RIVERSIDE COUNTY TRANSPORTATION COMMISSION CITIZENS ADVISORY COMMITTEE Minutes of Meeting No. 2-87 May 4, 1987 1. Call to Order. The meeting of the Citizens Advisory Committee was called to order by Chairman Terry Allen at 1:40 p.m., on May 4, 1987, at the Riverside City Hall, 5th Floor Conference Room, 3900 Main Street, Riverside. Members present: Terry Allen Herb Krauch Don Kurz Joanne Moore Rena Parker Don Senger Others present: Jesse Roach, Riverside Transit Agency 2. Approval of Minutes. M/S/C (PARKER/MOORE) to approve the minutes of the March 9, 1987 meeting. 3. RTA Lake Perris Shuttle Service. Paul Blackwelder, Assistant Director, informed the Committee of RTA's proposal for a weekday shuttle service from Riverside, Moreno Valley and Perris to Lake Perris to be operated from June 22, 1987 through September 4, 1987. The service provide three round trips per day. Weekend service will not be provided due to crowding at the Lake and ingress/egress problems on the entrance roads. If the service is successful and improvements are made to the roads, weekend service may also be provided to Lake Perris next year. M/S/C (MOORE/KRAUCH) to recommend approval of the Lake Perris shuttle service to the Commission. 4. Unmet Transit Needs. Paul Blackwelder said that the staff report that was presented to the Commission on unmet transit needs is included in the Committee's agenda packet as well as a summary written and oral comments received by the Commission. The comments were reviewed with the transit operators and were listed in the report in three categories: 1) requests which will totally or partially be accommodated; 2) requests which may be accommodated but will require further investigation; and, 3) requests for improved or revised services which should not be implemented because the cost would not be justified by the anticipated use of the service. The Commission, based on the existing service and services planned to be implemented next year, found that there are no unmet transit needs that can be reasonably met in Riverside County. A study to evaluate the alternative for fixed route service in the Corona/Norco area is currently is in progress. Corona will be holding a public hearing and will meet with handicapped advocates and senior citizens to get their input. In the Coachella Valley area, a study of elderly and handicapped transportation needs is being undertaken by SunLine. One of alternatives being reviewed is to change the Foundation for the Retarded service. The Commission has informed SunLine that any change in the elderly and handicapped services implemented as a result of the elderly and handicapped study must be approved by the Commission and determined by the Commission that the service changes will not create an unmet transit need for users of existing services. The request to reroute the Line 13 service along Palm Avenue in Riverside between 9 a.m. and 4 p.m. for direct service to the Riverside Plaza was reviewed. Staff will recommend to the Commission not to reroute Line 13 between 9:00 a.m. and 4:00 p.m. as it will inconvenience an average of 360 passengers/per day using the service. Service to the Riverside Plaza is available to residents along Palm Avenue by taking Line 12 and transferring to Line 1 near Riverside Community College. Rena Parker asked whether the 360 riders use Line 12 before 9:00 a.m. and after 4:00 p.m. to commute to and from work. Paul Blackwelder said that over 50% of the trips are made between 9:00 a.m. and 4:00 p.m. and, therefore, it would inconvenience too many riders to reroute Line 13 during that period. Rena Parker commented that with the expansion of Ontario Airport, there is a need for bus service from the Inland County areas to the airport. Barry Beck, Executive Director, said that RTD's Line 496 provides service to and from Ontario Airport but it makes several stops along the way. The frequency of demand for such a service is very low and it would not justify the cost. He noted that he was informed by the Sheraton Hotel in Riverside that they will be applying for a permit to provide service to and from Ontario Airport for their customers. Rena Parker noted that a number of requests for various service in the SunLine area have been received. She suggested that SunLine review and consider the requests. Paul Blackwelder stated that SunLine plans to do a study in the upcoming year and these requests will be addressed again at the study. 5. 1988-1992 Short Range Transit Plan. Paul Blackwelder said that Riverside County's Short Range Transit Plan includes the plans of the seven small transit operators (Banning, Beaumont, Corona, Lake Elsinore Transit System, Palo Verde Valley Transit Agency, Rancho Mirage, and Riverside Special Services), the Riverside Transit Agency and the SunLine Transit Agency. The plans for the small transit systems is basically a continuation of the existing services at the current level of service for the next five years with one exception. The City of Corona is reviewing a proposal to change its general dial -a -ride service to a fixed route service with the dial -a -ride service only be for handicapped individuals. Service changes being proposed by RTA for FY 1988 are: a) to implement a local fixed route service in Hemet and change the Hemet/San Jacinto dial -a -ride service to a 24 -hour advance reservation system; b) to operate a shuttle service from Riverside, Moreno Valley and Perris to Lake Perris from June to September; c) to reroute Line 27 (Hemet/San Jacinto) to serve the new Kaiser Hospital in Riverside; d) to reroute the morning and afternoon runs of Line 12 to serve the Jurupa industrial park; and, e) to conduct a study of the San Sevine Industrial Park area and the Temecula/Rancho California area to determine the need for transit services. In FY 1988, RTA is proposing improving the frequency of Route 29 (Rubidoux- Riverside) to a one -hour headway and expanding the service hours on weekdays and on Saturdays on Route 21 (Country Village -Tyler Mall). In FY 1989, RTA plans to expand service on Routes 15 and 27E to operate on Sunday. Service changes being proposed by the SunLine Transit Agency in FY 1988 are: a) to operate the Sun Special service in Palm Springs from October through May; b) to implement a park and ride shuttle service to be funded by private funds in Palm Desert for shoppers at the Palm Desert Town Center during the December shopping period; c) to add morning and evening runs between Thousand Palms and Palm Springs; and, d) to expand Line 20 (Palm Springs -Indio) provide service on Sundays. M/S/C (PARKER/SENGER) to recommend that the Commission approve the FY 1988-1992 Short Range Transit Plan for Riverside County. 6. Committee Meeting Date. Paul Blackwelder said that the Commission has changed its meeting day from the third Thursday to the first Wednesday of the month. In order to include Committee recommendations in staff reports to the Commission, the Committee will have to change its meeting day. After a brief discussion, staff was directed to contact each Committee member to determine a suitable day for the Committee to meet. 7. Miscellaneous Items. A. Paul Blackwelder announced that Barry Beck has submitted his resignation as Executive Director and has accepted a position as Public Works Director for the City of Riverside. B. Barry Beck briefed the Committee on the status of the local sales tax effort. He said that after a number of years, it has become apparent that fund allocations from federal and the State are not sufficient to fund highway, and local street and road projects. Three counties (Santa Clara, Alameda and Fresno) in the State have already passed a 1/2 cent local sales tax measure for transportation. Several additional counties (San Diego, San Bernardino, Sacramento) are planning to have the local sales tax measures on the ballot in November, 1987, and several other counties are seeking enabling authorization from the State for a local sales tax measure for the ballot in June, 1986. The Commission, at its last meeting, took action to join San Bernardino County in pursuing authorizing legislation for a 1/2 cent local sales tax. The bill would give us the opportunity to place the measure on the ballot in November, 1987. At next week's Commission meeting, staff will be recommending that the Commission conduct a public opinion survey throughout the County to see if there is enough public support for a 1/2 cent increase in sales tax for transportation. The poll would also survey what projects the public would like the proceeds to be used for. Other provisions of the bill are: 1) that the 1/2 cent sales tax would only be for 15-20 years; 2) that each city in the county would have to continue to spend the same amount of money for transportation purposed that they are spending now; and, 3) the the county continue to receive its fair share of State funds. There is legislation being proposed that would require State matching funds for any locally funded State highway projects. Joanne Moore asked if the sales tax increase being proposed is a fixed percentage or could it be changed at a later time. Barry Beck said that the increase proposed on the ballot measure will be fixed and that the time limit will be fixed as well. Chairman Allen asked what the status is of the callbox system. Barry Beck said the Department of Motor Vehicles has started collecting the $1 surcharge for the callbox system for vehicle registrations that are due in April. At this time, the Commission will defer work on the system and wait for Orange and San Diego Counties to pioneer the effort and sort out the technology. Because the amount of funds being collected is borderline for building a comprehensive system, the delay will enable the Commission to collect additional fees. 9. Adjournment.
