly and handicapped services implemented as a result of
their elderly and handicapped study must be approved by the
Commission and determined by the Commission that the service
changes will not create a,n unmet transit need For users of
existing services.

SUBJECT 1988-1992 Short Range Transit Plan
The FY 1988-1992 Short Range Transit Plan for Riverside County
has been prepared by Commission staff and the transit operators.
The County plan contains the plans of s.. 2v_en small transit
systems, the Riverside Transit Agency and the SujlAne Transit
Agency. The gIan provides a coordinated transit system to meet
the local and intercity transit needs of Riverside County
residents for the next five years. Proposed service changes are
primarily service level changes for the two large operators.
Only two new services are proposed. The plan reflects a transit
system in Riverside County that has matured and become well
established. Service is provided to all cities and most major
unincorporated areas throughout the County. Staff comments on
the proposed operator plans are provided below. A copy of the
plan is included in the agenda packet.
Small Transit Systems
The proposed plans for the seven small transit systems call for
con x' ervices at their current level of service
for the next five years. The one possible a do is the Ci
of. Corona. The City is reviewing a proposal to change from a
dial -a -ride service to a -tixed-route service witiPjOdial-a-ride for
handicapped individuals only. This decision should be made by
July. The cost of the two types of service are approximately the
same. -
Riverside Transit Agency
The Riverside Transit Agency plan proposes two new services and
two planning studies in FY 1988 and minor expansion of existing
services in FY 1989 and 1990. The proposed service changes are
listed below.

o Implement a new local fixed route service in Hemet and
revise the Hemet/San Jacinto dial -a -ride to operate as a 24 -

The SunLine Transit Agency plan proposes only minor service
changes in FY 1988. No changes are planned during 1989-1992. A
major study of the SunLine system will be conducted in FY 1988
and may result in major route revisions in the plan update next
year. The proposed service changes are as follows:

o Operate Line 20 (Palm Springs -Indio) on Sundays throughout
the year.
Major capital improvements are limited to bus replacements for
the existing fleet.
RECOMMENDATION
That the Committee recommend that the Commission approve the FY
1988-1992 Short Range Transit Plan for Riverside County.

SUBJECT: Committee Meeting Date
The Commission has moved its meeting date from the third Thursday
of each month to the first Wednesday of each month to avoid
conflicts with other meetings Commissioners and staff should
attend. Staff recommends that the Committee meetings should be
rescheduled to Monday, 9 days prior to the first Wednesday of
each month. By moving the meeting date, staff will be able to
incorporate the Committee's recommendations into the written
material mailed to the Commission prior to their meetings. The
meeting date in May is a holiday, Memorial Day. That meeting, if
one is needed, could be scheduled for Tuesday, May 26th.
RECOMMENDATION
That the Committee change their meeting date to Monday, 9 days
prior to the first Wednesday of each month.
