Action RIVERSIDE COUNTY TRANSPORTATION COMMISSION CITIZENS ADVISORY COMMITTEE Minutes of Meeting No. 3-87 June 22, 1987 1. Call to Order. The meeting of the Citizens Advisory Committee was called to order by Chairman Terry Allen at 1:45 p.m., on June 22, 1987, at the Riverside City Hall, 5th Floor Conference Room, 3900 Main Street, Riverside. Because of lack of a quorum, the Committee acted as a Committee As A Whole. Introductions of those present followed. Members Present: Terry Allen Jordis Cameron Jim Kenna 2. Approval of Minutes. Herbert Krauch Lori Nickel Don Senger M/S/C (KENNA/KRAUCH) to approve the minutes of March 9, 1987 meeting. 4. Transit Quarterly Report. Paul Blackwelder, Acting Executive Director, informed the Committee that ridership in the 3rd quarter was approximately 1.2 million passengers. RTA had experienced a 3% decrease which is partly due to a fare increase effective the end of December. SunLine ridership is up by about 13%. The operating costs for the 3rd quarter was $3 million, an increase of approximately 8% over last year. The cost increase is due primarily to a 6% increase in amount of the services provided. The subsidy per passenger trip has increased from $1.89 last year to $2.06 this year. The services with high subsidy per passenger trip are RTA Lines 18, 19, and 31, and SunLine Line 4, Desert Hot Springs Bial- a -ride and the Palm Desert dial -a -ride services. Chairman Allen asked if the Hemet -San Jacinto dial -a -ride service will be on a advance reservation basis. Paul Blackwelder said that the Hemet -San Jacinto dial -a -ride service will be on a 24 -hour advance reservation basis. However, there is a provision whereby handicapped persons will be able to call for service on the same day provided there are spaces available. 4. Local Sales Tax for Transportation - Public Opinion Poll. Copies of the poll results and a listing of cities supporting the enabling legislation for the local sales tax for transportation measure were distributed. Agenda Item No. 2 September 28, 1987 CAC Minutes June 22, 1987 Paul Blackwelder stated that the poll was conducted using persons who had voted in the last election and targeted persons who are mostly likely to vote in the next election. A total of 500 people were polled: 300 in the Western Riverside County area and 200 in the Coachella Valley area. In the poll, people indicated that traffic congestion is the most serious problem in the County. A review of the poll results followed. Herbert Krauch said that in a poll done in Los Angeles County, Anglos rated traffic congestion as the most serious problem while Latinos and Blacks stated that crime was the most serious problem. Paul Blackwelder said that the enabling legislation is currently in the Assembly Transportation Committee and he expected adoption by mid -July. If the Commission decided to place the measure on the November 1987 ballot, all materials have to be submitted to the Election Department by August 5th. 5. TDA Allocations for Transit. Paul Blackwelder informed the Committee that the Commission, at its meeting in June, allocated TDA funds for transit operations and capital projects to the public transit operators in Riverside County. The allocations were made consistent with the Short Range Transit Plans and as shown on the list in the agenda packet. The Commission will allocate funds for street and road purposes at their July or August meeting. He pointed out that UMTA funds may be reduced by 10-15% and that STA funds may be eliminated in the State budget. If this occurs, additional TDA funds will have to be allocated to RTA and SunLine. In addition, with SunLine's budget substantially higher than in previous years, TDA funds may not be available in the Coachella Valley area for street and road purposes next fiscal year. 6. SB 821 Committee Appointments. Chairman Allen appointed the following Committee members to the SB 821 Committee: Terry Allen, Jim Kenna and Lori Nickel. 7. UMTA Section 16(b)(2) Capital Assistance Grants for Non - Profit Agencies. Paul Blackwelder stated that each year, funds are available through the UMTA Section 16(b)(2) Program to private non- profit agencies by funding 80% of the cost of capital equipment to provide transportation to elderly and CAC Minutes June 22, 1987 handicapped persons. Four projects were submitted to Caltrans. Projects submitted are: 1) Meditrans Services, Inc., for two 16 -passenger buses equipped with a wheelchair lift and tie downs for wheelchairs; 2) Desert Blind, for two 15 -passenger vans equipped with a wheelchair lift and tie downs for wheelchairs; 3) Friends of Moreno Valley Senior Center, for one 15- passenger van with a wheelchair lift and tie downs for wheelchairs; and, 4) Desert Hospital Corporation, for one -15 -passenger van with a wheelchair lift and tie downs for wheelchairs. Staff recommended that the Committee recommend to the Commission that the applications from Meditrans, Desert Blind, and Friend of Moreno Valley Seniors Center be highly recommended for approval and that the application from Desert Hospital Corporation be recommended for approval for selection by Caltrans for funding under the UMTA Section 16(b)(s2) Program. M/S/C (KENNA/CAMERON) to recommend that the applications for UMTA Section 16(b)(2) funds from Meditrans, Desert Blind, and Friends of Moreno Valley Seniors Center be highly recommended for approval and that the application from Desert Hospital be recommended for approval for selection by Caltrans for funding under the UMTA Section 16(b)(2) Program. 8.
